Transportation Security Transparency Improvement Act

Transportation Security Transparency Improvement Act This bill addresses policies of the Transportation Security Administration (TSA) related to sensitive security information and international aviation security. Among other requirements, the TSA must ensure clear and consistent designation of Sensitive Security Information , including reasonable security justifications for such designation; develop and implement a schedule to regularly review and update TSA Sensitive Security Information Identification guidelines; conduct outreach to relevant stakeholders (e.g., air carriers, airport operators, and state and local law enforcement) that regularly are granted access to Sensitive Security Information to raise awareness of the TSA's policies and guidelines governing the designation and use of Sensitive Security Information; and develop and implement guidelines with respect to last point of departure airports to conduct engagement with foreign partners on the implementation of security directives and emergency amendments.

This resolution expresses the sense of the House of Representatives that the Department of Homeland Security (DHS) provides essential protection for our country from foreign and domestic threats and that defunding DHS would be detrimental to our national security.

30 x 30 Termination Act

30 x 30 Termination Act This bill limits federal acquisition of land or declaration of a national monument in certain areas and nullifies a provision of an executive order related to conservation. In a state or county where 15% or more of the land is managed by a federal agency (1) federal funds may not be used to acquire nonfederal land unless the agency proposing the acquisition disposes of an equal amount of federal land within the state or county, and (2) a declaration of a national monument shall not apply. The bill prohibits from having the force and effect of law a provision of Executive Order 14008 (86 Fed. Reg. 7619), titled Tackling the Climate Crisis at Home and Abroad , that requires the Department of the Interior to recommend steps to achieve the goal of conserving at least 30% of U.S. lands and waters by 2030. No federal funds may be used to implement, administer, enforce, or carry out any report or program substantially similar to such provision. No federal funds may be used to implement, administer, enforce, or carry out any action on federal land that results in a net-loss of multiple use or any principal or major use, unless such action has been authorized by federal statute.

Restore the Rights of Property Owners under the Eviction Moratorium Issued by the CDC Act of 2021 This bill nullifies beginning on July 1, 2021, the emergency order (and any extensions of the order) issued by the Centers for Disease Control and Prevention on September 4, 2020, that restricted residential evictions during the COVID-19 emergency. It also prohibits the order from being reissued unless specifically authorized by law.

This resolution requires an analytical statement to be included in committee reports on whether, and the extent to which, the increased budget authority, outlays, or revenue produced by the enactment of a bill or joint resolution may have an inflationary impact on prices and costs in the operation of the national economy and the purchasing power of low- and middle-income families.

To prohibit the United States from rejoining the Joint Comprehensive Plan of Action (JCPOA) until the President makes certain certifications, and for other purposes.

This bill prohibits the United States from rejoining the Joint Comprehensive Plan of Action (JCPOA) until the President makes specified certifications regarding Iran, including actions taken by Iran relating to its nuclear program. The JCPOA is an agreement, signed by Iran and several other world powers (including the United States), that places restrictions on Iran's nuclear program in exchange for certain sanctions relief. The United States withdrew from the JCPOA in 2018.

Flexible Financing for Rural America Act

Flexible Financing for Rural America Act This bill allows rural utility service providers to submit to the Department of Agriculture (USDA) a request to adjust the interest rate or modify the terms of certain loans. The request shall include a report summarizing how the adjustment or modification will assist the borrower in providing critical utility services to a rural community. Specifically, on receipt of a request, USDA or the Department of the Treasury (in the case of a loan owned by the Federal Financing Bank) must adjust the interest rate on the loan to match certain interest rates for obligations of comparable maturity to the term remaining on the loan (or a higher rate requested by the borrower), and make modifications to the loan terms as necessary to address changes in the financial position of the borrower due to the COVID-19 public health emergency and to promote the financial sustainability of the borrower. In carrying out the adjustments or modifications, USDA or Treasury shall not impose or collect any fee from, or impose any penalty on, a borrower. The bill also provides funding to implement the adjustments and modifications and for the liquidation of residual intragovernmental amounts owed by the Federal Financing Bank in connection with certain loans.

To amend the Internal Revenue Code of 1986 to provide that governmental pension plans may include certain firefighters, emergency medical technicians, and paramedics, and for other purposes.

This bill expands tax-exempt governmental pension plans to include plans maintained by a tax-exempt public safety agency all of whose employees are emergency response providers performing firefighting services or out-of-hospital emergency medical services.
