Crime Victims Fund Stabilization Act of 2025

Maddy summaryHR 909, the Crime Victims Fund Stabilization Act of 2025, modifies how funds from the False Claims Act are deposited into the Crime Victims Fund. It specifies that from 2025 through 2029, certain False Claims Act proceeds (specifically those for qui tam plaintiff payments and government damage reimbursements) cannot be deposited into the fund. This change directly affects the composition of the Crime Victims Fund by excluding these specific revenue streams during the specified period. The bill does not create new benefits or alter victim services; it only adjusts fund allocation rules for existing False Claims Act revenues.

Affordable HOMES Act

Maddy summaryThis bill repeals federal energy efficiency standards for manufactured housing that were set to take effect in 2022. It specifically nullifies a Department of Energy rule published in May 2022, removing requirements for energy conservation in manufactured homes. The change directly affects manufacturers and buyers of manufactured housing by eliminating these new efficiency mandates. The bill does not establish new standards but removes existing ones from the Energy Independence and Security Act of 2007.

Reporting Accountability and Abuse Prevention Act of 2026

Maddy summaryHR 6972 (Reporting Accountability and Abuse Prevention Act of 2026) requires health centers receiving federal funds under Title X (which supports family planning services) to comply with all state and local laws requiring reporting of child abuse, sexual abuse, intimate partner violence, and human trafficking. It mandates that these centers create written compliance plans, provide annual training for staff on reporting obligations and safety protocols, screen minors for potential abuse when presenting with STIs or pregnancy, and document all reports. Centers must maintain detailed records of minor patients and reports, and allow federal officials to review these records. Failure to comply can result in corrective action, repayment of funds, or a 36-month ban on future Title X funding for repeat violations.

Aviation Funding Solvency Act

Aviation Funding Solvency Act This bill provides continuing appropriations to the Federal Aviation Administration (FAA) if (1) an appropriations bill for the FAA has not been enacted before a fiscal year begins, or (2) a law making continuing appropriations for the FAA is not in effect. Specifically, the bill provides appropriations from the Aviation Insurance Revolving Fund at the rate of operations that was provided for the prior fiscal year to continue programs, projects, and activities that were funded in the preceding fiscal year. The FAA may use the balance of the fund, minus $1 billion. If the FAA determines that the amounts from the fund are insufficient to continue all programs, projects, or activities, then the FAA must prioritize compensation payments for employees of the Air Traffic Organization (e.g., air traffic controllers). The bill provides the appropriations until the date on which either (1) specified appropriations legislation for the fiscal year becomes law, or (2) a bill making continuing appropriations becomes law. Finally, the bill permanently extends the FAA Non-premium War Risk Insurance Program. This program provides aviation insurance without a premium to eligible air carriers at the request of the Department of Defense or another federal agency, provided that the agency agrees to indemnify the FAA from all losses covered under the insurance. Eligible air carriers include those whose operations are under a federal contract and are necessary for national security or to carry out U.S. foreign policy.

National Scam Prevention Coordination Act

Maddy summaryHR 6681 establishes the Office of National Fraud and Scam Prevention within the White House, led by a Director appointed by the President with Senate approval. The Office coordinates federal efforts across agencies like Homeland Security, Justice, and the FTC to prevent scams, share non-personal scam data via a "fraud data shield," and manage large-scale fraud incidents (defined as causing over $5 million in losses or affecting 1,000+ people). It requires annual reports to Congress on scam threats and mandates federal agencies to align their budgets and strategies with national prevention goals. The Office expires after five years.

SAFE Drugs Act of 2025

Maddy summaryHR 6509, the SAFE Drugs Act of 2025, limits how often pharmacies and healthcare providers can create custom drug formulations that copy standard medications. It restricts compounding any drug essentially identical to a commercially available product to no more than 20 times per month for individual patients. The bill also requires pharmacies compounding such drugs for out-of-state patients more than 20 times monthly to report details to the FDA, while exempting hospital pharmacies. These changes aim to improve safety oversight of non-standard drug compounding by setting clear limits and reporting rules.

Unlocking our Domestic LNG Potential Act of 2025

Maddy summaryThis bill amends the Natural Gas Act to give the Federal Energy Regulatory Commission (FERC) exclusive authority to approve U.S. LNG export terminal projects, requiring FERC to deem such exports consistent with the public interest. It directly affects natural gas companies seeking to build or expand export facilities and streamlines FERC's review process by removing prior requirements for interagency coordination. The bill clarifies that FERC's decisions won't override existing sanctions laws, including restrictions on trade with countries designated as state sponsors of terrorism under current law. This change aims to accelerate domestic LNG export projects while maintaining legal safeguards for national security and foreign policy.
