Recognizing the Muslim holy month of Ramadan, commending a month of fasting and spiritual renewal, and extending best wishes to Muslims in the United States and across the globe for a joyous and meaningful observance of Eid al-Fitr.

This resolution recognizes the importance of the Islamic faith and expresses deep respect for Muslims in the United States and worldwide in honor of Eid al-Fitr (the conclusion of Ramadan).

Health Equity and MENA Community Inclusion Act of 2022

Health Equity and Middle Eastern and North African Community Inclusion Act of 2022 or the Health Equity and MENA Community Inclusion Act of 2022 This bill adds Middle Easterners and North Africans to the definition of racial and ethnic minority group for purposes of activities carried out by the Office of Minority Health and federally supported health care and public health programs.

Highlands Conservation Reauthorization Act of 2021

Highlands Conservation Reauthorization Act of 2022 This bill extends through FY2029 the Highlands Conservation Act, which provides for land conservation in Highlands states (i.e., Connecticut, New Jersey, New York, and Pennsylvania). The bill authorizes the Fish and Wildlife Service to add a municipality to the Highlands region upon the request of a Highlands state, with the concurrence of the municipality. The bill revises the way in which land is identified for conservation to require using the best available science and geographic information systems. The bill allows political subdivisions of states to enter into agreements with the Department of the Interior for land conservation projects. A Highland state that receives funds for a land conservation partnership project may not use more than 5% of the funds to administer that project. The bill extends through FY2029 Forest Service and other Department of Agriculture programs to conserve land and natural resources in the Highlands region. With respect to an appraisal related to a land acquisition carried out under this bill, a Highlands state shall use an appraisal methodology approved by the Department of the Interior.

Babies over Billionaires Act of 2022

Babies over Billionaires Act of 2022 This bill sets forth a special tax rule that requires the realization (i.e., deemed sold) at the end of the taxable year of the gains and losses of the publicly traded and private securities of taxpayers whose net worth exceeds $100 million. It limits the tax liability of such taxpayers to 35% of the amount by which their net worth exceeds $100 million at the end of the taxable year. The Internal Revenue Service must annually audit taxpayers whose net worth exceeds $100 million in the current taxable year and any of the 3 preceding taxable years and impose a penalty of 20% of understatements of tax (40% if understatements are due to failure to report an asset). The bill establishes the Family Investment Trust Fund to hold tax revenues generated by this bill for programs to support family well-being and the development of children.

SAFE PLAY Act

Supporting Athletes, Families and Educators to Protect the Lives of Athletic Youth Act or the SAFE PLAY Act This bill directs several agencies to undertake specified activities and expand surveillance related to cardiac conditions, concussions, and heat-related illnesses among young athletes. The bill also establishes requirements for schools with respect to concussions and excessive heat. Specifically, the Centers for Disease Control and Prevention (CDC) must (1) develop information for schools, childcare centers, and others on high-risk cardiac conditions in children, adolescents, and young adults; and (2) incorporate questions about cardiac conditions in an existing school-based health survey. In addition, the CDC must develop guidelines for emergency action plans for youth athletics programs, and the Food and Drug Administration may issue guidelines related to youth consumption of energy drinks. The Department of Health and Human Services (HHS) must award matching grants to local educational agencies for automated external defibrillator and cardiopulmonary resuscitation trainings. The Department of Education, in consultation with HHS and the National Oceanic and Atmospheric Administration, must develop public education materials focused on the health risks of exposure to extreme heat and humidity, and public schools must develop action plans for athletic activities during periods of excessive heat or humidity. The bill establishes minimum requirements for elementary and secondary schools related to concussions, including but not limited to (1) implementing a standard plan for concussion safety and management, and (2) ensuring students returning to academics after a concussion receive certain services and supports.

Suspending Normal Trade Relations with Russia and Belarus Act

Suspending Normal Trade Relations with Russia and Belarus Act This bill suspends normal trade relations with Russia and Belarus. It also permanently authorizes the President to impose visa- and property-blocking sanctions based on violations of human rights. Specifically, the bill authorizes the President to proclaim increases in the rates of duty applicable to products of Russia or Belarus. This authority terminates on January 1, 2024. The President may restore normal trade relations with Russia and Belarus, subject to congressional disapproval. The bill directs the U.S. Trade Representative to (1) condemn the recent aggression in Ukraine, (2) encourage other World Trade Organization (WTO) members to suspend trade concessions to Russia and Belarus, (3) consider steps to suspend Russia's participation in the WTO, and (4) seek to halt the accession process of Belarus.

Ending Importation of Russian Oil Act

Ending Importation of Russian Oil Act This bill prohibits the importation of energy products from Russia. Specifically, the bill prohibits the importation of Russian products that are classified under chapter 27 of the Harmonized Tariff Schedule (which includes mineral fuels, mineral oils and products of their distillation, bituminous substances, and mineral waxes). The President may terminate this prohibition, subject to congressional disapproval, if the President certifies that Russia (1) has reached an agreement to withdraw Russian forces and cease military hostilities in Ukraine, (2) poses no immediate military threat of aggression to any North Atlantic Treaty Organization member, and (3) recognizes the right of the Ukrainian people to independently and freely choose their own government.

Ensuring Lasting Smiles Act This bill requires private health insurance plans to cover diagnosis and treatment of congenital anomalies and birth defects, such as reconstructive services and items. Coverage must include services and items that functionally improve, repair, or restore any body part that is medically necessary for normal bodily functions or appearance, as determined by the treating physician. Coverage limits and cost-sharing requirements for such services and items may not be more restrictive than those applicable to all medical and surgical benefits under the plan.

Supply Chain Disruptions Relief Act

Supply Chain Disruptions Relief Act This bill modifies the treatment of liquidations of new motor vehicle inventory as qualified LIFO (last in first out accounting method) inventory. It allows new motor vehicle dealers to elect to wait until the end of 2025 to replace their inventory for purposes of determining income attributable to the sale of such inventory during 2020 and 2021.
