Expressing solidarity with Cuban citizens demonstrating peacefully for fundamental freedoms, condemning the Cuban regime’s acts of repression, and calling for the immediate release of arbitrarily detained Cuban citizens.

This resolution expresses solidarity with the Cuban people, condemns Cuba's repression of peaceful protestors and journalists, and calls on Cuba to not arrest or detain peaceful protestors and to release all political prisoners and arbitrarily detained individuals. Further, it urges specified U.S. actions to support the Cuban people and their right to demonstrate peacefully in the name of democracy and human rights.

National Flood Insurance Program Reauthorization and Reform Act of 2021

National Flood Insurance Program Reauthorization and Reform Act of 2021 This bill generally revises the National Flood Insurance Program (NFIP) and reauthorizes the program through FY2026. The bill addresses NFIP coverage, cost, and availability, including by generally prohibiting the Federal Emergency Management Agency (FEMA) from raising certain premiums, surcharges, and fees more than 9% a year for five years; revising flood insurance coverage limits; establishing a means-tested program to provide financial assistance to low income households through policy discounts; and revising standards and certification requirements for flood insurance rate maps. The bill also revises administrative provisions of the NFIP, including by allowing for the continuous operation of the NFIP during a lapse in appropriations, and prohibiting the Department of the Treasury from charging FEMA interest for NFIP debt for five years. The bill sets forth requirements for Write Your Own companies related to reimbursements, agent commissions, and penalties for underpayment of claims. (A Write Your Own company writes and services federal standard flood insurance policies in its own name.) The bill establishes state or tribal government revolving funds for flood mitigation activities and also provides for loans, grants, and other incentives regarding mitigation.

Expressing support for the 2021 United Nations Climate Change Conference in Glasgow and reaffirming the United States commitment to international cooperation combating climate change.

This resolution expresses that the House of Representatives applauds the Biden administration for reaffirming the U.S. commitment to the Paris Agreement on climate change and to our collective responsibility to globally combat climate change; encourages the Biden administration to implement measures to ensure global climate change remains a top priority for this and future administrations and to cement the United States as a global leader in the fight to mitigate its most severe consequences; voices strong commitment as legislators toward achieving the climate goals of the Paris Agreement, fulfilling the forthcoming pledges from the COP26 in Glasgow, Scotland, and advancing other international efforts to keep global warming to no more than 1.5 degrees Celsius and realize global net-zero carbon emissions by 2050 using a whole-of-government approach; and recognizes the critical responsibility of the United States and other developed nations to ensure all societies have the capabilities to transition to a clean energy economy, the resources to protect against climate-induced disasters, and the necessary assistance to endure climate-related challenges to food security, regional migration, and public health.

Security After Sandy Act

Security After Sandy Act This bill cancels and waives certain debts owed to the United States. The bill cancels repayment for all uncollected amounts owed with respect to community disaster loans made by the federal government between January 1, 2006, and January 1, 2021, with respect to any major disaster declared under the Robert T. Stafford Disaster Relief and Emergency Assistance Act. The Federal Emergency Management Administration (FEMA), the Department of Housing and Urban Development, and the Small Business Administration shall waive a debt owed to the United States related to such assistance provided to an individual or household if (1) such debt owed is a result of an unauthorized use of funds for such assistance, and (2) the use of funds related to the same recovery for which the assistance was provided. Such debt may not be waived if it involves fraud by the debtor.

Expressing support for the designation of October 28 as "Oxi Day" to commemorate the anniversary of Greek Prime Minister Ioannis Metaxas' answer of "Oxi!" or "No!" to surrender to the Axis forces, inflicting a fatal wound that helped save democracy for the world.

This resolution supports the designation of Oxi Day in commemoration of Greece's refusal to submit to the Axis Powers during World War II and notes that this resistance likely led to the ultimate defeat of Nazi Germany. (Greece's Prime Minister at the time, Ioannis Metaxas, had responded to Italy's demand for surrender with the single word Oxi! or No! )

Cady Housh and Gemesha Thomas Student Suicide Prevention Act of 2021

Cady Housh and Gemesha Thomas Student Suicide Prevention Act of 2021 This bill reauthorizes through FY2028, and otherwise revises, grants administered by the Substance Abuse and Mental Health Services Administration (SAMHSA) to support youth suicide early-intervention and prevention strategies. Specifically, the bill requires SAMHSA to award a portion of such grants for statewide training programs on emotional well-being, mental health, and suicide awareness and prevention for elementary and secondary school students and staff.

YALI Act of 2021

Young African Leaders Initiative Act of 2021 or the YALI Act of 2021 This bill provides statutory authority for the Young African Leaders Initiative (YALI), which seeks to build the capacity of young African leaders in sub-Saharan Africa in the areas of business, civic engagement, or public administration. The YALI program must support the participation of fellows from Africa in the Mandela Washington Fellowships for Young African Leaders and offer training through regional leadership centers in sub-Saharan Africa to individuals who have demonstrated strong capabilities in entrepreneurship, innovation, public service and leadership, and peace building and conflict resolution. The Department of State must oversee all U.S.-based activities carried out under the program, and the United States should continue to support program initiatives in sub-Saharan Africa. The State Department must also submit a plan for implementing the program and annual reports on program progress and recommendations for improvements or changes to the program.

China Watcher Act

China Watcher Act This bill establishes the China Watcher Program within the Department of State. The program must (1) monitor and combat China's malign influence in foreign countries, (2) monitor China's military trends abroad and counter its activities and advancements in foreign nations that pose a threat to U.S. interests and the rules-based order, and (3) strengthen U.S. government capacity to engage with foreign countries and international organizations to counter China's malign influence. Under this program, the State Department must place officers in select U.S. diplomatic and consular posts to engage with Chinese and third-party nationals, as well as host governments and nongovernment entities, on the above-referenced matters.

Booster Seat Safety Act

Booster Seat Safety Act This bill addresses labeling requirements and testing standards for booster seats used in motor vehicles. Specifically, the bill requires labels on booster seats to include the minimum recommended age (4 years) and weight (40 pounds) for a child to use the seat. It also requires that a label on a car seat or combination car seat list the maximum weight and height limits of the seat, as well as a recommendation to continue using the seat until the child exceeds the listed limits. Additionally, the National Highway Traffic Safety Administration (NHTSA) must either establish a minimum height recommendation for booster seats or a method for manufacturers to use to determine a minimum height recommendation. Once the minimum height or method is established, booster seat labels must also contain the minimum height recommendation. The NHTSA must also establish a standard for side-impact crash tests for booster seats and provide guidelines for creating a testing dummy that approximates a six-year old child for such crash tests. Further, the NHTSA must study systems for tethering child restraint systems in vehicles and make recommendations about using or modifying tether systems to maximize child safety.

Social Security 2100: A Sacred Trust

Social Security 2100: A Sacred Trust This bill makes changes to Social Security benefits, taxes, and other aspects of the program, including by raising the primary insurance amount, increasing the maximum taxable earnings that are subject to Social Security payroll taxes, and requiring Social Security account statements to be mailed unless the individual recipient opts for electronic delivery.
