Survivor Benefits Fairness Act

Maddy summaryHR 2228, the Survivor Benefits Fairness Act, modifies how the Department of Veterans Affairs calculates when survivor benefits stop for veterans' spouses or dependents. It changes the effective date for benefit reductions or discontinuances due to remarriage, marriage, or death from "the last day of the month before" to "the last day of the month during which" the event occurs. This means benefits will stop immediately in the month the qualifying event happens, rather than at the start of the following month. The bill directly affects veterans' spouses and dependents who receive dependency and indemnity compensation or pensions. It does not change benefit amounts or eligibility criteria, only the timing of when reductions take effect.

Protecting Access to Ground Ambulance Medical Services Act of 2025

Maddy summaryThis bill delays two Medicare billing deadlines for ground ambulance services from 2025 to 2028. It amends the Social Security Act to extend the timeline for implementing specific billing rules under Section 1834(l). The change directly affects Medicare ambulance providers by postponing compliance deadlines for billing requirements. No new services or funding are created - only a technical extension of existing timelines.

Air America Act of 2025

Maddy summaryThe Air America Act of 2025 authorizes one-time payments of $40,000 to individuals who worked for Air America or its affiliated companies for at least five years during 1950-1976, or to their surviving spouses, children, or dependents. Additional payments of $8,000 per full year beyond five years are allowed. The program is capped at $60 million total funding, with claims required within two years of final regulations. Payments are a single lump sum with no ongoing benefits, and the bill explicitly states it does not create new entitlements beyond this one-time award.

PARA–EMT Act of 2025

Maddy summaryHR 2220, the PARA-EMT Act of 2025, creates a federal grant program to address the shortage of emergency medical technicians (EMTs) and paramedics. It authorizes $50 million annually (2026-2030) for grants to EMS agencies to fund recruitment, training, and retention programs - prioritizing youth, rural areas, and veterans with military EMS training. A separate $20 million annually supports state grants to help veterans transition to civilian EMT roles by covering certification costs and licensing fees. The bill also mandates a federal study on projected EMS workforce needs through 2034 to inform future policy. It directly affects EMS agencies, training programs, and veterans seeking civilian EMT careers.

Medical Supply Chain Resiliency Act

Maddy summaryThe Medical Supply Chain Resiliency Act (HR 2213) establishes a framework for the U.S. to form agreements with foreign countries that commit to reliable medical supply chains during emergencies. It allows the President to negotiate "trusted trade partner agreements" that reduce trade barriers (like duties and quotas) for medical goods with countries meeting specific criteria, such as maintaining open trade during health crises and protecting intellectual property. These agreements require Congressional review and approval, with ongoing monitoring to ensure partners uphold commitments. The bill directly affects U.S. trade policy, foreign governments seeking partnerships, and the medical supply industry by aiming to diversify sources and secure critical products like pharmaceuticals and medical devices.

Correcting Guam’s History in the PACT Act

Maddy summaryThis bill amends the PACT Act to correct an oversight affecting veterans who served in Guam. It specifically adds the period from August 15, 1958, to July 31, 1980, to the eligibility window for veterans who served in Guam (or its territorial waters) and developed diseases linked to herbicide exposure. The change ensures veterans who served in Guam during that specific timeframe are included in the presumption of service connection for such conditions. This directly impacts veterans who served in Guam between 1958 and 1980, who were previously excluded from the PACT Act's benefits due to the original language. The provision updates the legal text to accurately reflect Guam's historical status during that period.

Commission to Study the Creation of a National Museum of Irish American History

Maddy summaryHR 2121 establishes a 23-member commission to study the feasibility of creating a National Museum of Irish American History in Washington, D.C. The commission, appointed by the President and congressional leaders, will examine key issues like funding sources (without relying on federal appropriations), potential locations, whether to partner with the Smithsonian, and community engagement strategies. It must submit detailed reports within 24 months, including a fundraising plan and recommendations for potential legislation, but does not authorize the museum's construction or funding. The bill focuses solely on gathering data and recommendations to inform future decisions, with the commission terminating 30 days after final reports are submitted.

Postal Police Reform Act of 2025

Maddy summaryHR 2095, the Postal Police Reform Act of 2025, amends existing law to clarify the roles of USPS police officers and their authority over property. It explicitly includes "Postal Service police officers" alongside Postal Inspectors in Section 3061 of Title 18, U.S. Code, and gives the Postmaster General new authority to create rules for protecting USPS-owned or controlled property. These rules can include fines or up to 30 days in jail for violations, with penalties clearly defined under the law. The bill directly affects USPS police officers and individuals on USPS property by standardizing their regulatory framework.

Honey Integrity Act

Maddy summaryHR 2162, the Honey Integrity Act, requires U.S. honey packers to test honey for economically motivated adulteration (EMA) - such as substitution or dilution to increase value - using scientifically validated methods like DNA and NMR testing. Qualifying commercial honey packers (those paying fees to the National Honey Board) must conduct testing, certify compliance, and report results to the FDA within 180 days of the law’s enactment. The bill mandates immediate reporting of EMA findings to authorities and prohibits accepting adulterated honey, with the FDA required to investigate and share data with agencies like Customs and Agriculture. This directly affects honey packers in interstate commerce, aiming to improve product integrity through standardized testing and enforcement.

ROCR Value Based Program Act

Radiation Oncology Case Rate Value Based Program Act of 2025 or the ROCR Value Based Program Act This bill establishes a specialized payment program under Medicare for providers and suppliers of radiation oncology services.  Specifically, the Centers for Medicare & Medicaid Services (CMS) must establish a program under which radiation therapy providers (i.e., hospital outpatient departments) and suppliers (i.e., physician group practices and freestanding radiation therapy centers) receive payments for each episode of care provided to individuals with specified types of cancer. An episode of care  means the period beginning on the day radiation therapy planning is furnished to the individual and ending (1) for individuals with bone or brain metastases, 30 days later; and (2) for individuals with other cancer types, 90 days later. Participation in the program is mandatory for providers and suppliers that participate in Medicare, unless the provider or supplier is part of a state-based Center for Medicare & Medicaid Innovation model or qualifies for a significant hardship exemption. The CMS must set payment rates for the program based on national payment rates with specified adjustments (e.g., geographic adjustments). Providers and suppliers who provide certain transportation services for individuals under their care may receive an additional payment. Providers and suppliers must be accredited in accordance with certain standards, subject to payment reductions. The Government Accountability Office must report on (1) implementation of the program, and (2) underserved areas that are in need of more or newer radiation therapy resources.
