Regaining Energy Freedom and Undeniable SEcurity and Preserving U.S. Trade Interests Now Act or the REFUSE PUTIN Act This bill addresses U.S. energy security and independence, the importation and exportation of fossil fuels, and drawdowns from the Strategic Petroleum Reserve. Specifically, the bill directs the President to prohibit the importation of fossil fuels from Russia. While the prohibition is in effect, the President may not ban the export of crude oil. The President must also rescind certain orders, including specified environmental executive orders relating to climate change. Further, agencies must repeal any regulations that have the intent or effect of substantially reducing U.S. energy independence. In addition, the bill grants the Federal Energy Regulatory Commission the exclusive authority to approve or deny applications for facilities, such as liquefied natural gas terminals, to export natural gas from the United States to foreign countries or import natural gas from foreign countries. Additionally, the Department of Energy may not drawdown petroleum in the Strategic Petroleum Reserve until it develops a plan to increase the percentage of federal lands leased for oil and gas production. Finally, the bill also approves the TransCanada Keystone Pipeline in Phillips County, Montana for the import of oil from Canada to the United States.

Dr. Lorna Breen Health Care Provider Protection Act This bill establishes grants and requires other activities to improve mental and behavioral health among health care providers. Specifically, the Department of Health and Human Services (HHS) must award grants to hospitals, medical professional associations, and other health care entities for programs to promote mental health and resiliency among health care providers. In addition, HHS may award grants for relevant mental and behavioral health training for health care students, residents, or professionals. Additionally, HHS must conduct a campaign to (1) encourage health care providers to seek support and treatment for mental and behavioral health concerns, and (2) disseminate best practices to prevent suicide and improve mental health and resiliency among health care providers. HHS must also study and develop policy recommendations on improving mental and behavioral health among health care providers, removing barriers to accessing care and treatment, and identifying strategies to promote resiliency. Furthermore, the Government Accountability Office must report on the extent to which relevant federal grant programs address the prevalence and severity of mental health conditions and substance use disorders among health care providers.
Elijah E. Cummings Family Asthma Act This bill expands various public health activities and related requirements concerning asthma. Specifically, the Centers for Disease Control and Prevention (CDC) must collaborate with state and local health departments to (1) conduct activities regarding asthma, including deterring the harmful consequences of uncontrolled asthma, and disseminating health education and information regarding prevention of asthma episodes and strategies for managing asthma; and (2) develop state plans incorporating public health responses to reduce the burden of asthma, particularly regarding disproportionately affected populations. Additionally, the bill revises and expands requirements for asthma surveillance activities and requires the CDC to coordinate data collection activities to maximize the comparability of results. Further, the Department of Health and Human Services must submit an assessment of current activities related to asthma prevention, management, and surveillance that includes recommendations for the future direction of asthma activities.
This resolution condemns the terrorist attack on Congregation Beth Israel in Colleyville, Texas, on January 15, 2022. It also expresses support for the affected community, commends the actions of law enforcement and emergency responders, and reaffirms a commitment to combat hate, bigotry, anti-Semitism, and violence against Jewish Americans.
American Ammo in Defense of Ukraine Act This bill authorizes the President to waive certain payments and requirements for deliveries of ammunition to Ukraine until the armed conflict in Ukraine ends. Specifically, for certain types of ammunition or ordnance to be delivered to a qualified entity providing such items to Ukraine, the President may transport the items without charging the transportation costs to Ukraine. The President may also, to expedite delivery of such items, waive any applicable Department of State or Department of Commerce export criteria.
American Energy Independence from Russia Act This bill addresses U.S. energy security, the production of oil and gas, and the importation and exportation of oil and gas. Specifically, the President must submit an energy security plan that (1) evaluates U.S. crude oil, petroleum products, and natural gas imports and exports; (2) assesses the energy security risks of such imports; and (3) includes strategies to encourage increased domestic production of crude oil, petroleum products, and natural gas to offset Russian imports. The bill also approves the TransCanada Keystone Pipeline in Phillips County, Montana for the import of oil from Canada to the United States. In addition, the bill grants the Federal Energy Regulatory Commission the authority to approve or deny applications for facilities to export natural gas from the United States to foreign countries or import natural gas from foreign countries. The President and federal agencies must obtain congressional approval before (1) prohibiting or substantially delaying certain new energy mineral leases or permits on federal lands, or (2) withdrawing certain federal lands from mineral and geothermal leasing activities. The Department of the Interior must resume issuing oil and gas leases on federal lands and offshore submerged lands in the Outer Continental Shelf as specified under the bill. Finally, the bill limits the drawdown of petroleum in the Strategic Petroleum Reserve until the Department of Energy develops a plan to increase the percentage of federal lands leased for oil and gas production.
This concurrent resolution expresses the sense of Congress that the International Criminal Court should immediately proceed with prosecuting Russian President Vladimir Putin with war crimes should any harm befall Ukrainian President Volodymyr Zelenskyy as a result of actions taken or directed by any Russian entity or authority.
This joint resolution nullifies the rule titled Medicare and Medicaid Programs; Omnibus COVID-19 Health Care Staff Vaccination , which was issued by the Centers for Medicare & Medicaid Services on November 5, 2021. The rule requires health care providers, as a condition of Medicare and Medicaid participation, to ensure that staff are fully vaccinated against COVID-19.
This resolution condemns members of the Russian Duma and Federation Council who voted to recognize the independence of the Donetsk People's Republic (DPR) and the Luhansk People's Republic (LPR) in flagrant violation of Ukraine's sovereignty and territorial integrity, international law, and Russia's commitments under the 2015 Minsk agreement. The resolution commends the European Union's decision to sanction 351 Russian legislators who appealed to President Putin to recognize the independence of the DPR and the LPR. Finally, the resolution calls on the Biden administration to sanction members of the State Duma and Federation Council who voted to recognize the independence of the DPR and the LPR, as well as close associates or family members of those officials, pursuant to Executive Orders 13660 and 13661, which authorize sanctions against those who threaten Ukraine's sovereignty and are officials of the Russian Federation.
