Proposing an amendment to the Constitution of the United States to prohibit the use of slavery and involuntary servitude as a punishment for a crime.

Maddy summaryHJRES 72 proposes a constitutional amendment to remove the exception in the Thirteenth Amendment that allows slavery and involuntary servitude as punishment for a crime. If ratified, this amendment would ban the use of forced labor in prisons as a criminal penalty, directly affecting how the U.S. criminal justice system handles sentencing. The resolution clarifies it does not interfere with voluntary work programs in correctional facilities, existing employment protections for incarcerated people, or community service alternatives. This change aims to eliminate a historical loophole that has disproportionately impacted Black Americans since the 1860s.

Relieving Economic Strain to Enhance American Resilience and Competitiveness in Higher Education and Research Act

It mandates agencies to consider increasing stipends (adjusted for location and cost of living), improving access to healthcare, housing, transportation, and childcare, and reducing food insecurity. The bill also directs data collection on researcher financial struggles (disaggregated by demographics), funds a National Academies study on these issues, and requires a GAO report on agency implementation within three years. These provisions directly affect thousands of graduate students and postdocs conducting federally funded research across U.S. universities.

LGBTQI+ Data Inclusion Act

Maddy summaryThis bill requires federal agencies collecting demographic survey data to begin including questions on sexual orientation, gender identity, and variations in sex characteristics (intersex traits) within 360 days of enactment. Agencies must review existing surveys to identify gaps, develop privacy-protective methods for collecting this data (including anonymization and data destruction protocols), and incorporate it into relevant reports within three years. The law applies to all federal surveys that collect standard demographic data (like race, ethnicity, and age), such as the census or health surveys, but does not compel individuals to disclose their status. It emphasizes maintaining confidentiality, allows limited agency waivers if standards can't be met, and mandates a congressional report on implementation within two years.

Ensuring Access to Lifesaving Drugs Act of 2023

Maddy summaryHR 3793, the Ensuring Access to Lifesaving Drugs Act of 2023, requires manufacturers of critical drugs to extend expiration dates by submitting stability data to the FDA. It directly affects manufacturers of "life-saving drugs," defined as those treating life-threatening conditions, preventing disease, or critical during public health emergencies (like medical countermeasures or drugs on shortage lists). The bill authorizes the FDA to order manufacturers to conduct studies, submit data, and update labeling for longer expiration dates based on that data. Violations carry daily civil penalties up to $10,000, ensuring manufacturers comply with extended dating for essential medications.

Medical Device Shortage Reduction Act of 2023

Medical Device Shortage Reduction Act of 2023 This bill expands the scope of required notifications about medical device shortages beyond public health emergencies. Currently, manufacturers of medical devices that are critical during a public health emergency (e.g., devices that are life-supporting, life-sustaining, or intended for use in emergency medical care or during surgery), or for which the Department of Health and Human Services (HHS) determines information about the supply chain is necessary during a public health emergency, must notify HHS of expected shortages of such devices. Manufacturers may voluntarily provide information on expected shortages of other critical medical devices, whether or not there is a public health emergency. The bill expands these provisions so as to generally require manufacturers to notify HHS of expected shortages of critical medical devices, whether or not there is a public health emergency. It also requires manufacturers to develop risk management plans that identify potential risks to the supply chain of such devices.

Drug Origin Transparency Act of 2023

Maddy summaryThe Drug Origin Transparency Act of 2023 requires drug manufacturers to report detailed supply chain information to the FDA, including the names and quantities of suppliers for each key drug ingredient. It directly affects drug manufacturers and distributors by mandating more frequent reporting (up to four times yearly) of ingredient sources and supply chain data. The bill also requires drug labels and certificates of analysis to include the original manufacturer's name, location, and unique facility identifier for active pharmaceutical ingredients. These changes aim to improve transparency in drug manufacturing origins without specifying exact implementation details, which will be set through future FDA regulations.

American Family Act

Maddy summaryThe American Family Act establishes a monthly child tax credit of $250 per month for each child under age 6 and $300 per month for each child aged 6-18, with income limits of $150,000 for joint filers and $112,500 for other filers. The credit is refundable, meaning it can be paid even if the taxpayer owes no income tax, and will be adjusted annually for inflation. The bill includes detailed rules for determining eligibility, including requirements that the child resides with the taxpayer for more than half the month and provisions to prevent fraud through recapture of improperly received payments. The credit will be paid monthly in advance rather than as a single annual payment, with specific mechanisms for calculating and distributing the payments.
