To direct the Secretary of Labor to award grants to develop, administer, and evaluate early childhood education apprenticeships, and for other purposes.

Maddy summaryHR 1834 directs the Secretary of Labor to provide federal grants to states for developing and evaluating early childhood education apprenticeship programs. These programs must train workers in childcare settings, help apprentices earn credentials or degrees, and prioritize underserved rural communities (requiring at least 25% of funds for these areas). States must track outcomes like apprenticeship completion rates, full-time employment in childcare within six months, and median earnings after graduation. The bill mandates annual reporting on program effectiveness and requires states to partner with colleges and businesses to offer academic credit for training. This policy directly affects early childhood educators, apprentices, and childcare providers seeking structured career pathways.

Parents Bill of Rights Act

Maddy summaryHR 5, the Parents Bill of Rights Act, would require public schools receiving federal funding to provide parents with greater access to educational information. The bill mandates that schools post curricula online or widely distribute it to parents, include school budgets in report cards, and provide specific information about school activities including violent incidents and plans to eliminate gifted programs. It also guarantees parents the right to meet with teachers twice a year, review library materials, and address school boards. These requirements would apply to all local educational agencies and schools covered by the Elementary and Secondary Education Act. The bill amends existing education laws to strengthen parental transparency and involvement in their children's education.

Open RAN Outreach Act

Maddy summaryHR 1340, the Open RAN Outreach Act, requires the Commerce Department's Assistant Secretary for Communications and Information to provide outreach and technical assistance to small wireless network providers. This helps these providers understand Open RAN networks - wireless systems using open standards for multi-vendor equipment - and how to access the existing Wireless Supply Chain Innovation Grant Program. The bill focuses on raising awareness about Open RAN's benefits, challenges, and grant opportunities, without creating new regulations or funding. It directly affects small network operators seeking to adopt open network technologies. The assistance aims to support their participation in federal grant programs focused on supply chain innovation.

Expressing the sense of Congress that tax-exempt fraternal benefit societies have historically provided and continue to provide critical benefits to the people and communities of the United States.

Maddy summaryHCONRES 28 is a symbolic resolution expressing Congress's view that tax-exempt fraternal benefit societies - organizations providing life, health, and accident benefits to members - have long delivered critical community support. It states these societies, with about 7 million members nationwide, generate significant annual value through charitable work and volunteer activities (estimated at over $3.8 billion yearly). The resolution affirms that their tax-exempt status under Section 501(c)(8) of the tax code is essential for sustaining their volunteer-driven model and relieving pressure on government safety programs. As a non-binding expression of congressional sentiment, it does not alter existing laws or create new obligations.

Expressing the sense of Congress that the Federal Government should not impose any restrictions on the export of crude oil or other petroleum products.

Maddy summaryHCONRES 17 is a non-binding congressional resolution expressing that the U.S. Congress believes the federal government should not impose restrictions on crude oil or petroleum product exports. It cites the 2015 repeal of export bans, U.S. growth as a top oil producer, and 2019 status as a net petroleum exporter as reasons for this position. The resolution specifically urges against overly restrictive regulations on energy production and any export restrictions under the Energy Policy and Conservation Act. It does not change existing law but formally states congressional sentiment on this policy matter.

Comprehensive Opioid Recovery Centers Reauthorization Act of 2023

Maddy summaryThis bill reauthorizes federal funding for opioid recovery centers through 2028, extending the current program's timeline. It directly affects existing opioid recovery centers and their partner organizations, such as mental health and substance use treatment providers. Key changes include allowing centers to use letters of intent from partners instead of full documentation to prove service coordination, and clarifying that centers may deliver services through third-party contracts or referrals while maintaining oversight. The bill streamlines administrative requirements without altering core service delivery standards.

Can’t Cancel Your Own Debt Act of 2023

Maddy summaryThis bill prohibits Members of Congress from receiving student loan debt relief for their service in Congress. It blocks them from qualifying for service-based student loan forgiveness tied to their congressional tenure and prevents eligibility for any new federal student loan programs created while they are in office. The law directly affects current and future Members of Congress by denying them specific debt relief benefits related to their congressional service, as defined by the bill's provisions. It does not change student loan policies for the general public.

Net Price Calculator Improvement Act

Maddy summaryThe Net Price Calculator Improvement Act requires colleges and universities to update their online cost calculators within one year to provide clearer, more detailed information about actual college expenses after financial aid. These tools must prominently display the net price (after aid), break down costs like tuition, room, board, and books, show estimated grant aid, and use recent data (within two academic years). The law also mandates privacy protections - prohibiting the sale of personal information - and requires calculators to include details about veterans' benefits when applicable. This directly affects all institutions required to provide net price calculators and helps prospective students and families better understand true college costs.

National Right-to-Work Act

Maddy summaryHR 1200, the National Right-to-Work Act, prohibits requiring workers to join a union or pay dues as a condition of employment in both private-sector workplaces (covered by the National Labor Relations Act) and railroad industries (covered by the Railway Labor Act). The bill amends key sections of these laws to eliminate provisions that allowed union security agreements, meaning workers in unionized settings would no longer be forced to pay dues to retain their jobs. This directly affects employees in unionized workplaces across the U.S., particularly those in industries with existing union contracts that included mandatory dues. The law changes the legal framework to ensure union membership and dues payment remain voluntary for all workers.
