RESCUE Act

Maddy summaryThe RESCUE Act directs the President to develop a strategy for reducing United States reliance on Russian nuclear energy and assisting allies in ending their dependence on Rosatom. It mandates sanctions against foreign entities owned or controlled by the Russian government that operate in the nuclear energy sector, blocking transactions involving their property within the United States. The legislation includes exceptions for medical isotopes, humanitarian aid, and UN activities, with the sanctions authority set to expire seven years after enactment. Additionally, the bill requires the President to submit annual strategies and reports to Congress regarding the implementation of these measures and the status of the US-Russia nuclear cooperation agreement.

Chip Security Act

Maddy summaryHR 3447, the Chip Security Act, requires manufacturers to equip specific advanced integrated circuits (classified under export control numbers like 3A090) with security mechanisms before exporting them. These mechanisms must verify location and prevent unauthorized access, diversion, or tampering. The law mandates this for covered chips within 180 days of enactment, with a follow-up assessment within one year to develop additional security requirements. It directly affects U.S. chip exporters and importers of these high-tech products, aiming to strengthen export control compliance and national security.

Designating November 7 of each year as ''Shwachman Diamond Syndrome Awareness Day''.

Maddy summaryThis resolution designates November 7 of each year as Shwachman Diamond Syndrome Awareness Day to increase public understanding of this rare genetic disorder. The bill aims to highlight the condition's impact on bone marrow, pancreas, and skeletal health, while promoting research and support for the approximately 2,000 Americans living with the disease. It does not change laws or funding but serves as a symbolic designation to encourage awareness and multidisciplinary care for affected individuals.

TEMP Act

Maddy summaryHR 7464, the TEMP Act, requires the Federal Crop Insurance Corporation to research and develop index-based insurance for specific crops (like tomatoes, citrus, and strawberries) against frost or cold weather damage. This research must evaluate risk management tools and aim to create policies covering either production or revenue loss from such events. The Corporation must report its findings and recommendations to Congress within one year of the bill's enactment. The bill directly affects farmers growing these frost-vulnerable crops by initiating a process to potentially expand their insurance options.

Withhold Member Pay During Shutdowns Act

Maddy summaryThis bill requires that U.S. Representatives and Senators have their pay withheld for each day a government shutdown occurs during their pay period. If a shutdown happens, Congress's payroll office would withhold an amount equal to one day's salary for each full day of the shutdown, either reducing the current pay or holding funds in a special account until after the November 2026 election (for shutdowns before that date). The law applies to all federal agency shutdowns and specifies that withheld funds must be released to members on the 2026 election date to comply with constitutional pay protections. It takes effect for shutdowns occurring after the 2026 election.

Enhanced Iran Sanctions Act of 2025

Enhanced Iran Sanctions Act of 2025 This bill imposes sanctions on certain foreign persons (individuals and entities) that are involved in Iran's petroleum sector as well as certain associated persons. The bill also requires or authorizes actions to facilitate the enforcement of sanctions on Iran. Specifically, the bill requires the President to impose visa- and property-blocking sanctions on any foreign person that, after the bill's enactment, knowingly engages in any transaction related to the processing, export, or sale of oil, condensates, gas, liquefied natural gas, or other petrochemical products in whole or in part from Iran. The President must also impose sanctions on certain foreign persons associated with a sanctioned individual or entity. For example, the President must sanction the subsidiaries and corporate officers of a sanctioned business. The bill provides certain exceptions to these sanctions, including specifying that sanctions do not apply to the importation of goods or to conducting or facilitating transactions for humanitarian assistance. The Department of State must establish an interagency working group that shall seek to establish a multilateral contact group to coordinate international efforts to enforce sanctions on Iran. The bill expands the State Department rewards program to authorize a reward payment to any individual who furnishes information leading to the identification of a person (1) subject to sanctions under this bill, or (2) that has attempted or is attempting to evade sanctions under this bill.

State Veterans Homes Inspection Simplification Act

Maddy summaryThis bill, known as the State Veterans Homes Inspection Simplification Act, would allow certain State Veterans Homes that are already certified by the Department of Veterans Affairs to be automatically considered compliant with Medicare and Medicaid nursing home standards. Under this proposal, facilities meeting specific VA inspection and certification requirements would not need to undergo separate reviews by the Centers for Medicare & Medicaid Services, reducing duplication of effort. The legislation maintains oversight by requiring the VA to submit its inspection standards for review every two years, allowing CMS to conduct targeted surveys or complaints investigations, and mandating public reporting of inspection data on the Nursing Home Care Compare website. A Government Accountability Office report would be required three years after enactment to evaluate the bill's impact on survey efficiency, enforcement outcomes, and resident care quality.

Tax Relief for Renters Act of 2026

Maddy summaryThis bill, known as the Tax Relief for Renters Act of 2026, would allow renters to deduct a portion of their rent payments from their federal income tax. Eligibility is restricted by income thresholds, with higher limits for joint filers and lower limits for single filers and married couples filing separately.
