Stamp Out Invasive Species Act

Stamp Out Invasive Species Act This bill directs the U.S. Postal Service to issue and sell a Combating Invasive Species Semipostal Stamp. Proceeds from the sale of the stamp must be transferred in equal proportion to the Department of the Interior and the Department of Agriculture for combating invasive species. (Invasive species are nonnative species whose introduction poses a serious threat to natural ecosystems and causes detrimental economic damage to local communities.) The stamp must be made available to the public for two years.

PAW Act

Planning for Animal Wellness Act or the PAW Act This bill directs the Federal Emergency Management Agency (FEMA) to establish a working group relating to best practices and federal guidance for animals in emergencies and disasters. Specifically, the working group shall (1) encourage and foster collaborative efforts among individuals and entities working to address the needs of household pets, service and assistance animals, and captive animals in emergency and disaster preparedness, response, and recovery; and (2) review best practices and federal guidance on sheltering and evacuation planning relating to the needs of such pets and animals.

Community Disaster Resilience Zones Act of 2022

Community Disaster Resilience Zones Act of 2022 This bill requires the President to continue to maintain a natural hazard assessment program that develops and maintains publicly available products to show the risk of natural hazards across the United States. Such products shall show the risk of natural hazards and include ratings and data for loss exposure, social vulnerability, community resilience, and any other element determined by the President. The President shall (1) review the underlying methodology of any product that is a natural disaster hazard risk assessment, and (2) consider including additional data in any product that is a natural hazard risk assessment. Additionally, the President must conduct such reviews to evaluate and update the assessments at least every five years. Using the reviewed assessments, the President must periodically identify and designate community disaster resilience zones (CDRZs), which shall be (1) the 50 census tracts assigned the highest individual hazard risk ratings; and (2) in each state, not less than 1% of census tracts that are assigned a high individual risk rating, taking into consideration specified geographic balance. The President may provide financial, technical, or other assistance to an eligible entity (a state, Indian tribal government, or local government) that plans to perform a resilience or mitigation project within, or that primarily benefits, a CDRZ. The Federal Emergency Management Agency (FEMA) must develop criteria (taking into consideration the economic effects) to assess damage caused by a harmful algal bloom and report to Congress describing such criteria.

Jackie Walorski Maternal and Child Home Visiting Reauthorization Act of 2022

The Jackie Walorski Maternal and Child Home Visiting Reauthorization Act of 2022 This bill reauthorizes through FY2027, increases funding for, and modifies the Maternal, Infant, and Early Childhood Home Visiting Program. This program supports home visits for expectant and new parents who live in communities that are at-risk for poor maternal and child health outcomes. Changes to the program include setting out requirements for allocating program funds; increasing the percentage of funds reserved for tribal entities; establishing a publicly available dashboard that reports program outcomes; requiring activities to reduce unnecessary data collection, reporting, and other administrative requirements of the program; and allowing for virtual home visits (provided certain conditions are met). The bill also reduces funding for the Medicare Improvement Fund.

To provide that the Administrator of the National Oceanic and Atmospheric Administration shall not issue an interim or final rule that includes an area closure in the South Atlantic for species managed under the Snapper-Grouper Fishery Management Plan until the South Atlantic Great Red Snapper Count study is complete and the data related to that study is integrated into the stock assessment.

This bill prohibits the National Oceanic and Atmospheric Administration from issuing an interim or final rule that includes an area closure in the South Atlantic for species managed under the Snapper-Grouper Fishery Management Plan until (1) the South Atlantic Great Red Snapper Count study is complete, and (2) the data related to such study is integrated into the South Atlantic red snapper research track and operational stock assessment.

Disaster Survivors Fairness Act of 2022

Disaster Survivors Fairness Act of 2022 This bill makes changes in the process for seeking assistance following a major disaster. Specifically, the bill directs the Federal Emergency Management Agency (FEMA) to establish and maintain a web-based interagency electronic information sharing system, to be known as DisasterAssistance.gov, to facilitate the administration of a universal application for direct federal disaster assistance and for other specified purposes. The President may provide (1) assistance to respond to the disaster-related housing needs of individuals and households who are displaced from their predisaster primary residence that is damaged by a major disaster (currently, such residences must be rendered uninhabitable); and (2) direct assistance for repairs and for cost-effective hazard mitigation measures that reduce threats to life and property or future damage. FEMA may (1) enter into a cooperative agreement to provide funding to a state agency to establish and operate a website to provide information relating to postdisaster recovery funding and resources; and (2) reimburse a state, tribal, or local government for certain costs relating to sheltering emergency response personnel. The bill extends FEMA's authority to implement state-managed housing assistance as a pilot program until the issuance of final regulations. FEMA must conduct a study and develop a plan to address the challenges associated with providing housing assistance to survivors of major disasters or emergencies. The Government Accountability Office must report on assistance issues, including improper and potentially fraudulent federal disaster assistance.

Small Project Efficient and Effective Disaster Recovery Act

Small Project Efficient and Effective Disaster Recovery Act or the SPEED Recovery Act This act increases to $1 million the threshold for eligibility for assistance for what qualifies as a small project under the Robert T. Stafford Disaster Relief and Emergency Assistance Act, thereby allowing more recovery projects to proceed under simplified procedures. The threshold must be reviewed every three years. The Inspector General of the Department of Homeland Security must conduct an audit, and report to Congress, on whether there has been waste and abuse as a result of the change in the threshold.

Lymphedema Treatment Act

Lymphedema Treatment Act This bill provides for Medicare coverage of lymphedema compression treatment items. Specifically, the bill provides for coverage of standard and custom fitted gradient compression garments and other approved items that are prescribed by a physician or other specified health care professional to treat lymphedema.
