Pay Our Coast Guard Parity Act of 2025

Pay Our Coast Guard Parity Act of 2025 This bill provides continuing appropriations to the Coast Guard for pay and benefits when there is a Coast Guard-specific funding lapse. Under the bill, a  Coast Guard-specific funding lapse occurs when (1) a bill providing appropriations for the Coast Guard for a fiscal year has not been enacted before the beginning of that fiscal year, and no joint resolution providing continuing appropriations for the Coast Guard is in effect; and (2) a bill providing appropriations for the Department of Defense (DOD) for the fiscal year has been enacted before the beginning of the fiscal year, or a joint resolution providing continuing appropriation for DOD is in effect.  If a Coast Guard-specific funding lapse occurs, the bill provides appropriations to the Coast Guard for pay and allowances for military members of the Coast Guard who perform active service or inactive-duty training; pay and benefits for certain civilian employees and contract employees; the payment of a death gratuity; payments for travel related to funerals, the dignified transfer of remains, and unit memorial services; and the temporary continuation of the basic allowance for housing for dependents of members of the Coast Guard dying on active duty. The bill generally provides the appropriations to the Coast Guard until the earlier of the enactment of specified Coast Guard appropriations legislation, the termination of the availability of appropriations for DOD, or two weeks after the beginning of the Coast Guard-specific funding lapse.

North Platte Canteen Congressional Gold Medal Act

Maddy summaryHR 1502 authorizes the creation of a Congressional Gold Medal to honor the volunteers and communities (primarily from Nebraska, Colorado, and Kansas) who supported the North Platte Canteen during World War II. The bill directs the Treasury Secretary to design and strike the medal, which will be presented to the individuals who contributed to the canteen’s operations and then permanently displayed at the Lincoln County Historical Museum in North Platte, Nebraska. It also permits the sale of bronze duplicates to cover production costs, with proceeds going to the U.S. Mint. This is a commemorative measure recognizing historical service, not a policy change affecting current laws or programs.

For the relief of Ruslana Melnyk and Mykhaylo Gnatyuk.

Maddy summaryThis bill grants permanent resident status (green card) to two specific individuals, Ruslana Melnyk and Mykhaylo Gnatyuk, bypassing standard immigration rules. It allows them to apply for permanent residency within two years of the bill's enactment, with their status backdated to the bill's passage date if they enter before the deadline. The bill also requires a reduction of two immigrant visas in their countries of origin (Ukraine, based on the names) for the current or next fiscal year to offset the granted status. Additionally, it bars their natural parents, siblings, and brothers from receiving any immigration benefits based on their relationship to these individuals. This is a targeted legislative act for two named people, not a broader policy change.

9/11 Responder and Survivor Health Funding Correction Act of 2025

Maddy summaryHR 1410 expands access to mental health care for 9/11 responders and survivors by allowing licensed mental health providers (not just physicians) to conduct initial health evaluations and certifications under the World Trade Center Health Program. It adjusts the program’s funding formula to account for changing enrollment numbers by linking annual funding to the previous year’s enrollment ratio, and clarifies that deceased individuals are excluded from enrollment counts. The bill also extends the timeframe for adding new health conditions to the program’s list and requires a 2028 report assessing long-term funding needs through 2090. These changes aim to streamline eligibility, improve care access, and ensure sustainable funding for the program.

To amend the Internal Revenue Code of 1986 to extend the temporary increase in limitation on the cover over of distilled spirits taxes to Puerto Rico and the Virgin Islands.

It amends the tax code to change the end date for a reduced tax coverage limit from January 2022 to January 2032. The change applies to distilled spirits imported into these territories after December 31, 2021. Food Deserts Act

Maddy summaryThe Food Deserts Act (HR 484) creates a federal grant program to help establish grocery stores in underserved communities by providing capitalization grants to states. States would use these grants to build revolving funds that make low-interest loans to grocery stores meeting specific criteria, such as offering unprocessed foods, affordable pricing, and local hiring. The program prioritizes stores that source from local farms, provide nutrition education, and commit to keeping healthy foods in stock, while requiring applicants to contribute 20% of loan costs from non-federal funds. It authorizes $150 million for fiscal year 2026 to support these loans, which must be repaid over up to 30 years to replenish the revolving fund for future use.

TIPS Act

Maddy summaryThis bill (HR 1314, TIPS Act) requires employers to pay tipped workers the standard federal minimum wage instead of the current lower rate (currently $2.13/hour), directly affecting workers in hospitality, food service, and similar roles. It also creates a new tax deduction for cash tips received in qualifying jobs (e.g., restaurants, hotels), allowing workers to deduct these tips from taxable income up to $112,500 in adjusted gross income. The deduction applies only to tips from unrelated customers without business ownership stakes, excluding credit card tips. The tax provisions take effect for 2026 tax years.

Black History Matters Act

Maddy summaryThe Black History Matters Act directs the National Museum of African American History and Culture to study how public elementary and secondary schools teach Black history across the U.S. The study will identify which schools require this education, assess teaching quality through classroom discussions and materials, and examine how schools measure student learning. It requires the Director to complete the study within three years of the bill’s passage and submit a report to Congress within 180 days of completion. The bill does not change school curricula but aims to gather data on existing practices to inform future education policies. This study directly affects all public schools covered under the Elementary and Secondary Education Act.
