Right to Contraception Act

Right to Contraception Act This bill sets out statutory protections for an individual's right to access and a health care provider's right to provide contraception and related information. Contraception refers to an action taken to prevent pregnancy, including the use of contraceptives (i.e., a device or medication used to prevent pregnancy), fertility-awareness based methods, and sterilization procedures. Generally, the bill prohibits measures that single out and impede access to contraception and related information. However, a party may defend against a claim that a measure violates the bill's prohibitions by demonstrating, through clear and convincing evidence, that the measure significantly advances access to contraception and cannot be achieved through less restrictive means. The Department of Justice, individuals, or health care providers may bring a lawsuit to enforce this bill, and states are not immune from suits for violations.

Condemning the October 25, 2021, military coup in Sudan and standing with the people of Sudan.

This concurrent resolution condemns the October 25, 2021, coup in Sudan. It recognizes the Prime Minister and his cabinet as the constitutional leaders of Sudan's transitional government and calls for Sudan's military junta, among other things, to immediately release all civilian government officials, civil society members, and other individuals detained in connection with the coup; return to constitutional rule under the transitional constitution; and lift the state of emergency, including complete restoration of all means of communication. Finally, the concurrent resolution calls on international partners to join U.S. efforts to impose targeted sanctions on the junta and other accomplices to the coup; and suspend Sudan's participation in all regional multilateral organizations until Sudan is returned to constitutional rule under the transitional constitution.

Expressing support for the designation of the week of July 19 through July 25, 2022, as "Black Maternal Mental Health Awareness Week", and supporting the goals and ideals of raising awareness and understanding of maternal mental health conditions as they affect Black individuals.

Maddy summaryHRES 1226 designates the week of July 19-25, 2022, as "Black Maternal Mental Health Awareness Week" to highlight mental health challenges during pregnancy or after childbirth that disproportionately affect Black women and families. The resolution emphasizes that Black women are 3 times more likely to die from maternal causes than White women and that 1 in 4 women of color face these conditions compared to 1 in 7 White women. It calls for raising public awareness, promoting culturally appropriate care, and encouraging government and community efforts during this designated week. As a non-binding resolution, it does not create new programs but supports existing goals to address racial disparities in maternal health outcomes.

Break Free From Plastic Pollution Act of 2021

Break Free From Plastic Pollution Act of 2021 This bill sets forth requirements and incentives to reduce the production of a variety of products and materials, including plastics, and increase efforts to collect, recycle, or compost products and materials. The bill makes certain producers of products (e.g., packaging, paper, single-use products, beverage containers, or food service products) fiscally responsible for collecting, managing, and recycling or composting the products after consumer use. In addition, the bill establishes (1) minimum percentages of products that must be reused, recycled, or composted; and (2) an increasing percentage of recycled content that must be contained in beverage containers. Beginning on January 1, 2023, the bill phases out a variety of single-use products, such as plastic utensils. The bill also sets forth provisions to encourage the reduction of single-use products, including by establishing programs to refund consumers for returning beverage containers and by establishing a tax on carryout bags. The bill creates a temporary moratorium on new or expanded permits for certain facilities that manufacture plastics until regulations are updated to address pollution from the facilities. The Environmental Protection Agency (EPA) must publish guidelines for a national standardized labeling system for recycling and composting receptacles. Producers must include labels on their products that are easy to read and indicate whether the products are recyclable, compostable, or reusable. The EPA must also ensure that certain clothes washers have filtration units as required by this bill. Finally, the bill establishes limitations on the export of plastic waste to other countries.

For example, the bill (1) requires more detailed reporting of demographic and health disparities data, including related to public health emergencies; (2) directs certain components of HHS to support health workforce diversity; and (3) increases access to culturally and linguistically appropriate health care. The bill also modifies eligibility and other requirements for Medicare, Medicaid, private health insurance, nutrition assistance, and other programs to reduce health disparities among vulnerable populations. The bill includes specific provisions with respect to noncitizens; maternal, infant, and child health; mental and behavioral health; specified conditions that disproportionately affect racial and ethnic minority groups, such as certain cancers, HIV/AIDS, kidney disease, and diabetes; investments in communities facing health and other inequities; and nondiscrimination in the provision of services in federally supported health programs. Additionally, the bill (1) revises health information technology programs to address health disparities, and (2) supports health impact assessments and other efforts pertaining to environmental justice and social determinants of health (i.e., nonmedical factors that influence health outcomes, such as income and educational attainment).
