American Workforce Empowerment Act This bill allows tax-preferred college savings plans (529 plans) to fund certain postsecondary certificate programs and apprenticeship programs.

504 Credit Risk Management Improvement Act of 2021 This bill revises the duties of the Office of Credit Risk Management to include oversight of a certified development company (CDC) that participates in the 504 Loan Program of the Small Business Administration (SBA), and it requires the SBA to issue rules related to certain environmental requirements. The 504 Loan Program provides a small business with SBA financing—through a CDC intermediary—for expansion or modernization. Specifically, the bill requires the office to oversee any CDC that participates in the program and to conduct file reviews with respect to loan closings under the program. Further, the bill authorizes the office to take formal and informal enforcement actions against a CDC for specified violations and to charge each CDC a fee. The SBA must issue rules to clarify the procedures necessary for an eligible CDC to comply with certain environmental requirements.

This resolution expresses the sense of the House of Representatives that (1) clean water is a national priority, and (2) the 2020 final rule titled The Navigable Waters Protection Rule: Definition of "Waters of the United States" should not be withdrawn or vacated.

No TikTok on Government Devices Act This bill requires the social media video application TikTok to be removed from the information technology of federal agencies. Specifically, the bill requires the Office of Management and Budget to develop standards for executive agencies that require TikTok and any successor application from the developer to be removed from agency information technology (e.g., devices). Such standards must include exceptions for law enforcement activities, national security interests, and security researchers.

Accelerate Long-term Investment Growth Now Act or the ALIGN Act This bill makes permanent the expensing of certain new business equipment. Expensing allows the deduction of the full amount of an expense item in the same taxable year.

This resolution honors and recognizes the patriotism and contributions made by generations of veterans service organizations and commends the members of such organizations for their dedicated service to members of the Armed Forces, veterans, their families, and their communities. Additionally, the resolution encourages citizens to volunteer their support and services to veterans service organizations and to promote awareness of the contributions of such organizations to members of the Armed Forces, veterans, and their families.

No Vaccine Passports Act This bill prohibits certain actions related to vaccine passports and proof of COVID-19 (i.e., coronavirus disease 2019) vaccination. Specifically, a federal agency may not issue a vaccine passport, vaccine pass, or other standardized documentation for the purpose of certifying the COVID-19 vaccination status of a U.S. citizen to a third party, or otherwise publish or share any COVID-19 vaccination record of a U.S. citizen or similar health information. Additionally, proof of COVID-19 vaccination shall not be required to access federal or congressional property or services.

This resolution condemns Iranian state-sponsored terrorist attacks against U.S. citizens and officials and Iranian dissidents and expresses support for the people of Iran who are engaged in legitimate and peaceful protests against the Iranian regime.

Agriculture Civil Rights and Equality Act or the ACRE Act This bill prohibits the Department of Agriculture (USDA) from discriminating or providing preferential treatment to any person or group on the basis of race, color, national origin, or sex. The prohibitions also apply to the administration of USDA programs, including programs administered by states, territories, private entities, and institutions of higher education that utilize USDA funds. Any person who is aggrieved by conduct prohibited under the bill may commence a civil action in the appropriate U.S. district court to obtain relief.

This resolution recognizes that (1) large deficits are unsustainable, irresponsible, and dangerous; (2) the acceptance of Modern Monetary Theory will lead to higher deficits and higher inflation; and (3) it is the duty of the House of Representatives to abandon the theory.
