Restore Veterans’ Compensation Act of 2026

Maddy summaryThe Restore Veterans’ Compensation Act of 2026 modifies how the government recoups certain separation payments from former military members. This bill primarily affects veterans who received separation pay upon leaving service and later qualify for disability compensation or military retired pay. Specifically, it prevents the reduction of veterans' disability compensation due to their prior receipt of separation, severance, or readjustment pay. For those receiving military retired pay, the bill limits recoupment to the net amount of separation pay received (after taxes) and caps monthly deductions at 25% of their retired pay, unless they choose a faster repayment. It also requires a 90-day notice before deductions begin, allows the Secretary of Defense to waive recoupment in cases of financial hardship, and exempts members who were retirement-eligible when they received voluntary separation pay from having to repay it upon later retirement.

PEAT Act of 2026

Maddy summaryThe PEAT Act of 2026 amends federal regulations to clarify how certain biologic drugs are classified for approval purposes. Specifically, it prevents the Food and Drug Administration from denying approval to a biologic product simply because it contains a protein that does not have a clinical effect. This change ensures that the presence of inactive proteins does not automatically disqualify a drug from being treated as a biological product. The legislation directly impacts pharmaceutical companies developing complex biologics and the regulatory review process for these medicines. By removing this specific barrier, the bill aims to streamline the path to market for drugs that include non-active protein components.

Air Permitting Improvements to Protect National Security Act of 2025

Maddy summaryHR 6373 modifies the Clean Air Act to create new permitting flexibility for specific facilities. It allows the President to waive certain emission offset requirements for new or modified semiconductor manufacturing facilities or critical mineral facilities (like those processing lithium or cobalt) if deemed necessary for national security. States can also permit these facilities to use alternative offset methods - such as paying an emissions fee capped at 1.5 times local control costs - if all standard offsets are exhausted, with fees required to fund further emissions reductions in the area. The bill directly affects advanced manufacturing and critical mineral operations seeking streamlined permitting.

Reliable Federal Infrastructure Act

Maddy summaryHR 4690, the Reliable Federal Infrastructure Act, repeals specific energy efficiency standards for federal buildings. It directly affects federal agencies and buildings subject to the repealed standards under Section 305(a)(3)(D) of the Energy Conservation and Production Act (42 U.S.C. 6834(a)(3)(D)). The bill removes these standards from federal law, stating they "shall have no force or effect," and updates related provisions in the Energy Independence and Security Act of 2007 to eliminate references to the repealed standards. This is a procedural repeal focused solely on removing existing requirements, not creating new infrastructure or policy.

MATCH Act

Maddy summaryThe MATCH Act requires U.S. agencies to align export controls on semiconductor manufacturing equipment with allied nations to prevent adversaries from accessing critical technology. It mandates a 150-day period for diplomatic efforts to secure countrywide denial policies from allied suppliers, after which U.S. jurisdiction would extend to equipment exported from countries not complying with these controls. The bill specifically targets semiconductor manufacturing equipment that the U.S. cannot currently produce in high volume and includes a list of Chinese companies deemed to warrant comprehensive restrictions. If allies fail to implement matching controls, the Act would allow the U.S. to regulate equipment exported from non-compliant allied countries and restrict servicing of restricted items at facilities in adversary nations. The legislation includes a sunset provision that expires five years after enactment, with annual reporting requirements to Congress on progress and compliance.

DAIRY PRIDE Act

Maddy summaryThe DAIRY PRIDE Act aims to amend the Federal Food, Drug, and Cosmetic Act to establish a specific definition for "dairy product." This bill directly affects food manufacturers and consumers by regulating how certain food names can be used. It defines a "dairy product" as food that is, contains as a primary ingredient, or is derived from, the lacteal secretion of hooved mammals. The act prohibits foods that do not meet this definition, or the requirements for an imitation food, from using names for standardized dairy products (like milk, yogurt, and cheese) in interstate commerce. Additionally, it requires the FDA to issue guidance on enforcement of these provisions and report to Congress on actions taken.

SECURE Data Act

Maddy summaryThe SECURE Data Act establishes a comprehensive federal privacy framework that grants consumers specific rights to access, correct, delete, and opt out of the sale of their personal data, while requiring companies to provide clear privacy notices and implement reasonable data security measures. It directly affects large businesses and data brokers that process significant amounts of consumer information, mandating that these entities obtain explicit consent for sensitive data and prohibiting discrimination against individuals who exercise their privacy rights. The legislation creates a registration system for data brokers, allows for enforcement actions by the Federal Trade Commission and state attorneys general, and preempts conflicting state laws to ensure a uniform national standard.

Equal Representation Act of 2025

Equal Representation Act This bill requires that the statement sent by the President to Congress after the decennial census indicating the number of persons in each state exclude noncitizens. (This statement is the basis for reapportionment of U.S. Representatives.) The bill also requires any questionnaire used in the decennial census to include a checkbox or other similar option for respondents to indicate whether the respondent and each household member is (1) a U.S. citizen, (2) a U.S. national but not a citizen, (3) a non-U.S. national ( alien under federal law) lawfully residing in the United States, or (4) a non-U.S. national unlawfully residing in the United States. The Department of Commerce must make public the number of persons in each state, disaggregated by each of these four categories.
