PROTECT the Second Amendment Act

Maddy summaryHR 2930, the PROTECT the Second Amendment Act, prevents landlords and housing authorities from banning or imposing extra restrictions on lawfully possessed firearms in specific federally assisted housing. It directly affects tenants living in properties covered by HUD or USDA housing programs, including public housing, Section 8 voucher recipients, and other subsidized rental units. The bill explicitly allows residents to possess firearms within their own dwelling units or while moving through common areas to reach their unit, without additional prohibitions. This changes existing policies in these housing programs by mandating that firearm possession cannot be restricted solely based on housing type.

Neighborhood Homes Investment Act

Maddy summaryThe Neighborhood Homes Investment Act creates a new tax credit for developers who build or rehabilitate affordable homes in distressed communities. The credit is calculated as the lesser of (1) the difference between development costs and sale price, (2) 40% of development costs, or (3) 32% of the national median home price. It applies only to homes sold to qualified homeowners with income up to 140% of area median income in designated "qualified census tracts" (areas with high poverty rates, low median home values, and low median family income). Developers must meet quality standards and repay the credit if the home is sold within 5 years of the affordable sale. This credit aims to address the "value gap" that prevents housing development in distressed communities by incentivizing affordable home construction and rehabilitation.

Veterans Readiness and Employment Transparency Act of 2025

Maddy summaryHR 1793, the Veterans Readiness and Employment Transparency Act of 2025, requires the Department of Veterans Affairs (VA) to improve access to vocational rehabilitation services for veterans with service-connected disabilities. The bill mandates a dedicated VA hotline, updated regional office websites with contact details, and requires VA counselors to hold monthly staff Q&A sessions and provide in-person briefings at local educational institutions (or virtual briefings for institutions over 150 miles away). It also requires the VA to submit an annual report detailing the number of veterans requesting, receiving, and being denied extensions to their rehabilitation program periods. These provisions directly affect veterans using VA vocational rehabilitation programs and VA regional office staff responsible for delivering those services.

Guard and Reserve GI Bill Parity Act of 2025

Maddy summaryHR 1423, the Guard and Reserve GI Bill Parity Act of 2025, expands GI Bill benefits to National Guard members who serve on full-time National Guard duty or active duty under Title 32. It removes previous exclusions by counting this service toward eligibility for Post-9/11 educational benefits, just like active-duty service. The change applies retroactively to service performed since September 11, 2001, allowing affected veterans to access benefits they were previously denied. This policy adjustment directly affects National Guard members who completed qualifying full-time duty since 2001.

Major Richard Star Act

Maddy summaryThis bill, HR 2102 (Major Richard Star Act), allows veterans with combat-related disabilities to receive both full military retired pay and veterans' disability compensation simultaneously, without the previous offset that reduced retired pay. It directly affects veterans already eligible for both benefits due to combat-related injuries, removing the requirement that their retired pay be reduced by the disability compensation amount. The key provision amends Title 10 and Title 38 to eliminate the offset rule (sections 5304 and 5305 of Title 38) for these veterans. The change applies to payments starting after the bill’s enactment date, effective for all qualifying veterans. This is a policy change to increase financial support for affected veterans, not a new benefit.

Rural Veterinary Workforce Act

Maddy summaryHR 2398, the Rural Veterinary Workforce Act, amends federal tax law to exempt certain student loan repayment or forgiveness assistance from income tax for veterinarians working in rural areas. It specifically expands existing tax exclusions to include programs under the National Agricultural Research, Extension, and Teaching Policy Act (7 U.S.C. 3151a) and similar state-level programs designed to increase rural veterinary access. This change directly affects veterinarians participating in qualifying loan repayment or forgiveness programs in states prioritizing rural veterinary services. The policy change modifies IRS tax treatment to reduce the financial burden on veterinarians serving underserved rural communities.

Uzbekistan Normalized Trade Act

Maddy summaryThis bill allows the U.S. President to terminate special trade restrictions on Uzbekistan, extending normal trade relations (most-favored-nation treatment) to Uzbekistan's products. It requires the President to certify that Uzbekistan is a World Trade Organization member before implementing this change. Once implemented, Uzbekistan's exports to the U.S. would no longer face the higher tariffs or quotas typically applied under Title IV of the 1974 Trade Act. This directly affects U.S. importers of Uzbek goods and Uzbek exporters seeking fairer market access.

To provide that members of the Armed Forces performing services in Kenya, Mali, Burkina Faso, and Chad shall be entitled to tax benefits in the same manner as if such services were performed in a combat zone.

This bill treats Kenya, Mali, Burkina Faso, and Chad as combat zones for purposes of determining eligibility for certain federal tax benefits available to members of the U.S. Armed Forces. (Conditions apply.) Specifically, under the bill, a qualified hazardous duty area is treated as a combat zone for purposes of determining the filing status of an individual whose spouse is missing in action; excluding compensation received by a member of the Armed Forces serving in a combat zone from gross income and wages subject to withholding; forgiving the income tax liability of a member of the Armed Forces who dies in a combat zone; certain estate tax rules applicable to a member of the Armed Forces who dies in a combat zone or as a result of an injury, wound, or disease suffered while in a combat zone; the exemption from the federal excise tax imposed on certain telephone services for telephone calls originating from a combat zone by a member of the Armed Forces; and postponing certain federal tax deadlines (e.g., filing a tax return, paying taxes, and claiming a tax refund) for a member of the Armed Forces serving in a combat zone. The bill defines a qualified hazardous duty area as Kenya, Mali, Burkina Faso, and Chad if any member of the U.S. Armed Forces is entitled to special pay (e.g., hostile fire pay and imminent danger pay) for services performed in such locations.

FOCA Act of 2025

Maddy summaryThe FOCA Act of 2025 prohibits federal agencies from requiring or banning contractors from using union agreements in construction project bids or contracts. It directly affects federal agencies, contractors, and subcontractors working on federally funded or assisted construction projects (like buildings or infrastructure). The law requires bid documents to not favor or penalize contractors based on whether they have union agreements, aiming to promote open competition and prevent discrimination. This changes how agencies structure bids but does not affect union agreements themselves. The bill applies to all new contracts and subcontracts after enactment, with limited exemptions only for public health/safety emergencies or national security.
