Rehabilitation and Recovery During Incarceration Act

Maddy summaryHR 6675, the Rehabilitation and Recovery During Incarceration Act, modifies Medicaid and CHIP (Children's Health Insurance Program) rules to allow states to provide mental health and substance use disorder services to incarcerated individuals. It directly affects eligible inmates - those who were Medicaid- or CHIP-eligible before incarceration or become eligible while incarcerated - by enabling states to cover these services under existing programs. Key provisions include a 100% federal funding match for these services (replacing standard rates) and requiring states to reinvest the extra funds into health IT, community providers, and reentry support services. The bill mandates a 5-year report by the Comptroller General to assess access, quality, and outcomes of care for incarcerated individuals.

Renewable Fuel for Ocean-Going Vessels Act

Maddy summaryThis bill amends the Clean Air Act to explicitly include "fuel for ocean-going vessels" in the definition of fossil fuel used for regulatory purposes. It directly affects ocean shipping companies and the Environmental Protection Agency (EPA), as the EPA must create new regulations within one year to implement this change. The key provision expands existing Clean Air Act requirements to cover marine fuels, requiring the EPA to promulgate regulations and submit a report to Congress within 365 days of final rulemaking. The bill does not mandate specific fuel types but adjusts regulatory scope to include ocean vessels.

Tyler’s Law

Expressing the sense of the House of Representatives that the Russian Federation's status as a permanent member of the United Nations Security Council contravenes the spirit and purpose of the United Nations, that the rights and privileges it enjoys in that role be limited, suspended, or terminated, and that the Republic of India be appointed as a permanent member of the United Nations Security Council with all the rights and privileges of the position.

Maddy summaryThis resolution expresses the House's view that Russia's permanent UN Security Council membership violates the UN Charter due to its invasion of Ukraine, veto abuse, and obstruction of global peace efforts. It urges the U.S. government to explore limiting Russia's rights in the Security Council and to support India's appointment as a new permanent member, citing India's UN peacekeeping history (49 missions, 200,000 troops), democratic values, and strategic partnership with the U.S. As a non-binding resolution, it does not change UN rules but calls for diplomatic action to address Russia's conduct and advance India's candidacy. The proposal directly affects Russia's standing at the UN and seeks to reshape Security Council membership.
