Opening Doors for Youth Act of 2021 This bill requires the Department of Labor to provide funding to states for the development or expansion of summer and year-round youth employment programs that (1) match youth participants with appropriate employers for high-quality employment opportunities; and (2) provide work-readiness training and educational programs, coaching and mentoring, career and postsecondary education planning services, financial literacy education, and supportive services.

Safe Schools Improvement Act of 2021 This bill requires states to direct their local educational agencies (LEAs) to establish policies that prevent and prohibit bullying and harassment of elementary and secondary school students. In particular, these policies must prohibit bullying and harassment based on race, color, national origin, sex, sexual orientation, gender identity, disability, or religion. Further, LEAs must provide (1) students, parents, and educational professionals with annual notice of the conduct prohibited in their disciplinary policies; (2) students and parents with grievance procedures that target such conduct; and (3) the public with annual data on the incidence and frequency of that conduct at the school and LEA level. The Department of Education must conduct and report on an independent biennial evaluation of programs and policies to combat bullying and harassment in elementary and secondary schools. The National Center for Education Statistics must collect state data to determine the incidence and frequency of the conduct prohibited by LEA disciplinary policies.
Furthering Underutilized Technologies and Unleashing Responsible Expenditures for Western Water Infrastructure and Drought Resiliency Act or the FUTURE Western Water Infrastructure and Drought Resiliency Act This bill addresses water-related resources and infrastructure. Among other provisions, the bill reauthorizes through FY2026 the California Bay-Delta program, the Water Availability and Use Science Program, and a water desalination program; reauthorizes through FY2028 the Fisheries Restoration and Irrigation Mitigation program; creates various grants for water projects and expands the allowable uses of grants for water recycling and reuse projects; establishes a funding source for certain water resources development projects in western states; expands the tax exclusion for energy conservation subsidies provided by public utilities to include certain subsidies for water conservation or efficiency measures and stormwater management measures; establishes prizes for water technology applications; requires the U.S. Army Corps of Engineers to use specified funds for water control manual updates for forecast-informed water operations projects; and allows certain funding to be used for the remediation of land formerly used to cultivate marijuana. The Department of the Interior must, within 10 years, make certain streamgages operational. (Streamgages are fixed structures at streams, rivers, lakes, and reservoirs that measure water level and related streamflow.) The bill establishes programs related to ecosystem protection and restoration, including programs to (1) incentivize farmers to keep fields flooded during appropriate periods for waterbird habitat creation and maintenance, and (2) prepare drought plans to sustain critically important fisheries.
Health Providers Training Act This bill makes hospitals eligible for grants that provide low-income individuals with education and training for health care occupations.
Making Essentials Available and Lawful (MEAL) Act of 2021 This bill repeals a lifetime ban that prohibits individuals convicted of certain offenses related to the possession, use, or distribution of a controlled substance from receiving Supplemental Nutrition Assistance Program (SNAP) benefits or assistance under programs funded by Temporary Assistance for Needy Families (TANF) block grants. Any state law that imposes conditions on eligibility for SNAP benefits or TANF assistance based on an individual's conviction of such an offense shall have no force or effect. In addition, individuals who are incarcerated and scheduled to be released within 30 days shall qualify as individual households for purposes of SNAP eligibility. Under current law, unless specifically excepted, individuals residing in institutions do not constitute a household.
Large-Scale Water Recycling Project Investment Act This bill requires the Department of the Interior to award grants to water or power delivery authorities for the planning, design, and construction of large-scale water recycling and reuse projects in drought-stricken regions of certain western states. Additionally, the Government Accountability Office must report on the selection process for each project.
Assistance, Quality, and Affordability Act of 2021 This bill provides support for drinking water infrastructure and requires the Environmental Protection Agency (EPA) to address the safety and affordability of drinking water. Specifically, the bill reauthorizes and establishes several programs for drinking water infrastructure. For example, it reauthorizes through FY2031 the drinking water state revolving fund. In addition, the bill revises requirements concerning the safety of drinking water, including by requiring the EPA to promulgate national primary drinking water regulations for perfluoroalkyl and polyfluoroalkyl substances (commonly known as PFAS), microcystin toxin, and 1,4–dioxane. PFAS are man-made and may have adverse human health effects. A variety of products contain the compounds, such as nonstick cookware or weatherproof clothing. Microcystin is a toxin that is produced by certain algae. The solvent known as 1,4–dioxane may also have adverse human health effects. It is used in variety of products, such as adhesives, sealants, and printing inks. The EPA must also implement a residential emergency relief program that assists customers of public water systems with paying drinking water bill. Under the program, the EPA must provide payments to public water systems to reimburse them for forgiving their customers' debts or fees for services provided since March 1, 2020, in order to help the customers retain, reconnect, or restore water services. Public water systems that receive payments may not disconnect or interrupt their customer's service because of such debt or fees. Finally, the bill directs the Government Accountability Office to report on issues relating to the potential for consolidation of certain distressed and small public water systems.
Low-Income Water Customer Assistance Programs Act of 2021 This bill directs the Environmental Protection Agency (EPA) to establish grant programs to assist low-income households in maintaining access to drinking water and wastewater services. Specifically, the EPA must establish a program to assist such households with paying drinking water bills. States and community water systems may apply for grants. In addition, the EPA must establish a program to assist such households with paying wastewater utility bills. States may apply for grants for small community-serving wastewater facilities. Certain municipalities may apply for grants for (1) treatment works for municipal waste, or (2) municipal separate storm sewer systems.
Advancing FASD Research, Services, and Prevention Act or the FASD Respect Act This bill expands and establishes programs for fetal alcohol spectrum disorders (FASD). Specifically, it directs the Department of Health and Human Services, the National Institutes of Health, the National Center on Birth Defects and Developmental Disabilities, and the Health Resources and Services Administration to carry out and coordinate research, surveillance, and related activities to diagnose, prevent, and treat FASD. Furthermore, the bill establishes various grant programs to support FASD coalitions and develop systems of care; provide services for individuals affected by FASD and other conditions related to prenatal substance exposure; identify and implement best practices for educating children with FASD; and establish centers for excellence to build relevant capacity for preventing, treating, and responding to the needs of individuals with FASD. The bill also directs the Department of Education and the Department of Justice to develop and disseminate trainings and best practices related to FASD in schools and correctional facilities, respectively.
Therapeutic Fraud Prevention Act of 20 21 This bill prohibits commercial conversion therapy, which is a practice or treatment designed to change a person's sexual orientation or gender identity or otherwise change behaviors, thoughts, or expressions related to gender or sexual attraction. This prohibition does not apply to treatment that assists an individual undergoing a gender transition or facilitates identity exploration and development.
