CTPAT Pilot Program Act of 2023

Customs Trade Partnership Against Terrorism Pilot Program Act of 2023 or the CTPAT Pilot Program Act of 2023 This bill requires the Department of Homeland Security to carry out a pilot program that assesses whether allowing certain entities to participate in the Customs Trade Partnership Against Terrorism (CTPAT) would enhance port security, combat terrorism, prevent supply chain security breaches, or otherwise satisfy the goals of CTPAT. Such entities are (1) non-asset-based third-party logistics providers that arrange international freight transportation and are licensed or bonded by specified federal agencies; or (2) asset-based third-party logistics providers that facilitate cross-border activity, are licensed or bonded by specified federal agencies, and execute logistics services using their own warehousing assets and resources. The bill requires the Government Accountability Office to report on the effectiveness of CTPAT.

Expressing opposition to New York's Clean Slate Act.

Maddy summaryThis House resolution (HRES 933) symbolically opposes New York’s Clean Slate Act, which automatically seals certain criminal records (misdemeanors after 3 years, some felonies after 8 years) for eligible individuals. It argues the law would prevent employers from accessing background checks during hiring, though the resolution itself has no legal effect. The resolution urges New York to prioritize crime prevention and public safety over this policy, citing concerns about employer access and recent crime statistics. (Note: This is a non-binding expression of opinion, not a legislative change.)

Countering Weapons of Mass Destruction Extension Act of 2023

Maddy summaryThis bill extends the authorization period for the Department of Homeland Security's Countering Weapons of Mass Destruction Office from 5 to 7 years. It does not change the office's core mission but adds two new requirements: (1) a 180-day report on employee engagement plans, and (2) a one-year review by the Comptroller General on the office's program prioritization and coordination. The extension specifically excludes sections related to the Chief Medical Officer and medical countermeasures programs (sections 1931-1932). The bill primarily affects the DHS office's operational timeline and internal accountability, with no new policy changes for external stakeholders.

DETERRENT Act

Maddy summaryThe DETERRENT Act requires institutions of higher education to disclose foreign gifts and contracts meeting specific value thresholds ($50,000 or more) to the Department of Education, with special rules for contracts involving "foreign countries of concern" or "foreign entities of concern." It creates a public database of these disclosures, mandates faculty and staff to report foreign gifts related to research, and establishes a waiver process for institutions seeking to contract with prohibited foreign entities. Institutions that fail to comply face fines ranging from 1% to 100% of their federal funding, depending on the violation and whether it's a first or repeat offense. The bill applies primarily to institutions receiving significant federal funding, particularly those with substantial research programs. It aims to increase transparency around foreign influence in higher education while maintaining academic freedom.

Chinese Spy Balloon Assessment Act

Maddy summaryHR 6625, the Chinese Spy Balloon Assessment Act, requires the Secretary of Defense to submit a report to Congress within 90 days of the bill's enactment. The report must detail the national security effects of surveillance conducted by China via a high-altitude balloon shot down in U.S. airspace in February 2023, including impacts on military installations and an analysis of recovered technology's country of origin. This bill directly affects the Department of Defense and Congress by mandating a specific, time-bound assessment of a single incident. It does not create new policies or funding but establishes a procedural requirement for transparency about the 2023 balloon event. The report must be unclassified, though it may include a classified annex.

Maddy summaryThe PLAN for School Safety Act of 2023 creates a federal program to fund State and regional centers that help schools develop and improve individualized safety plans. These centers, established by eligible entities like state education agencies or Tribal organizations, provide tailored consulting on school safety, mental health, and violence prevention using research-backed methods. The program requires centers to cover 5% of activity costs and prioritizes support for schools in rural, Tribal, or low-resourced communities. Annual reports to Congress will track implementation progress, effectiveness, and how centers assist schools in accessing funding for safety initiatives.
