Driving for Opportunity Act of 202 1 This bill authorizes the Department of Justice to make grants to states that do not suspend, revoke, or refuse to renew a driver's license of an individual based on such individual's failure to pay a civil or criminal fine or fee. Grants shall be awarded to (1) cover the costs incurred by a state to reinstate driver's licenses previously suspended for unpaid fines and fees; (2) maximize the number of individuals with suspended driver's licenses eligible to have driving privileges reinstated or regained; (3) provide assistance to individuals living in areas where public transportation options are limited; and (4) ease the burden on states where the state or local law that permitted the suspension or revocation of, or refusal to renew, driver's licenses or the registration of a motor vehicle based on the failure to pay civil or criminal fines or fees was in effect during the three year period ending on the date on which a state applies for or receives a grant under this bill. The Government Accountability Office must study the implementation of the grant program authorized by this bill, including the known effects of repealing state laws that have permitted the suspension, revocation, or refusal of a driver's license or motor vehicle registration based on the failure to pay civil or criminal fines or fees.

Mobility Options, Resiliency, and Efficiency (MORE) through TDM Act This bill addresses supporting transportation demand management (TDM) expectations and goals that will serve the mobility needs of the people and freight, foster economic growth and development within and between states and urbanized areas. Transportation demand management is the use of strategies to inform and encourage travelers to maximize the efficiency of a transportation system leading to improved mobility, reduced congestion, and lower vehicle emissions. Each state and metropolitan planning organization must include TDM targets in the development of their long-range transportation plans. The bill directs the Department of Transportation (DOT) to establish a program to encourage and assist the development and funding of TDM related projects. Additionally, DOT must provide grants to nonprofit institutions of higher education to establish and operate a university transportation center for research and development related to TDM and TDM strategies. TDM strategies means the use of planning, programs, policy, marketing, communications, incentives, pricing, data, and technology to shift travel mode, routes used, departure times, number of trips, and location and design of work spaces or public attractions. The bill establishes a National Advisory Committee under the Federal Highways Administration to strategically direct federal resources and policies toward implementation of TDM objectives. Additionally, each state must establish advisory committees focused on the development and furthering of the principles of TDM.

Equal Pay for Servicewomen Act

Equal Pay for Servicewomen Act This bill requires the Department of Defense (DOD) to address out-of-pocket cost inequities for military service uniforms. Specifically, the bill requires DOD to implement the four recommendations made by the Government Accountability Office in its report titled Military Service Uniforms DOD Could Better Identify and Address Out-of-Pocket Cost Inequities (GAO-21-120). The recommendations made in the report are related to reducing differences in out-of-pocket costs incurred by enlisted service members across the services and by gender. The bill requires DOD to prescribe regulations to ensure that out-of-pocket uniform costs to officers or enlisted members may not exceed costs to other officers or members in their branch solely based on gender; and if a change to a uniform affects only officers or enlisted members of one gender, the officers or members must be entitled to an allowance equal to the out-of-pocket cost related to the change. DOD must provide a one-time allowance to female officers and enlisted members in an amount based on gender disparities in out-of-pocket uniform costs during the past 10 years and proportional to the length of service of the officer or member.
