Right to Contraception Act

Maddy summaryThis bill establishes a federal right to access contraception, protecting individuals' ability to obtain contraceptives and health care providers' ability to offer them without government interference. It prohibits states from banning or restricting contraceptive services, products, or information, including laws that force providers to deny care based on personal beliefs or limit access to specific methods. The law immediately overrides conflicting state regulations and ensures that contraception remains available regardless of factors like race, income, disability, or location. It applies to all individuals and providers, building on existing federal protections like the Affordable Care Act's coverage requirements.

Expressing support for the Nation's local public K-12 schools and condemning any actions that would defund public education or weaken or dismantle the Department of Education.

This resolution supports federal investment in public K-12 schools, affirms that the Department of Education (ED) plays a vital role in the public education system, and states that public education funding should not be diverted (e.g., through the use of vouchers) to privately run K-12 schools.  The resolution also rejects any claim that the executive branch has the legal authority to (1) dismantle or relocate ED or any of its major offices; or (2) reduce federal funding for public education, block federal grants for education, or transfer funding burdens for education to state and local governments.

Dr. Lorna Breen Health Care Provider Protection Reauthorization Act

Maddy summaryThis bill reauthorizes the Dr. Lorna Breen Health Care Provider Protection Act, extending mental health support programs for healthcare professionals through 2030 (previously ending in 2024). It requires funded programs to specifically address reducing administrative burdens on healthcare workers while continuing to promote access to mental health and substance use disorder services. The legislation directly affects healthcare providers across the U.S. who may access these federally supported resources. Key provisions include extending funding periods and mandating that grant recipients focus on easing workplace administrative tasks, alongside maintaining existing awareness initiatives. The bill does not create new programs but continues and refines existing mental health support for the healthcare workforce.

Household Goods Shipping Consumer Protection Act

Household Goods Shipping Consumer Protection Act This bill allows the Federal Motor Carrier Safety Administration (FMCSA) to assess civil penalties against motor carriers, brokers, and freight forwarders for violations related to the interstate transportation of household goods and provides states with additional related authorities. As background, a broker is the “middle person” between a shipper and a motor carrier and arranges for the transportation of household goods. A freight forwarder organizes shipments for individuals or corporations. Unlike a broker, freight forwarders assume responsibility for transportation and may transport the freight itself. The bill expands the FMCSA registration requirements to require motor carriers, brokers, and freight forwarders to designate a principal place of business (i.e., a single physical location where management officials report to work, a significant portion of the transportation business is conducted, and records are maintained). FMCSA may withhold, suspend, amend, or revoke any part of a registration for failure to designate. In addition, brokers and freight forwarders must disclose any common ownership, management, control, or familial relationship with any other carrier, freight forwarder, broker, or applicant in the previous three years. Under current law, motor carriers must disclose this information. Further, states may use certain grant funds to enforce federal household goods statutes and regulations for the interstate transportation of these goods by motor carriers and brokers. This applies to Motor Carrier Safety Assistance Program (MCSAP) grant funds and MCSAP High Priority discretionary grant funds. A state shall retain collected fines that are a result of enforcement.

Expressing the sense of Congress that tax-exempt fraternal benefit societies have historically provided and continue to provide critical benefits to the people and communities of the United States.

Maddy summaryHCONRES 4 is a symbolic resolution expressing Congress's support for tax-exempt fraternal benefit societies (like mutual aid organizations). It recognizes these groups, which have over 7 million members nationwide, as historically and currently providing critical community benefits - including life/health insurance, charitable work, and volunteer services - valued at over $3.8 billion annually. The resolution affirms that their tax-exempt status under Section 501(c)(8) of the Internal Revenue Code remains beneficial and should continue to be promoted. This is a non-binding expression of congressional sentiment, not a policy change.

Expressing the sense of the House of Representatives that Congress should take all appropriate measures to ensure that the United States Postal Service remains an independent establishment of the Federal Government and is not subject to privatization.

Maddy summaryThis resolution expresses the House of Representatives' position that Congress should take steps to prevent the privatization of the United States Postal Service (USPS), ensuring it remains a federal independent agency. It highlights USPS’s constitutional role, self-sustaining nature (relying on service revenue, not taxpayer funds), and critical functions - serving 168 million addresses daily, supporting rural communities, and underpinning e-commerce. The resolution opposes privatization, noting it would raise prices, reduce services, and harm the $1.9 trillion mailing industry. As a non-binding resolution, it reflects the House’s stance but does not create new law or policy.

Holocaust Education and Antisemitism Lessons Act

Maddy summaryHR 768, the Holocaust Education and Antisemitism Lessons Act, requires the U.S. Holocaust Memorial Museum Director to study how states and school districts currently teach about the Holocaust and antisemitism in K-12 schools. The study will examine curriculum requirements, teacher training, educational materials used, and assessment methods across all states and a representative sample of school districts and schools. It specifically aims to identify gaps, resources needed, and how schools address antisemitism and genocide prevention in their teaching. The Museum must submit a report to Congress within three years of the bill's enactment, detailing findings on current practices and challenges. This bill does not mandate new teaching requirements but seeks to understand existing approaches to Holocaust education.

POST IT Act of 2025

Maddy summaryThe POST IT Act of 2025 amends the Small Business Act to require federal agencies to include hyperlinks on their websites to policy guidance documents. Specifically, it adds a requirement for agencies to provide hyperlinks to guidance interpreting rules for which they produce small entity compliance guides (as defined under the Small Business Regulatory Enforcement Fairness Act). This applies to guidance on statutory, regulatory, or technical issues affecting small businesses. The bill does not create new requirements but mandates hyperlinks for existing guidance documents already produced under current processes.
