FEMA Equity Act

Federal Emergency Management Advancement of Equity Act or the FEMA Equity Act This bill addresses equity in federal disaster assistance policies and programs. The Federal Emergency Management Agency (FEMA) must develop and implement a process to ensure equity in the provision of federal assistance and throughout all FEMA programs and policies. Additionally, FEMA must establish metrics to measure the efficacy of the process and seek input from relevant representatives of state, regional, local, and tribal governments; community-based organizations; subject matter experts; and individuals from underserved communities impacted by disasters. FEMA must designate a senior official as an equity advisor. The bill establishes in FEMA an Equity Enterprise Steering Group. The chief executive officer of an affected county may submit a request for a presidential declaration that a major disaster exists if (1) the governor of the state or territory in which the county is located does not request such a declaration, (2) the affected county is not included in a request for assistance made by such governor, or (3) the affected county communicates with that governor about the disaster or potential request for a major disaster declaration before the relevant period has lapsed. The Government Accountability Office shall issue a report describing the factors that FEMA considers when evaluating a request from a governor to declare that a major disaster or emergency exists and to authorize specified assistance.

School Shooting Safety and Preparedness Act

School Shooting Safety and Preparedness Act This bill requires the Department of Education (ED) to publish an annual report on indicators of school crime and safety. The report must collect specified information, including the number of school shootings that have taken place nationwide and the number of those that were mass shootings; the number of people killed or injured in each school shooting; the age, gender, race, ethnicity, and nationality of each victim; the motivation of the shooter; how the shooting was stopped; the number and type of firearms and ammunition used in each shooting; and the response time of law enforcement. ED must direct the National Center for Education Statistics to collect and publish specified data on school shootings. The center must collect information on the existence or absence of specified measures at the time of the shooting, including physical and other types of security measures, a communication plan with local law enforcement, a response plan that includes coordination with local agencies, an active shooter response plan, and a trauma response plan.

United States Innovation and Competition Act of 2021

United States Innovation and Competition Act of 2021 This bill addresses U.S. technology and communications, foreign relations and national security, domestic manufacturing, education, trade, and other matters. Among other provisions, the bill provides funding for FY2022-FY2026 to support U.S. semiconductor manufacturing, research and development, and supply chain security; provides funding for wireless supply chain innovation; establishes a Directorate for Technology and Innovation in the National Science Foundation; extends through 2025 the authority of the National Aeronautics and Space Administration (NASA) to lease its non-excess real property and related personal property; authorizes various programs and policies related to space exploration; authorizes various international affairs programs and activities, including foreign assistance for the Indo-Pacific region; requires federal infrastructure programs to provide for the use of materials produced in the United States; imposes sanctions on China for cybersecurity and human rights abuses; requires the Department of Health and Human Services to consider national security risks associated with sensitive genetic information; includes initiatives related to elementary and secondary education, including those to increase computer science education; contains provisions related to higher education, including those reauthorizing through FY2027 international education programs and addressing China's influence on institutions of higher education; modifies and expands the schedule for graduated merger filing fees; prohibits federal funding for the Wuhan Institute of Virology; requires the U.S. Trade Representative to take certain actions related to digital trade and censorship practices; and extends through 2027 the Generalized System of Preferences.

Advancing Equity Through the Arts and Humanities Act of 2022

Advancing Equity Through the Arts and Humanities Act of 2022 This bill establishes an Advancing Equity Through the Arts and Humanities Program to increase engagement with public and nonprofit entities (including faith-based and community-based organizations that serve and are led by people of color) in supporting arts and humanities projects that directly combat systemic racism through the arts and humanities. The National Endowment for the Arts and the National Endowment for the Humanities shall carry out this program. The bill also provides for a competitive grant program for the creation and expansion of programs to support public and nonprofit arts and humanities organizations that directly combat systemic racism through the arts and humanities.

Feed Hungry Veterans Act of 2022 This bill expands eligibility for the Supplemental Nutrition Assistance Program (SNAP) for certain disabled veterans, including those determined to be catastrophically disabled.

Recommending that the House of Representatives find Peter K. Navarro and Daniel Scavino, Jr., in contempt of Congress for refusal to comply with subpoenas duly issued by the Select Committee to investigate the January 6th attack on the United States Capitol.

This resolution finds Peter K. Navarro and Daniel Scavino Jr. in contempt of Congress for failing to comply with congressional subpoenas. The resolution also directs the Speaker of the House to (1) certify the related reports from the Select Committee to Investigate the January 6th Attack on the United States Capitol to the United States Attorney's Office for the District of Columbia for criminal proceedings, and (2) take all other appropriate action to enforce the subpoenas.

Federal Contracting for Peace and Security Act

Federal Contracting for Peace and Security Act This bill requires executive agencies to terminate their contracts with companies conducting business operations in Russia. This requirement ends when Russia takes steps to restore the safety, sovereignty, and condition of Ukraine. The bill shall not apply to the procurement of products or services for (1) the benefit, either directly or through the efforts of regional allies, of Ukraine; or (2) humanitarian purposes to meet basic human needs. The bill provides for a waiver where in the national interest of the United States.

Department of Homeland Security Inspector General Transparency Act

Department of Homeland Security Inspector General Transparency Act This bill addresses reports conducted by the Office of Inspector General (OIG) of the Department of Homeland Security (DHS). Specifically, the bill requires the OIG to submit to Congress any report finalized on or after 30 days after the enactment of this bill that substantiates a violation of specified provisions regarding prohibited personnel practices, protected communications, or retaliatory personnel actions; a violation of Presidential Personnel Directive-19 (protecting whistleblowers with access to classified information); or an allegation of misconduct, waste, fraud, abuse, or a violation of policy within DHS involving a member of the Senior Executive Service or politically appointed official of DHS. The OIG must make each report publicly available on its website, with exceptions. The bill requires the OIG's semiannual reports to include specified information regarding ongoing audits, inspections, and evaluations; significant changes to the narrative description of each such audit, inspection, or evaluation; certain delays; and data with respect to tips and complaints made to the OIG Hotline or otherwise referred to DHS. The OIG must report within one year on the policies, procedures, and internal controls established that ensure compliance with the Quality Standards for Federal Offices of Inspector General from the Council of Inspectors General on Integrity and Efficiency. The Government Accountability Office must evaluate such report within one year after receipt of the report.

Educators Expense Deduction Modernization Act of 2022

Educators Expense Deduction Modernization Act of 2022 This bill increases the tax deduction for the expenses of eligible educators from $250 to $1,000, An eligible educator is, with respect to any taxable year, an individual who is a kindergarten through grade 12 teacher, instructor, counselor, principal, or aide in a school for at least 900 hours during a school year.
