Treat and Reduce Obesity Act of 2025

Treat and Reduce Obesity Act of 2025 This bill expands Medicare coverage of intensive behavioral therapy for obesity. Specifically, the bill allows coverage for therapy that is provided by (1) a physician who is not a primary care physician; or (2) other health care providers (e.g., physician assistants and nurse practitioners) and approved counseling programs, if provided upon a referral from, and in coordination with, a physician or primary care practitioner. Currently, such therapy is covered only if provided by a primary care practitioner. The bill also allows coverage under Medicare's prescription drug benefit of drugs used for the treatment of obesity or for weight loss management for individuals who are overweight.

the Appropriations Compliance and Training Act

Maddy summaryHR 4230, the Appropriations Compliance and Training Act, requires federal employees in high-level roles - including those at GS-11 or higher, political appointees, and Senior Executive Service positions - to complete annual training on federal appropriations law. The training must cover key topics like the Antideficiency Act, the Purpose Statute, proper fund usage, and penalties for violations, and must be approved by the Office of Management and Budget. Noncompliance results in loss of financial decision-making authority and IT access until training is completed, with agencies required to report compliance statistics annually and publish them publicly. This bill directly affects over 100,000 federal employees in covered positions by mandating standardized training to ensure proper handling of government funds.

CONNECT for Health Act of 2025

Maddy summaryThe CONNECT for Health Act of 2025 expands Medicare telehealth coverage by removing geographic restrictions that limited where patients could receive care, expanding the types of health care providers who can offer telehealth services, and eliminating the requirement for an in-person visit before receiving telemental health services. The bill includes specific provisions to support telehealth use for Native American health facilities, rural health clinics, and Federally Qualified Health Centers. It requires the Centers for Medicare & Medicaid Services to collect and publish data on telehealth usage and impacts, and to develop resources to improve accessibility for people with disabilities and limited English proficiency. Program integrity measures are added to monitor telehealth billing practices and prevent fraud while maintaining coverage for telehealth services during public health emergencies.

Women’s Health Protection Act of 2025

Maddy summaryThe Women's Health Protection Act of 2025 would protect access to abortion services across the United States by prohibiting states from imposing restrictions that are more burdensome than those on comparable medical procedures. The bill directly affects people seeking abortion care and health care providers by banning restrictions such as mandatory in-person visits, requirements for specific tests, limitations on telemedicine, and rules based on a patient's reason for seeking abortion. It prohibits state laws that single out abortion for unnecessary restrictions while allowing post-viability abortions when necessary to protect a patient's life or health. The bill preempts conflicting state laws and provides enforcement mechanisms through private lawsuits and actions by the Attorney General.

Ensuring Women’s Right to Reproductive Freedom Act

Maddy summaryThis bill prohibits state officials from blocking abortion access for patients traveling from other states, including restricting providers who offer legal abortions in their state to out-of-state patients. It protects people traveling across state lines for legal abortions, those assisting such travel, and the interstate transport of FDA-approved abortion medication. Violations can be challenged by the Justice Department or affected individuals through civil lawsuits seeking injunctions and damages. The law applies broadly across all states, territories, and tribal nations, defining "abortion service" to include both medical procedures and related care.

Wildlife Confiscations Network Act of 2025

Maddy summaryHR 3538, the Wildlife Confiscations Network Act of 2025, establishes a national network to handle the care of live wildlife seized at U.S. borders due to illegal trafficking. It creates a coordinated system where Federal wildlife law enforcement (like the U.S. Fish and Wildlife Service) can partner with qualified facilities - including zoos, sanctuaries, and rehabilitation centers - to provide immediate care, maintain evidence integrity, and manage long-term placement for confiscated animals. The bill expands a successful Southern California pilot that already placed over 4,100 animals by creating a centralized database and single point of contact for law enforcement. It authorizes $5 million annually (2026-2030) to support this network, directly affecting border agencies and participating care facilities while addressing capacity gaps at ports of entry.

Caring for Survivors Act of 2025

Maddy summaryThe Caring for Survivors Act of 2025 increases monthly dependency and indemnity compensation for surviving spouses of veterans. It changes the calculation method from a fixed $1,154 to 55% of a specific veteran compensation rate, effective six months after enactment. The bill also reduces the required continuous disability rating period for survivors from 10 years to 5 years, and provides a proportional payment for cases where the rating period is shorter than 10 years. Surviving spouses of veterans who died before January 1, 1993, receive the greater of their current benefit or the new calculation. This directly affects surviving spouses eligible for benefits under Title 38, U.S. Code, particularly those with veterans who died prior to 1993.

Medical Research for Our Troops Act

Maddy summaryHR 3906, the Medical Research for Our Troops Act, restores funding levels for military medical research by increasing the Defense Health Agency's research budget from $40.395 billion to $41.576 billion in the 2025 appropriations act. It ensures Congressionally Directed Medical Research Programs funds are used consistently with the Consolidated Appropriations Act, 2024, requiring the Defense Secretary to support all previously identified research programs and maintain existing funding allocations. The bill directly affects military medical research initiatives and the Defense Health Agency's budget implementation. This is a procedural funding adjustment, not a new policy, maintaining continuity for ongoing research projects.

Gold Star Family Education Parity Act

Maddy summaryHR 2720, the Gold Star Family Education Parity Act, terminates the Survivors' and Dependents' Educational Assistance program (Chapter 35 of the U.S. Code) for Gold Star families on August 1, 2029. It directly affects surviving spouses and children of service members who died in combat, ensuring they can transition to the Post-9/11 GI Bill (Chapter 33) without losing benefits. The bill automatically switches eligibility to Chapter 33, bypassing standard service-credit restrictions that would otherwise reduce their benefit duration. This creates a seamless transition to continued education support while maintaining the same benefit level. The policy change takes effect on the specified termination date, 2029.

Bipartisan Background Checks Act of 2025

Maddy summaryThis bill requires private firearm transfers between individuals to go through a licensed dealer who must conduct a background check. It applies to most private sales but includes exceptions for transfers between family members (like parents and children), law enforcement, emergencies preventing harm, and temporary loans at shooting ranges or for hunting. Dealers must provide background check notices in both English and Spanish. The law aims to prevent prohibited individuals from obtaining firearms through private transactions while maintaining existing state authority on firearm laws.
