HELP FEDs Act

Maddy summaryHR 5816, the HELP FEDs Act, protects federal employees from student loan penalties during government shutdowns. It prevents late fees, additional interest, and credit damage on qualified education loans (like federal student loans) when employees miss payments due to a funding lapse causing government operations to halt. The law requires the Department of Education to coordinate with loan servicers and credit agencies to remove any inaccurate negative credit reports from these missed payments, applying retroactively to shutdowns after October 1, 2025. The bill does not eliminate the need to repay loans but pauses penalties and credit impacts during covered disruptions.

Designating the Russian Federation as a State Sponsor of Terrorism Act

Maddy summaryThis bill requires the U.S. Secretary of State to certify within 60 days whether Ukrainian children kidnapped by Russia during its invasion of Ukraine have been reunited with families and reintegration into Ukrainian society is underway. If certification is not met, the Secretary must designate Russia as a state sponsor of terrorism under existing laws, triggering sanctions and restrictions. The designation would remain in effect until Russia meets specific conditions, including full child reunification and assurances against future terrorism support. The bill directly affects Russia through potential sanctions and focuses on the fate of Ukrainian children displaced since Russia’s 2022 invasion.

The House resolution specifically commends Spanish-language media professionals and encourages policies that sustain this media sector, which provides culturally relevant information on elections, health, and civic life. As a symbolic gesture (not a law), it has no direct policy changes but highlights the sector's importance to Latino communities and national inclusivity.

Declaring a need for increased investments in youth mental health, recognizing May 31, 2026, as "Youth Mental Health Day", recognizing September 9, 2026, annually as "Youth Suicide Prevention Day", and for other purposes.

Maddy summaryHRES 792 is a symbolic resolution designating May 31, 2026, as "Youth Mental Health Day" and September 9 annually as "Youth Suicide Prevention Day." It calls for increased investments in youth mental health services and encourages state and local governments to adopt these observances while promoting community-based mental health initiatives. Expressing concern about the growing problem of book banning and the proliferation of threats to freedom of expression in the United States.

Maddy summaryHRES 797 is a non-binding resolution expressing concern about the rising number of book bans in U.S. schools and libraries. It cites PEN America data showing 6,870 book bans affecting 3,751 titles between July 2024 and June 2025, with books about race, LGBTQ+ experiences, and marginalized communities disproportionately targeted (e.g., *The Handmaid’s Tale*, *Maus*, *This Book Is Gay*). The resolution calls on schools to follow best practices for book challenges, protect students’ access to diverse materials, and return books removed from military schools under recent executive orders. It directly addresses students, educators, librarians, and authors impacted by censorship, emphasizing that such bans threaten free expression and democratic values.
