Rural Education Investment Act

Maddy summaryHR 3213, the Rural Education Investment Act, creates grants to establish teaching residency programs in rural school districts. It defines "rural local educational agencies" as schools meeting criteria under existing federal programs (Small, Rural School Achievement or Rural and Low-Income School Programs). The bill requires that a minimum percentage of grant funds - based on the proportion of K-12 students in rural areas - must be awarded to partnerships involving these rural schools. This directly affects rural school districts and their higher education partners seeking to train and retain teachers.

Affordable Housing Credit Improvement Act of 2023

Maddy summaryHR 3238, the Affordable Housing Credit Improvement Act of 2023, updates the Low-Income Housing Tax Credit (LIHTC) program to increase the availability of affordable housing across the United States. The bill makes several key changes including increasing state funding formulas, modifying tenant eligibility rules to better serve vulnerable populations (such as domestic violence victims and students), and expanding credit eligibility for projects in rural and Native American communities. Specific provisions raise the credit for properties serving extremely low-income households, clarify rules around tenant income increases, and require housing providers to protect victims of domestic violence. The bill also updates terminology from "low-income" to "affordable" throughout the tax code and enhances program transparency through data sharing requirements. These changes aim to make the LIHTC program more effective at creating and preserving affordable housing units for low-income households nationwide.

DCA Act of 2023

Direct Capital Access Act of 2023 or the DCA Act of 2023 This bill increases the number of daily round-trip flights allowed at Ronald Reagan Washington National Airport (DCA). Specifically, this bill adds 56 new slots at DCA to allow for 28 additional daily round-trip flights. (Airlines flying to and from DCA are subject to slot and perimeter rules set by federal law and regulation. The slot rules determine the total number of flight slots that can be handled in a given time period. In addition, a statutory perimeter rule limits nonstop flights to a 1,250-mile radius unless they are granted an exemption in law.) Current law limits DCA to a maximum of 67 hourly slots for flights both within- and beyond-perimeter; a round-trip flight serving DCA requires two slots (or a slot pair). Of those slots, 40 daily slots are exempt from the perimeter rule. Under the bill's slot increase, operations at DCA may not increase by more than eight flights per hour.

ACRE Act of 2023

Maddy summaryThe ACRE Act of 2023 amends the tax code to exclude interest income from certain rural and agricultural loans from taxable income for eligible lenders. It directly affects banks, savings associations, and their wholly-owned entities that provide qualified loans secured by rural or agricultural real estate, including single-family homes in designated rural areas (with a $750,000 loan balance cap) or aquaculture facilities. The key provision allows these lenders to exclude interest earned on qualifying loans from their gross income, effectively reducing their tax liability on such lending activity. The bill applies to loans made after its enactment date and aligns with existing definitions of rural property from the Agricultural Credit Act of 1987.

To amend the Internal Revenue Code of 1986 to remove private or commercial golf courses and country clubs from the list of uses for which certain proceeds cannot be used.

Maddy summaryHR 3124 removes a prohibition in the tax code that previously prevented certain tax-exempt bond proceeds from being used for private or commercial golf courses and country clubs. The bill amends Section 144 of the Internal Revenue Code by deleting the specific language barring these facilities from using such funds. This change directly affects private golf courses and country clubs by allowing them to access tax-exempt bond financing they were previously excluded from. The key mechanism is the straightforward deletion of the restriction from the tax code, with effective dates applying to new bond issuances and specific tax credit provisions after enactment.

To amend the Internal Revenue Code of 1986 to increase the information reporting threshold for slot winnings.

Maddy summaryHR 3125 raises the IRS reporting threshold for slot machine winnings from $1,200 to $5,000 per single play. This means casinos and other businesses operating slot machines no longer need to report winnings under $5,000 to the IRS for individual plays. The $5,000 threshold will automatically adjust annually for inflation starting in 2025. The bill affects casinos' reporting obligations but does not change tax liability for gamblers. It becomes effective for winnings after December 31, 2023.

SAFE Banking Act of 2023

Maddy summaryThe SAFE Banking Act of 2023 would protect banks and financial institutions that provide services to state-legal marijuana businesses and hemp-related businesses by preventing federal regulators from taking adverse actions against them solely for serving these businesses. It clarifies that income from state-legal marijuana businesses can be considered for mortgage applications, and requires regulators to update guidance on suspicious activity reports related to these businesses. The bill does not require financial institutions to serve these businesses, but ensures they won't face penalties for doing so. It extends similar protections to hemp-related businesses, which have faced banking challenges despite being federally legal under the 2018 Farm Bill.

Space National Guard Establishment Act

Maddy summaryThis bill establishes a Space National Guard as part of the organized militia in states, territories, Puerto Rico, and D.C. where the Space Force operates, creating two distinct components: state-level "Space National Guard" forces and a federal "Space National Guard of the United States" that serves as the Space Force's reserve component. It defines these terms in federal law, clarifies their structure (including personnel requirements and status when not on active duty), and requires implementation within 18 months, with annual congressional briefings on progress. The bill does not create new missions or funding but formalizes existing National Guard roles within the Space Force framework.

Volunteer Driver Tax Appreciation Act of 2023

Maddy summaryThis bill increases the tax deduction rate for volunteer drivers who transport people or property for qualifying organizations. It sets a minimum standard mileage rate of 14 cents per mile for general charitable driving but allows the IRS to set a higher rate (at least equal to the standard business mileage rate) specifically for volunteer transportation services. The change directly affects volunteers driving for tax-exempt organizations like charities, religious groups, or community nonprofits. It modifies IRS rules to better align charitable mileage deductions with current business travel rates. The policy change applies to tax returns filed for 2023 and later.
