PAST Act of 2023

Maddy summaryThe PAST Act of 2023 amends the Horse Protection Act to ban specific devices used to cause pain (soring) in horses at shows, particularly affecting Tennessee Walking Horses, Racking Horses, and Spotted Saddle Horses. It defines prohibited "action devices" (like boots or chains causing friction) and requires licensed, conflict-free inspectors at events to enforce rules. The bill increases penalties for violations to up to $5,000 fines or 3 years in jail, and mandates longer disqualifications for repeat offenses (180 days → 1 year → 3 years). Horse show organizers, exhibitors, and participants must comply with these new inspection and penalty requirements.

Healthy Future Students and Earth Pilot Program Act of 2023

Maddy summaryHR 3276 establishes two pilot programs under the National School Lunch Act. First, it creates a $10 million, 3-year grant program to help schools serve 100% plant-based meals (no animal products) to students, prioritizing schools serving high proportions of low-income students and supporting culturally appropriate meal planning. Second, it creates a $2 million pilot to reimburse schools for costs of providing nondairy milk substitutes for students with dietary needs, targeting schools with high lactose intolerance rates. Both pilots require annual reporting on participation and outcomes, with the dairy substitute program ending after 3 years. The bill directly affects public school food authorities serving eligible students.

RIDE for Ukraine Act

Maddy summaryThis bill amends the Additional Ukraine Supplemental Appropriations Act of 2022 to allow Ukrainian nationals with protected status (like those under humanitarian parole) to obtain driver's licenses or state ID cards under the REAL ID Act of 2005, bypassing a standard restriction that would normally deny eligibility. It directly affects Ukrainian nationals in the U.S. who hold temporary protected status under current immigration programs. The key provision adds a new eligibility category to existing law, removing a specific barrier to accessing driver's license services. This is a technical adjustment to immigration-related identification rules, not a new benefit or funding measure. The change applies only to REAL ID-compliant licenses, which are required for federal purposes like boarding domestic flights.

Advancing Equity Through the Arts and Humanities Act of 2023

Maddy summaryHR 3239 establishes the Advancing Equity Through the Arts and Humanities Program under the National Endowment for the Arts (NEA) and National Endowment for the Humanities (NEH). It creates a competitive grant program prioritizing BIPOC-led arts and humanities organizations working to dismantle systemic racism, with requirements including majority BIPOC grant panelists and mandatory reporting on racial demographics and program impact. The bill mandates that grantees must directly combat systemic racism through arts/humanities initiatives like community programming, artist development, and arts education in underserved communities. It also requires an advisory task force to develop equitable grant guidelines and annual reports to Congress detailing funding distribution, barriers faced by BIPOC communities, and program outcomes. This program directly affects BIPOC-led arts organizations and communities experiencing racial inequity in arts access.

To amend the Elementary and Secondary Education Act of 1965 to provide for additional activities, resources, and data collection with respect to English learners, and for other purposes.

Maddy summaryHR 3138 amends the Elementary and Secondary Education Act to improve support for English learners and immigrant children/youth. It requires states to collect and report disaggregated data on English learners (including by disability, ethnicity, race, and native language) and monitor the progress of former English learners. The bill mandates new activities for schools, such as providing legal/educational resources to families, implementing evidence-based practices, and offering culturally responsive training for educators. It also directs agencies serving communities with rising immigrant populations to assess state laws affecting these students and notify families. These changes directly affect schools, educators, and English learner students across the U.S.

Grandfamily Housing Act of 2023

Maddy summaryHR 3153, the Grandfamily Housing Act of 2023, creates a federal grant program to support housing owners operating intergenerational homes where grandparents or relatives raise children. The grants cover costs for hiring service coordinators to provide on-site tutoring, healthcare, after-school care, and coordination with local kinship programs, plus outreach events and property modifications. Housing owners must apply for grants and use funds only for these specified services, with outreach required to engage surrounding intergenerational families. The program requires a congressional report within two years evaluating its effectiveness and potential improvements. This bill directly affects housing owners in such homes and the intergenerational families they serve.
