Access to Reproductive Care for Servicemembers Act

Maddy summaryThis bill requires the military to approve leave for abortion and fertility care without commanders needing to know the specific procedure. It mandates reimbursement for travel, lodging, meals, and transportation costs when care isn't available nearby, and prohibits punishment for using this leave. It directly affects active-duty service members and their dependents who face barriers to reproductive care due to military restrictions or location. The policy change removes command discretion in approving leave for time-sensitive reproductive health services.

PLATE Act

Maddy summaryThis bill requires U.S. Immigration and Customs Enforcement (ICE) and Customs and Border Protection (CBP) to visibly display license plates on all vehicles used for civil immigration enforcement activities, funded by federal money. It directly affects ICE and CBP operations by mandating that these vehicles show license plates at all times, making their presence more transparent to the public. The key provision ties federal funding for such vehicles to this transparency requirement, ensuring compliance with the rule. The bill aims to increase public awareness of enforcement vehicle locations during civil immigration activities.

Safe Vehicle Access for Survivors Act

Safe Vehicle Access for Survivors Act This bill requires providers of connected vehicle services, upon the request of a domestic violence survivor, to terminate or disable an identified domestic abuser’s access to a vehicle’s connected capabilities and data. Specifically, within two business days of receiving a request from a survivor, a covered provider must, if technically feasible (1) terminate or disable the connected vehicle account associated with the identified abuser or the relevant vehicle, or the vehicle’s connected capabilities; or (2) instruct the survivor on how to terminate or disable connected services directly. Covered providers may not make the termination of connected vehicle services or accounts contingent on any requirement other than the provision of specified information by the survivor. For example, a provider may not require a survivor to pay a fee or extend their contract with the provider. Under the bill, an abuser is an individual identified by a survivor who committed or allegedly committed certain acts against the survivor, including domestic violence, sexual assault, stalking, and sex trafficking. A survivor is an adult against whom such an act was committed. Further, a covered provider is a vehicle manufacturer, affiliate, or entity acting on behalf of a manufacturer that provides a connected vehicle service. Connected vehicle service is any capability that enables a person to remotely access data from or send commands to a vehicle. Finally, the Federal Communications Commission must prescribe regulations governing how covered providers address survivors’ requests related to connected vehicles.

To impose a hiring freeze on United States Immigration and Customs Enforcement, and for other purposes.

Maddy summaryThis bill imposes a hiring freeze on U.S. Immigration and Customs Enforcement (ICE), prohibiting the use of federal funds to hire new employees or transfer existing federal workers to ICE. The freeze begins upon the bill's enactment and automatically ends when Congress passes a specific law overriding it. It directly affects ICE's staffing capabilities by halting new appointments and transfers using federal funding. The measure is procedural, focusing solely on restricting hiring authority without altering immigration enforcement policies.

Community Health Center Drug Pricing Protection Act

Maddy summaryHR 7391, the Community Health Center Drug Pricing Protection Act, requires that Federally Qualified Health Centers (FQHCs) pay the discounted 340B ceiling price for covered drugs **at the time of purchase**, not later through rebates or adjustments. This directly affects FQHCs, which rely on 340B discounts to provide affordable care to low-income patients. The bill amends the Public Health Service Act to prohibit manufacturers from entering agreements where FQHCs initially pay more than the ceiling price, with later reimbursement. It takes effect immediately upon enactment for all new drug purchases and applies to existing agreements starting then.

No Flight, No Fight Act of 2026

Maddy summaryHR 7371 (No Flight, No Fight Act of 2026) bans air carriers from transporting adult roosters as cargo, except for shipments originating from or destined to qualifying commercial farms. The bill requires shippers to provide USDA-certified documentation proving the farm meets the $350,000 annual gross income threshold for commercial operations. It defines "adult rooster" as a male chicken over 6 months old and specifies that exemptions apply only to legitimate agricultural purposes, not to prevent illegal activities like cockfighting. The Department of Transportation will enforce this rule, with violations subject to civil penalties, effective 180 days after enactment.

Stop Inhumane Conditions in ICE Detention Act of 2026

Maddy summaryHR 7347, the *Stop Inhumane Conditions in ICE Detention Act of 2026*, requires all facilities detaining noncitizens under U.S. immigration law - including contracted facilities - to implement real-time health reporting systems for medical, dental, and mental health conditions. It mandates anonymous, multilingual complaint systems for detainees with anti-retaliation protections, annual DHS audits of health conditions (including gender-specific care), and full-time health liaisons at each facility. The bill triggers contract reviews for facilities with three verified health complaints and requires quarterly public reports on conditions and complaints to Congress. These provisions directly affect ICE detention facilities, detainees, and DHS oversight processes, focusing on transparency and accountability in health care.

Expressing the sense of the House of Representatives that the United States must recommit to defend and uphold the rights and protections guaranteed by the Fourteenth Amendment to the United States Constitution to ensure that our democracy works for all of us, not just a powerful few.

Maddy summaryHRES 1038 is a non-binding House resolution expressing the sense of Congress that the U.S. must reaffirm its commitment to the Fourteenth Amendment’s guarantees of birthright citizenship, due process, and equal protection under the law. It calls on all federal branches to defend these rights against actions that threaten them, such as policies undermining birthright citizenship or restricting voting access. The resolution specifically urges Congress to oppose legislation or executive actions that weaken these constitutional protections and to work toward full equal protection for all people. As a symbolic resolution, it does not create new law or impose legal requirements but emphasizes the importance of upholding these constitutional principles for democratic fairness.

Studying Disastrous Impacts of Mass Deportation Act

Maddy summaryHR 7345 directs the Congressional Budget Office (CBO) to study the long-term economic effects of immigration policies implemented beginning January 20, 2025. The CBO must assess impacts across specific sectors (like healthcare, agriculture, STEM fields), public safety concerns, demographic shifts, small business effects, and tax revenue at federal, state, and local levels. Federal agencies - including Homeland Security, the Bureau of Labor Statistics, and the IRS - must provide requested data to support this study. The report must be completed within 180 days of the bill’s enactment or by the end of the current congressional session, whichever comes first. This is a procedural study bill, not a policy change.
