Fort Omaha Land Exchange Act of 2022

Fort Omaha Land Exchange Act of 2022 This bill authorizes the Department of the Navy to exchange specified land with the Metropolitan Community College Area (a political subdivision of Nebraska). The Navy must require the college to pay all costs incurred to carry out the exchange of property.

Defense Law Enforcement Officer Credential Act of 2022

Defense Law Enforcement Officer Credential Act of 2022 This bill requires the Department of Defense (DOD) to ensure that each military department develops a standardized identification credential for DOD law enforcement officers and issues such credentials at no cost to the officers. DOD must ensure that any issued common access card clearly identifies the officer as a DOD law enforcement officer.

Military Pay Enhancement Act of 2022

Military Pay Enhancement Act of 2022 This bill increases the maximum amounts of certain bonuses and special pay authorities for enlisted members, nuclear officers (naval), officers in a regular or reserve component of a uniformed service who are training for or maintaining designations related to aviation, and members of a regular or reserve component of the uniformed services who serve in a critical career field or skill as designated by the applicable uniformed service.

EAGLE Act of 2022

Equal Access to Green cards for Legal Employment Act of 2022 or the EAGLE Act of 2022 This bill modifies requirements related to employment-based visas and addresses related issues. The bill increases the per-country cap on family-based immigrant visas from 7% of the total number of such visas available that year to 15% and eliminates the per-country cap for employment-based immigrant visas. The bill establishes transition rules for employment-based visas such as (1) reserving a percentage of EB-2 (workers with advanced degrees or exceptional ability) and EB-3 (skilled and other workers) visas for individuals not from the two countries with the largest number of recipients of such visas, and (2) allotting a number of visas for professional nurses and physical therapists. The bill imposes additional requirements on an employer seeking an H-1B visa, such as prohibiting (1) an employer from advertising that a position is only open to H-1B applicants or that H-1B applicants are preferred, and (2) certain employers from having more than half of their employees as nonimmigrant visa workers. The Department of Labor shall create a publicly available website where an employer seeking an H-1B visa must post certain information about the open position. The bill also expands Labor's authority to review and investigate H-1B applications for fraud or misrepresentations. The bill also allows certain aliens to obtain lawful permanent resident status if the alien (1) is in the United States as a nonimmigrant, (2) has an approved immigrant visa petition, and (3) has waited at least two years for a visa.

Expressing the commitment of the House of Representatives to building on the twenty years of success of the George McGovern-Robert Dole Food for Education and Child Nutrition Program.

This resolution expresses that the House of Representatives is committed to building upon the 20 years of success of the George McGovern-Robert Dole International Food for Education and Child Nutrition Program, complementing humanitarian assistance efforts and development programs through the continued implementation of the McGovern-Dole Program to address global food insecurity and create conditions for peace and stability, and supporting U.S. farmers, millers, shippers, and commodity groups that provide agricultural commodities for use in the McGovern-Dole Program to help combat global malnutrition and food insecurity and advance global education.

Truck Parking Safety Improvement Act

Truck Parking Safety Improvement Act This bill authorizes appropriations through FY2026 to the Department of Transportation (DOT) to provide parking for commercial motor vehicles on the federal-aid highway system. DOT must provide competitive grants to states, metropolitan planning organizations, local governments, and tribal governments for projects that improve the safety of commercial motor vehicle operators and provide parking for commercial motor vehicles on federal-aid highways or on a facility with reasonable access to such a highway or a freight facility. The federal share for a project carried out in accordance with the bill shall be up to 100%.

Geographical Dispersion of Junior Reserve Officer Training Corps Act of 2022 This bill requires the Department of Defense to review and update the 2017 report from the RAND Corporation titled Geographic and Demographic Representativeness of Junior Reserve Officer Training Corps (Library of Congress Control Number: 2017950423), relating to the representation in, and access to, units of the Junior Reserve Officers' Training Corps (JROTC) for students in the United States.

First Responder Fair RETIRE Act

First Responder Fair Return for Employees on Their Initial Retirement Earned Act or the First Responder Fair RETIRE Act This act allows disabled federal first responders (e.g., law enforcement officers, customs and border protection officers, and firefighters) to continue receiving federal retirement benefits in the same manner as though they had not been disabled. Under current law, federal first responders are subject to a mandatory retirement age of 57. To facilitate this earlier retirement, federal first responders are required to pay a greater percentage of their salary towards retirement. Additionally, their annuity amount is calculated at a higher rate than other federal employees. This act allows a federal first responder to remain in the accelerated retirement system if they are placed in another civil service position outside of that system after returning to work from a work-related injury or illness. Further, if such an employee is separated from service before they are entitled to receive an annuity, they may receive a refund of their accelerated contributions.

Jackie Walorski Maternal and Child Home Visiting Reauthorization Act of 2022

The Jackie Walorski Maternal and Child Home Visiting Reauthorization Act of 2022 This bill reauthorizes through FY2027, increases funding for, and modifies the Maternal, Infant, and Early Childhood Home Visiting Program. This program supports home visits for expectant and new parents who live in communities that are at-risk for poor maternal and child health outcomes. Changes to the program include setting out requirements for allocating program funds; increasing the percentage of funds reserved for tribal entities; establishing a publicly available dashboard that reports program outcomes; requiring activities to reduce unnecessary data collection, reporting, and other administrative requirements of the program; and allowing for virtual home visits (provided certain conditions are met). The bill also reduces funding for the Medicare Improvement Fund.

Homeland Security Capabilities Preservation Act

Homeland Security Capabilities Preservation Act This bill directs the Federal Emergency Management Agency (FEMA) to submit to Congress a plan to make federal assistance available to certain urban areas that previously received Urban Area Security Initiative funding to preserve homeland security capabilities related to acts of terrorism. In developing the plan, FEMA must survey urban areas that did not receive grant funding related to preventing, preparing for, protecting against, and responding to acts of terrorism in the current fiscal year that (1) are at risk of being reduced or eliminated without such assistance, or (2) received funding in the current fiscal year but not in at least one of the six preceding fiscal years. The plan must (1) establish eligibility criteria for urban areas to receive federal assistance, (2) identify annual funding levels for such assistance in accordance with the survey, and (3) consider a range of approaches to make such assistance available to such urban areas.
