READ Act Reauthorization Act of 2022 This bill reauthorizes a law that requires the implementation of a strategy to promote quality basic education in partner countries by (1) expanding access to basic education for all children, particularly marginalized children and vulnerable groups; and (2) improving the quality of basic education and learning outcomes.

Save Oak Flat Act This bill repeals the requirement for the Department of Agriculture to convey the 2,422 acres of Forest System land located in Tonto National Forest in Pinal County, Arizona, known as Oak Flat, to Resolution Copper Mining, LLC, in exchange for various parcels of land owned by Resolution Copper. Oak Flat is withdrawn from (1) entry, appropriation, or disposal under the public land laws; (2) location, entry, and patent under the mining laws; and (3) disposition under all laws pertaining to mineral and geothermal leasing or mineral materials.

Mark O'Brien VA Clothing Allowance Improvement Act This bill modifies the Department of Veterans Affairs (VA) clothing allowance policy for veterans who, due to a service-connected disability, wear a prosthetic, use an orthopedic appliance (e.g., a wheelchair), or use a prescription skin medication that the VA determines causes irreparable damage to clothing. The bill requires the VA to continue the clothing allowance for such a veteran on an annual basis until the veteran elects to no longer receive the allowance, or the VA determines the veteran is no longer eligible for the allowance, whichever occurs first. The bill sets forth a procedure by which the VA must conduct reviews of clothing allowance claims to determine the continued eligibility of veterans. Specifically, the VA must conduct a review (1) five years after the date on which a veteran initially receives a clothing allowance and periodically thereafter, and (2) whenever the VA receives notice that the veteran no longer meets eligibility requirements. If a veteran is eligible for a clothing allowance based on a circumstance that is not subject to change, the VA does not need to review whether the veteran has continued eligibility. If the VA determines, as the result of a review of a claim, that a veteran no longer meets the eligibility requirements for a clothing allowance, the VA must provide notice of the determination and discontinue the clothing allowance. The notice must include a description of applicable actions that may be taken following the determination (e.g., filing a notice of disagreement). The bill also extends certain loan fee rates through January 15, 2031, under the VA's home loan program.

This resolution expresses support for the principles of Transgender Day of Remembrance by recognizing the epidemic of violence toward transgender people and memorializing the lives lost this year.

Integrity, Notification, and Fairness in Online Retail Marketplaces for Consumers Act or the INFORM Consumers Act This bill requires online marketplaces (e.g., Amazon) to collect and verify certain contact and financial information from third-party sellers whose transactions and related revenues exceed specified thresholds. Subject to certain exceptions, online marketplaces must clearly and conspicuously disclose the contact information of certain high-volume third-party sellers to consumers and must also provide consumers with methods to report suspicious activity on the marketplace. The bill provides the Federal Trade Commission and state attorneys general with the authority to enforce these requirements.

Lymphedema Treatment Act This bill provides for Medicare coverage of lymphedema compression treatment items. Specifically, the bill provides for coverage of standard and custom fitted gradient compression garments and other approved items that are prescribed by a physician or other specified health care professional to treat lymphedema.

Prevent All Soring Tactics Act of 2022 or the PAST Act of 2022 This bill addresses the practice of soring horses. The soring of horses includes various actions taken on horses' limbs to produce higher gaits that may cause pain, distress, inflammation, or lameness. Specifically, the bill expands soring regulation and enforcement at horse shows, exhibitions, sales, and auctions, including by establishing a new system for inspecting horses for soring. In addition, the bill increases penalties for violations.

Asunción Valdivia Heat Illness and Fatality Prevention Act of 2022 This bill directs the Occupational Safety and Health Administration to promulgate a standard that requires employers to implement certain measures for protecting workers from heat stress and related illnesses or injuries. Heat stress refers to the load of heat that a person experiences due to sources of heat or heat retention (including metabolic heat, environmental factors, and clothing or personal protective equipment) or the presence of heat in a work setting. Further, if an employer cannot reduce exposure to heat stress below hazardous levels through engineering controls (e.g., heat shields and insulation) or personal protective equipment (e.g., heat reflective clothing), the employer must implement a program that mitigates such exposure through access to appropriate hydration and cool-down spaces, acclimatization policies, and periodic paid rest breaks. Additionally, the bill establishes requirements concerning judicial review, implementation, enforcement, recordkeeping, and whistle-blower protections related to the standard. The bill also requires the Department of Labor to include questions about heat-related illness and injury in the National Agricultural Workers Survey (an employment-based, random-sample survey of U.S. crop workers that collects demographic, employment, and health information).

This concurrent resolution expresses opposition to the application of criminal laws to pregnancy outcomes and affirms that people deserve access to high-quality health care without fear of reprisal or punishment.
