Veterans’ Prostate Cancer Treatment and Research Act

Veterans' Prostate Cancer Treatment and Research Act This bill requires the Department of Veterans Affairs (VA) to establish in its National Surgery Office an interdisciplinary clinical pathway for all stages of prostate cancer. Clinical pathways are health care management tools designed around research and evidence-based practices that provide direction for the care and treatment of a specific condition. The clinical pathway must include specified elements, such as a diagnosis pathway and a treatment pathway. The VA must consult with and incorporate feedback from (1) veterans who have received prostate cancer care at its medical facilities, and (2) experts in multidisciplinary cancer care and clinical research. Additionally, the VA must publish the clinical pathway on a public VA website and annually update the pathway as needed based on medical literature and evidence-based guidelines. The bill also requires the VA to submit a plan to establish a prostate cancer program using the comprehensive prostate cancer clinical pathway.

CISA Leadership Act

CISA Leadership Act This bill establishes a term limit and specifies the appointment process for the Director of the Cybersecurity and Infrastructure Security Agency (CISA) of the Department of Homeland Security. Specifically, the bill establishes a five-year term for the director of CISA. The director shall be appointed by the President, by and with the advice and consent of the Senate.

SERVICE Act of 2021

Supporting Expanded Review for Veterans In Combat Environments Act of 2021 or the SERVICE Act of 2021 This bill expands eligibility for Veterans Health Administration mammography screenings to veterans who served in certain locations during specified periods, including those who were exposed to toxic substances at such locations. The specified locations and corresponding time periods include Iraq between August 2, 1990, and February 28, 1991, and from March 19, 2003, until burn pits (areas used for burning solid waste in open air without equipment) are no longer used in Iraq; the Southwest Asia theater of operations, including Kuwait, Saudi Arabia, Oman, and Qatar, from August 2, 1990, until burn pits are no longer used in such locations; and Afghanistan, Djibouti, Syria, Jordan, Egypt, Lebanon, and Yemen from September 11, 2001, until burn pits are no longer used in such locations; and other locations and time periods as determined by the Airborne Hazards and Open Burn Pit Registry. The bill specifies that the listed locations do not include bodies of water around or airspace above such locations.

Veterans’ Agricultural Apprenticeship Act of 2021

Veterans' Agricultural Apprenticeship Act of 2021 This bill requires the Department of Agriculture to establish a program to make direct loans to farmers and ranchers who will provide mentorship and apprenticeship opportunities for veterans who have not previously operated a farm or ranch. The Government Accountability Office must report on the effectiveness of the program in assisting veterans in becoming farmers and ranchers.

PAWS for Veterans Therapy Act

Puppies Assisting Wounded Servicemembers for Veterans Therapy Act or the PAWS for Veterans Therapy Act This bill implements a program and a policy related to service dog therapy for veterans. Specifically, the bill requires the Department of Veterans Affairs (VA) to implement a five-year pilot program to provide canine training to eligible veterans diagnosed with post-traumatic stress disorder as an element of a complementary and integrative health program. Eligible veterans are those who are enrolled in the VA health care system and have been recommended for participation by a qualified mental health care provider or clinical team. The VA must seek to enter agreements containing specified elements with accredited nongovernmental entities that have demonstrated ability to provide canine training. Veterans who participate in the program are authorized to adopt the dog they assisted in training if their health provider determines it is in the best interest of the veteran. The VA must establish processes to document and track the progress of participating veterans with respect to health benefits and improvements. The Government Accountability Office must brief Congress and submit a report on the program. The bill also authorizes the VA to provide service dogs to veterans with mental illnesses, regardless of whether they have a mobility impairment.

ISAAC Alerting Act

Information Sharing And Advanced Communication Alerting Act or the ISAAC Alerting Act This bill requires the Technological Advisory Council of the Federal Communications Commission, in consultation with relevant stakeholders, to submit a report that identifies measures, barriers, and recommendations for implementing a 9–1–1 disability alerting system. The alerting system must allow an individual to register and create a profile associated with an individual who has a disability that includes information such as whether the individual is a wandering risk, nonverbal, or physically limited. The alerting system then transmits such information to public safety answering points to be conveyed to first responders.

Helping America’s Farmers Act

Helping America's Farmers Act This bill provides financial assistance to certain agricultural entities. Specifically, the bill directs the Farm Service Agency (FSA) of the Department of Agriculture (USDA) to carry out a program to provide economic disaster loans to certain agricultural entities with an adjusted gross income of less than or equal to $500,000. Under the program, such entities are eligible for zero-interest loans of up to $2 million and may seek loan forgiveness based on demonstrated economic hardship.In making loans, priority must be given to (1) entities located in states most impacted by an economic disaster; and (2) minority, veteran, and women farmers and ranchers. The FSA may also guarantee a loan to certain agricultural entities with an adjusted gross income of greater than $500,000 if such loan meets certain requirements. Entities that apply for a loan or loan guarantee may request that the FSA provide an emergency grant of at least $20,000 upon application. The bill also provides funding for USDA to carry out a program to provide FSA staff with appropriate training relating to economic injury loan processing and servicing.
