Fighting Post-Traumatic Stress Disorder Act of 2022

Fighting Post-Traumatic Stress Disorder Act of 2022 This bill requires the Office of Community Oriented Policing Services within the Department of Justice to report on one or more proposed programs to make treatment or preventative care available to public safety officers and public safety telecommunicators for job-related post-traumatic stress disorder or acute stress disorder. The report must also include draft legislative language related to each proposed program, as well as the estimated cost for administering each proposed program.

STOP II Act

Secure Every School and Protect Our Nation’s Children Act or the STOP II Act This bill reauthorizes and supports various grants to enhance school safety and security initiatives. It also provides statutory authority for the federal clearinghouse of school safety resources. (The clearinghouse identifies and publishes best practices and recommendations for school safety for use by state and local educational and law enforcement agencies, institutions of higher education, health professionals, and the public.)

Pathways to Policing Act

Pathways to Policing Act This bill authorizes the Office of Community Oriented Policing Services within the Department of Justice to award grants to states, local governments, and law enforcement agencies to support recruitment of law enforcement officers. In particular, these grants may be used for (1) marketing and recruitment campaigns to encourage candidates to seek careers in law enforcement; and (2) developing, operating, or expanding Pathways to Policing programs (e.g., programs that facilitate entry into full-time law enforcement positions for certain candidates).

Leak and Lose Act of 2022

Leak and Lose Act of 2022 This bill establishes federal criminal offenses for acts involving the concealment, removal, or destruction of an opinion or draft opinion of the Supreme Court before it is published. Specifically, the bill prohibits the willful and unlawful (1) concealment, removal, mutilation, obliteration, or destruction of an opinion or draft opinion; (2) attempt to conceal, remove, mutilate, obliterate, or destroy an opinion or draft opinion; and (3) taking or carrying away of an opinion or draft opinion with the intent to conceal, remove, mutilate, obliterate, or destroy. An individual who violates the prohibition is subject to a $5,000 fine and, if applicable, the permanent forfeiture of his or her admission to federal courts for the practice of law.

Telehealth Extension and Evaluation Act

Telehealth Extension and Evaluation Act This bill expands and otherwise modifies coverage of telehealth services under Medicare until two years after the end of the COVID-19 public health emergency. Specifically, the bill (1) allows federally qualified health centers and rural health clinics to serve as the distant site (i.e., the location of the health care practitioner), (2) allows for Medicare payment of certain audio-only services and of outpatient critical access hospital services consisting of telehealth behavioral therapy, (3) conditions payment for certain high-cost laboratory tests and durable medical equipment that are ordered via telehealth on at least one in-person visit during the preceding 12-month period, and (4) allows Schedule II through V controlled substances to be prescribed online if a practitioner has conducted a telehealth evaluation with video. The bill also generally extends any Medicare telehealth flexibilities that were granted during the COVID-19 public health emergency until two years after the emergency ends. The Centers for Medicare & Medicaid Services (CMS) must report on the effects of changes that were made during the emergency period with respect to the provision or availability of telehealth services under Medicare. The CMS must also award grants to state Medicaid programs to allow them to report on similar information.

EMAP Act

Early Migration Alert Program Act or the EMAP Act This bill establishes within the Department of Homeland Security a program to (1) lead the dissemination of information pertaining to the release of non-U.S. nationals ( alien under federal law) from custody, and (2) formalize partnerships with regional stakeholders relating to such information. The bill also requires U.S. Immigration and Customs Enforcement and U.S. Customs and Border Protection to provide certain information to the relevant state and local governments at least 24 hours before releasing a non-U.S. national from custody.

Traveler's Gun Rights Act

Traveler's Gun Rights Act This bill allows an individual who does not have a physical residence in a state to use the address for a private mailbox or post office box maintained by that individual for purposes of obtaining a firearm from a federally licensed dealer.

No User Fees for Gun Owners Act

No User Fees for Gun Owners Act This bill prohibits a state or local government from imposing any insurance requirement, tax, user fee, or similar charge as a condition of the manufacture importation, acquisition, transfer, or continued ownership of a firearm or ammunition, with the exception of a proportionate sales tax. The bill imposes the same prohibition under the Internal Revenue Code for firearms, pistols, or revolvers, but allows for the assessment of a proportionate sales tax.

Dark Web Interdiction Act of 2022

Dark Web Interdiction Act of 2022 This bill establishes enhanced criminal penalties for distributing controlled substances via the dark web. It also establishes other programs and requirements to address the use of the dark web for illicit drug activities. ( Dark web means the portions of the internet with hidden sites and services that (1) are not generally searchable, and (2) can only be accessed with specialized devices or services that conceal the identities and locations of users.) Specifically, the bill provides an enhanced criminal penalty for delivering, distributing, or dispensing controlled substances via the dark web. The bill also provides statutory authority for the Joint Criminal Opioid and Darknet Enforcement Task Force, which supports the investigation and prosecution of drug offenses committed via the dark web domestically and internationally. In addition, the Department of Justice must report on how and to what extent virtual currencies are used for opioid distribution via the dark web.

SAFE Act of 2022

Save Americans from the Fentanyl Emergency Act of 2022 or the SAFE Act of 2022 This bill permanently places fentanyl-related substances as a class into schedule I of the Controlled Substances Act. A schedule I controlled substance is a drug, substance, or chemical that has a high potential for abuse; has no currently accepted medical value; and is subject to regulatory controls and administrative, civil, and criminal penalties under the Controlled Substances Act. It limits the application of mandatory minimum penalties for certain offenses involving fentanyl-related substances, establishes a process to deschedule or remove certain fentanyl-related substances that have a low potential for abuse, and allows a federal court to vacate or reduce the sentence for convictions of offenses involving a fentanyl-related substance that is descheduled or moved to a schedule other than schedule I or II. The bill establishes a new, alternative registration process for schedule I research. It also makes other changes to registration requirements for conducting research with controlled substances, including permitting a single registration for related research sites in certain circumstances, waiving the requirement for a new inspection in certain situations, and allowing a registered researcher to perform certain manufacturing activities with small quantities of a substance without obtaining a manufacturing registration. Finally, the bill requires the Government Accountability Office to analyze the implementation and impact of permanently placing fentanyl-related substances into schedule I of the Controlled Substances Act.
