This resolution reaffirms the House of Representatives' commitment to media diversity and expresses its pledge to eliminate barriers to such diversity.

21st Century FTC Act This bill eliminates certain requirements with respect to the rulemaking authority of the Federal Trade Commission (FTC). Specifically, the FTC may promulgate a rule under the Administrative Procedure Act defining an unfair or deceptive trade practice without (1) publishing advance notice of the rulemaking, (2) finding a widespread pattern of an applicable unfair practice, or (3) providing the opportunity for an informal hearing. It also limits the opportunity for the FTC or a petitioner of a rule to make additional oral submissions and written presentations while a rule is under judicial review. Further, a court may not set aside a rule promulgated through such notice and comment process on the basis that the FTC failed to complete a regulatory analysis.
Facilitating Innovative Nuclear Diagnostics Act of 2021 This bill establishes separate payment requirements for diagnostic radiopharmaceuticals under the Medicare prospective payment system for hospital outpatient department services. The bill's requirements apply to diagnostic radiopharmaceuticals that have an average daily cost of $500 or more in 2022 and as adjusted based on a specified fee schedule factor in each year thereafter.
Pathways to Health Careers Act This bill provides funding for, reauthorizes through FY2026, and makes a variety of changes to certain grants administered by the Department of Health and Human Services that provide education and training to low-income individuals for health care occupations, including by establishing a new competitive grant for projects designed to train low-income individuals in allied health professions.
Maurice D. Hinchey Hudson River Valley National Heritage Area Reauthorization Act This bill extends through FY2036 the authority of the Department of the Interior to make any grant or provide any assistance for the Maurice D. Hinchey Hudson River Valley National Heritage Area in New York.
Social Determinants Accelerator Act of 2021 This bill establishes the Social Determinants Accelerator Interagency Council to increase coordination among health and social service programs and provide technical assistance to increase the impact of such programs. The council must also assist the Centers for Medicare & Medicaid Services to award up to 25 grants to state, local, or tribal health or human services agencies for social determinants accelerator plans. These plans must address at least one health and one social outcome for a specified target population.
Protecting Seniors Through Immunization Act of 2021 This bill specifies that certain deductible, coinsurance, initial coverage limit, and cost-sharing requirements that apply under the Medicare prescription drug benefit shall not apply with respect to vaccines that are recommended by the Advisory Committee on Immunization Practices of the Centers for Disease Control and Prevention. The Centers for Medicare & Medicaid Services must provide to Medicare beneficiaries specified information regarding (1) coverage of vaccines for seniors, and (2) access to recommended vaccines without cost-sharing.
National Infrastructure Development Bank Act of 2021 This bill establishes the National Infrastructure Development Bank as a government corporation to finance energy, environmental (e.g., drinking water or waste facilities), telecommunications, and transportation infrastructure projects. The bill establishes the National Infrastructure Development Bank Board, which must oversee the infrastructure projects. The board may make loans and loan guarantees to assist in financing infrastructure projects. Further, the board must establish an executive committee, a risk management committee, an audit committee, and a compliance office. To be eligible for financial assistance from the bank, an infrastructure project (1) must have a public benefit, as determined by the board; and (2) may not have a sole use or purpose that is private. An infrastructure project must use iron, steel, and manufactured products that are made in the United States. The bill also establishes accounting and reporting requirements. In particular, the Government Accountability Office must, within five years of this bill's enactment, submit a report to Congress evaluating the bank's activities.
This bill extends by one year the deadline for completion of proposed management plans for the Appalachian Forest National Heritage Area in West Virginia and Maryland, the Maritime Washington National Heritage Area in Washington, the Mountains to Sound Greenway National Heritage Area in Washington, the Sacramento-San Joaquin Delta National Heritage Area in California, the Santa Cruz Valley National Heritage Area in Arizona, and the Susquehanna National Heritage Area in Pennsylvania.
Fort McClellan Health Registry Act This bill requires the Department of Veterans Affairs (VA) to establish and maintain the Fort McClellan Health Registry, which must include a list of names of those who were stationed at Fort McClellan, Alabama, between January 1, 1935, and May 20, 1999, and are seeking specified health care or benefits from the VA. Specifically, the registry must include those who apply for hospital, nursing home, domiciliary, or medical care from the VA; file a claim for compensation for service-connected disability; die and are survived by a spouse, child, or parent who files a claim for dependency and indemnity compensation; request a VA health examination; or receive a VA health examination and request to be included in the registry. The registry must also include relevant medical data of the listed individuals if they grant permission or are deceased at the time they are listed. Individuals who have submitted applications, requests, or claims prior to the enactment of this bill must be included in the registry to the extent feasible. The VA must periodically notify individuals listed in the registry of significant research developments on the health consequences of potential exposure to toxic substances or environmental hazards related to service at Fort McClellan. Additionally, the VA must reach out to individuals regarding the provision of health examinations and consultation and counseling services. In establishing and maintaining the registry, the VA must consult with the Department of Defense to acquire necessary information.
