Customs Business Fairness Act of 2021 This bill modifies the treatment of claims by customs brokers for unpaid customs duties in chapter 11 (reorganization) bankruptcy proceedings.

Protecting First Responders from Secondary Exposure Act of 2021 This bill expands the allowable uses of grant funds under the Comprehensive Opioid, Stimulant, and Substance Abuse Program administered by the Department of Justice. Specifically, the bill allows grants to be used for purchasing containment devices for first responders and training first responders on the use of containment devices to prevent secondary exposure to fentanyl and other potentially lethal substances.
Sarah Collins Rudolph Civil Rights Compensation Act of 2021 This bill requires the Bureau of Justice Assistance to pay compensation to direct victims of civil rights era violence. An individual is a direct victim and may receive payment if the individual (1) is a U.S. citizen, (2) sustained an injury as a result of racial violence during the civil rights era, (3) can provide evidence of the injury sustained through medical records, and (4) is incurring expenses related to that injury. The benefit amount is the cost of the individual's medical care associated with the injury, as demonstrated by the direct victim's medical records. A family member of a direct victim shall be eligible for a benefit if he or she is responsible for the costs related to the injury and the direct victim is deceased.
Office for Access to Justice Establishment Act of 2021 This bill establishes the Office for Access to Justice within the Department of Justice (DOJ) to advise on matters relating to justice for low-income and other underrepresented people in the criminal and civil justice systems. Additionally, DOJ must establish a Legal Aid Interagency Roundtable to raise the awareness of executive branch agencies of the ways in which civil legal aid and indigent defense can help advance federal objectives, including those related to employment, family stability, housing, consumer protection, health services, and public safety.
Daniel Anderl Judicial Security and Privacy Act of 2021 This bill generally prohibits federal agencies and private businesses from publicly posting the personally identifiable information (e.g., home addresses) of federal judges and their immediate family members. It also (1) requires information to be removed upon written request from the federal judge concerned, (2) prohibits data brokers from purchasing or selling such information, and (3) establishes programs to protect such information at the state and local level and to enhance security for judges.
CARA 3.0 Act of 2021 This bill addresses substance use disorders by expanding access to treatment and recovery services, providing for housing protections, and requiring other activities. Specifically, the bill reauthorizes, establishes, and expands support for treatment and recovery services. This includes increasing access to treatment in the criminal justice system and other settings and for particular populations, such as pregnant and postpartum individuals and youth and young adults. Additionally, the bill expands Medicare and Medicaid coverage for treatment, including by expanding telehealth access to medication to treat substance use disorders. The bill also temporarily requires that non-opioid pain treatment options be reimbursed separately, instead of on a packaged basis, under Medicare. As a condition of receiving certain federal funding, states must mandate the use of prescription drug monitoring programs (PDMPs) by prescribers and dispensers and impose additional PDMP requirements. Moreover, prescribers of potentially addictive drugs must complete continuing education requirements. The bill also revises the registration process for providers who prescribe certain medications to treat substance use disorders, including by eliminating the provider's patient limit for such medications. In addition, the Substance Abuse and Mental Health Services Administration must carry out activities to promote access to high-quality recovery housing. The bill also sets out protections for individuals with substance use disorders who live in, or apply to live in, federally assisted housing. Furthermore, the bill requires other activities to address substance use, such as support for workforce education and training; public awareness campaigns and similar outreach; and research on prevention strategies, insurance coverage, and treatment modalities.
Responsible Ownership of Firearms Act of 2021 This bill directs the Bureau of Justice Assistance to award competitive grants to nonprofit organizations to purchase and distribute firearm locking devices to firearm owners and distribute educational materials on firearm safety.
This bill establishes the National Commission on Domestic Terrorist Attacks on the United States by Antifa. The commission must investigate and report on the involvement of antifa in the riots some cities experienced in 2020 and make recommendations to prevent further attacks and violent riots by antifa.
Empowering Law Enforcement To Fight Sex Trafficking Demand Act of 2021 This bill allows grants under the Edward Byrne Memorial Justice Assistance Grant program to be used for programs to combat human trafficking.
Undoing NEPA’s Substantial Harm by Advancing Concepts that Kickstart the Liberation of the Economy Act or the UNSHACKLE Act This bill revises the environmental review process required under the National Environmental Policy Act of 1969 (NEPA), including by establishing deadlines for federal agencies to complete reviews of the environmental effects of proposed major federal actions; establishing penalties for agencies that do not comply with these deadlines; limiting the number of assessment documents required for proposed major federal actions, requiring agencies to reuse certain research or documents, and allowing agencies to adopt environmental documents prepared by states or third parties; requiring agencies to only consider alternatives to proposed actions that are technically and economically feasible; prohibiting agencies from considering whether proposed actions or alternatives to those actions will have an effect on climate change; and establishing requirements concerning the judicial review of NEPA cases.
