PREVENT HPV Cancers Act of 2023

Maddy summaryThe PREVENT HPV Cancers Act of 2023 requires the CDC to launch a national public awareness campaign to increase HPV vaccination rates, particularly among males and underserved communities. It mandates culturally tailored materials targeting rural areas, Black and Hispanic women, LGBTQ+ individuals, and populations with high HPV cancer rates, while combating misinformation about vaccine safety. The campaign, funded at $5 million annually from 2024-2028, will use media, community partnerships, and provider outreach to promote vaccination for adolescents aged 9-17. Additionally, the bill increases annual funding for the Breast and Cervical Cancer Early Detection Program to $300 million per year through 2028. The bill directly affects adolescents, healthcare providers, and communities facing HPV cancer disparities.

To amend the Public Health Service Act to establish emergency grants to safeguard essential health care workers, and for other purposes.

Maddy summaryThis bill creates a new grant program under the Public Health Service Act to provide emergency funding for health care facilities during declared emergencies (like pandemics or natural disasters). It authorizes grants to public or private nonprofit health care facilities and home health agencies to pay hazardous duty compensation to eligible health care workers - such as nurses, medical technicians, and facility cleaners - performing essential on-site work. Grants can cover up to $13 per hour in hazard pay (capped at $25,000 annually per worker) or fund safety measures like personal protective equipment and alternative transit. The program requires the Secretary of Health and Human Services to determine if work or commutes are hazardous during emergencies.

Student Mental Health Rights Act

Maddy summaryThe Student Mental Health Rights Act (HR 3726) requires the U.S. Department of Education to study mental health disabilities and substance use disorders at colleges and universities. Within 120 days, it mandates a voluntary student survey on these conditions, followed by a comprehensive study within one year analyzing prevalence, college policies for students on leave, and best practices for support. The Department will then issue guidance to colleges on complying with existing disability laws (like the Americans with Disabilities Act) regarding accommodations for students with mental health needs. This aims to prevent discriminatory practices that might force students to leave campus or face barriers to returning.

Ruthie and Connie LGBTQI Elder Americans Act of 2023

Maddy summaryThis bill amends the Older Americans Act to better serve LGBTQI older adults (defined as lesbian, gay, bisexual, transgender, queer, intersex individuals, and those living with HIV) by adding specific definitions and creating new support structures. It establishes an Office of LGBTQI Inclusion within the Administration on Aging, led by a Director and Assistant Director, to coordinate services, advocate for this community, and collect data on their challenges. The bill also creates a National Resource Center on LGBTQI Aging to provide training and resources to organizations serving LGBTQI older adults and requires data collection on discrimination against them in long-term care settings. These changes aim to improve access to culturally competent services and address the unique needs of LGBTQI older adults through concrete policy updates.

Expressing the sense of the House of Representatives that Congress should take all appropriate measures to ensure that the United States Postal Service remains an independent establishment of the Federal Government and is not subject to privatization.

Maddy summaryHRES 439 is a non-binding resolution expressing the House of Representatives' support for keeping the U.S. Postal Service (USPS) as an independent federal agency, not subject to privatization. It highlights USPS's constitutional role, self-sustaining nature (relying on service revenue, not taxpayer funds), and its importance to rural communities, e-commerce, and over 600,000 employees. The resolution urges Congress to take action to preserve USPS's independence, emphasizing that privatization could raise prices, reduce services, and harm the nation's mail infrastructure. As a procedural resolution, it does not change law but formally states the House's position.
