GRID Act

Maddy summaryThis bill amends the Federal Power Act to strengthen security for defense-related electricity infrastructure. It updates definitions (like replacing "48 contiguous States" with "any State") and adds a new provision (§215A(g)) authorizing the Secretary to contract with external energy providers. These contracts aim to improve resilience - meaning the ability to withstand disruptions - and reduce vulnerabilities for critical defense facilities that rely on electricity. The bill directly affects defense installations and their electric supply chains by creating a new process for enhancing infrastructure security.

To amend the Controlled Substances Act to define currently accepted medical use with severe restrictions, and for other purposes.

Maddy summaryThis bill creates a new definition for "currently accepted medical use with severe restrictions" under the Controlled Substances Act, specifically for certain investigational drugs. It applies to drugs designated as breakthrough therapies by the FDA or authorized for expanded patient access under specific emergency protocols for serious diseases with no other treatment options. The definition excludes drugs that are already fully approved under standard FDA pathways or that lose their expanded access status. If a drug no longer meets these strict criteria, the Attorney General must reclassify it into the highest restriction category (Schedule I) within 90 days of notification from the Health Secretary. This changes how certain experimental treatments are classified under federal drug laws.

To amend section 7014 of the Elementary and Secondary Education Act of 1965 to advance toward full Federal funding for impact aid, and for other purposes.

Maddy summaryHR 1591 amends the Elementary and Secondary Education Act to increase annual federal funding for impact aid programs that support school districts near military bases, national parks, and other federal properties. It authorizes specific, rising funding levels for four key areas: payments for federal land acquisitions ($90 million in 2024, growing to $150 million by 2029), basic payments to heavily impacted school districts ($1.6 billion in 2024, growing to $2.45 billion by 2029), payments for students with disabilities ($60 million in 2024, growing to $120 million by 2029), and school construction projects ($22.9 million in 2024, growing to $45.4 million by 2029). These appropriations represent incremental steps toward full federal funding for these aid programs, as specified in the bill's text. The bill directly affects school districts located near federal land, providing predictable annual funding increases for their operational and infrastructure needs.

Hello Girls Congressional Gold Medal Act of 2023

Maddy summaryThis bill authorizes a Congressional Gold Medal to honor the "Hello Girls" - female telephone operators who served in the Army Signal Corps during World War I. They provided critical battlefield communications in France (connecting 26 million calls), wore military uniforms, and faced combat risks, but were denied veteran benefits for 60 years due to being classified as civilian contractors. The medal recognizes their pioneering service, devotion, and the decades-long struggle to gain military recognition. The award follows similar recognition for other WWII women veterans and aims to correct the historical injustice they faced.

PHIT Act of 2023

Maddy summaryThe PHIT Act of 2023 allows individuals and families to deduct certain fitness expenses as medical costs on their federal taxes. It covers gym memberships, fitness classes, and specific equipment used exclusively for exercise (like home workout gear), with a yearly limit of $1,000 ($2,000 for joint returns). Expenses for activities like golf, hunting, or non-exercise-focused facilities (e.g., private clubs) are excluded, and equipment must be used solely for physical activity. This directly affects taxpayers who pay for qualifying fitness programs, making these costs partially tax-deductible under revised IRS rules.

Expressing support for the designation of February 28, 2023, as "Rare Disease Day".

Maddy summaryHRES 181 is a non-binding House resolution expressing symbolic support for designating February 28, 2023, as "Rare Disease Day." It does not create new laws or policies but formally recognizes the importance of raising awareness about rare diseases, improving early diagnosis, and supporting research for treatments. The resolution acknowledges that rare diseases affect over 25 million people in the U.S. and highlights ongoing efforts like the FDA’s Rare Disease Endpoint Advancement Pilot Program. It aligns with the global observance of Rare Disease Day, which began in the U.S. in 2009.

Modernizing Opioid Treatment Access Act

Maddy summaryThis bill removes federal restrictions that previously limited methadone prescribing for opioid use disorder, allowing certified addiction specialists and program employees to prescribe methadone through pharmacies for up to 30 days per electronic prescription. It directly affects patients with opioid use disorder who can now access treatment more flexibly outside traditional clinic settings, and healthcare providers who gain new prescribing authority. Key provisions include requiring electronic prescriptions, mandating patient informed consent about confidentiality differences, and permitting telehealth for counseling and ancillary services. The bill also requires annual reports to Congress tracking registered providers and patients served.
