Strength in Diversity Act of 2021 This bill establishes a program through which the Department of Education may award planning and implementation grants to specified educational agencies (e.g., local educational agencies) to improve diversity and reduce or eliminate racial or socioeconomic isolation in publicly funded early childhood education programs, public elementary schools, or public secondary schools.

Access to Birth Control Act This bill requires pharmacies to comply with certain rules related to ensuring access to contraceptives. Pharmacies may refuse to provide a contraceptive to a customer (1) if the customer lacks a valid prescription for a prescription contraceptive or is unable to pay for the contraceptive, or (2) based on a pharmacy employee's professional clinical judgment. The bill also establishes a private cause of action and civil monetary penalties for violations of the bill.
Original Slavery Remembrance Day Resolution This joint resolution designates a Slavery Remembrance Day annually and condemns slavery and its progenies.
This resolution (1) censures Representative Paul Gosar for posting a certain video on his social media accounts that depicts violence against Representative Alexandria Ocasio-Cortez and President Joseph R. Biden , and (2) removes him from the Committee on Natural Resources and the Committee on Oversight and Reform.
Understanding the True Cost of College Act of 2021 This bill requires standardized financial aid terminology and offer forms. Specifically, the Department of Education (ED) must develop standard terminology and a format for financial aid offer forms based on recommendations from representatives of certain groups, including students, veterans, and institutions of higher education (IHEs). The consumer-friendly form must include specified details and disclosures, including the estimated cost of attendance, the net price that a student or family is estimated to pay, and the terms and conditions of financial aid. In addition, ED must (1) test the form with representatives of students, students' families, IHEs, secondary school and postsecondary counselors, and nonprofit consumer groups; and (2) use the results to develop the final form. Each IHE that participates in federal student-aid programs must (1) use the standard form when offering financial aid to students, and (2) use the standard terminology and definitions developed by ED for all communications related to financial aid offers.
Traveling Exotic Animal and Public Safety Protection Act of 2021 This bill prohibits the use of exotic or wild animals in performances of a traveling animal act, such as a circus, carnival, or parade. The prohibition does not apply to zoos, aquariums, research facilities, wildlife sanctuaries, and other entities. The prohibition also does not apply to domestic animals or farm animals.
Restoring Brand USA Act This bill requires the Department of the Treasury to make $250 million available (out of unobligated balances remaining from certain fees collected by Treasury) for the Corporation for Travel Promotion, also known as Brand USA.
Leveraging and Energizing America's Apprenticeship Programs Act or the LEAP Act This bill allows employers a business-related tax credit of $1,500 for hiring an apprenticeship employee who has not attained age 25 at the close of the taxable year or $1,000 for an apprenticeship employee who has attained age 25. The bill allows the credit for no more than two taxable years with respect to any apprenticeship employee. An apprenticeship employee is an employee who is employed in an officially-recognized apprenticeable occupation pursuant to an apprentice agreement registered with the Office of Apprenticeship of the Employment and Training Administration of the Department of Labor or a state apprenticeship agency. The Office of Management and Budget must coordinate with federal departments and independent agencies to (1) determine which government publications could be available on government websites and no longer printed, (2) devise a strategy to reduce overall government printing costs over the 10-year period beginning with FY2020, (3) establish government-wide guidelines on employee printing, and (4) issue guidelines for publicly disclosing information about the publication of government documents.
Veterans and Consumers Fair Credit Act This bill applies certain military consumer credit protections to all consumers. Specifically, the bill caps the interest rate on extensions of consumer credit at 36%.
