Food Date Labeling Act of 2023

Maddy summaryThis bill standardizes voluntary date labels on most packaged foods by requiring uniform phrases: "BEST If Used By" for quality dates (indicating quality may decline) and "USE By" for discard dates (indicating when food should be discarded). It applies to manufacturers of non-infant formula foods who choose to include dates, with no requirement to use them. The law mandates clear, conspicuous placement of these phrases and prohibits states from creating conflicting labeling rules. It excludes infant formula and takes effect two years after enactment, with federal agencies required to educate consumers about the new labels.

Training and Nutrition Stability

Maddy summaryThis bill amends the Supplemental Nutrition Assistance Program (SNAP) to exclude income earned through specific job training programs from being counted toward household income limits. It adds a new provision (paragraph 20) that excludes earnings from vocational rehabilitation programs, refugee employment programs, and other defined training initiatives. This change directly affects SNAP households where members participate in these programs, as the income from such participation will no longer reduce their food assistance benefits. The policy update simplifies eligibility by ensuring these earnings do not trigger benefit reductions under SNAP rules.

Increased TSP Access Act of 2023

Maddy summaryHR 3036, the Increased TSP Access Act of 2023, amends conservation program rules to expand access to third-party providers (TSPs) who offer technical assistance to farmers on conservation practices. It creates new pathways for non-Federal entities like agricultural cooperatives or professional associations to certify TSPs, streamlines certification processes (requiring Secretary review within 10 business days), and sets payment rates for TSPs equivalent to government-provided technical assistance. The bill mandates public reporting on certification numbers, payment details, and a target utilization rate for TSPs to improve conservation program delivery. It directly affects farmers participating in USDA conservation programs by increasing options for technical support and requiring transparency in how TSPs are certified and compensated.

Equal Opportunity for All Investors Act of 2023

Maddy summaryThis bill amends the definition of "accredited investor" under securities law to create a new pathway for individuals to qualify. It requires the SEC to establish a free, publicly available certification exam within 180 days of enactment, testing knowledge of private investment risks and regulations. The exam would cover specific areas like types of securities, disclosure requirements, financial statements, and key risks associated with private investments (such as limited liquidity, information asymmetry, and valuation methods). Individuals passing this exam would qualify as accredited investors, directly affecting those seeking to invest in private companies or private funds without meeting traditional income/net worth thresholds. The exam must be administered by a registered securities association and designed to assess financial sophistication.

Small Entity Update Act

Maddy summaryHR 2792, the Small Entity Update Act, requires the Securities and Exchange Commission (SEC) to periodically review and update its definition of "small entity" for regulatory purposes. The bill mandates that the SEC, working with advisory committees, conduct a study every five years to assess whether the current definition aligns with existing rules, reflects market changes, and ensures a meaningful number of entities qualify as "small." After each study, the SEC must submit a report to Congress with specific recommendations for updating the definition, followed by a proposed rule within 180 days and a final rule 180 days after that. This process directly affects SEC-regulated entities (like small businesses and organizations in capital markets) by potentially expanding their eligibility for certain regulatory exemptions.

China Financial Threat Mitigation Act of 2023

Maddy summaryThis bill requires the U.S. Treasury Department, with input from financial regulators and the State Department, to conduct a study and issue a report within one year of enactment. The report must assess how China's financial sector reforms impact U.S. and global financial stability, analyze related risks, and recommend actions to protect U.S. interests. It mandates the report be shared with relevant congressional committees, international financial bodies, and published online (excluding any classified parts). The bill directly affects federal agencies responsible for financial oversight but does not create new laws or spending. It is a procedural requirement focused on gathering information, not implementing policy changes.

Specifically, a railroad must report (1) a train accident resulting in damage (based on a preliminary gross estimate) of $150,000 or more to railroad and nonrailroad property; or (2) a train accident resulting in damage of $25,000 or more to a passenger train, including railroad and nonrailroad property.

HERO Act

Maddy summaryThe HERO Act creates a national data system to track suicides among public safety officers (including police, firefighters, and EMTs) and requires annual reports broken down by age, gender, occupation, and status (volunteer, career, etc.). It establishes grants for peer-led mental health support programs within fire departments and EMS agencies, where trained fellow responders provide confidential counseling. The bill also mandates development of educational resources for mental health professionals on first responder-specific stressors and evidence-based PTSD treatment strategies. All data collection and reporting include strict privacy protections to prevent misuse of information for denying survivor benefits.
