Gun Violence Prevention and Safe Communities Act of 2022 This bill increases by .5% the excise tax on firearms, including pistols, revolvers, and shells and cartridges. The bill establishes the Gun Violence Prevention Trust Fund into which the increased tax revenues are deposited to fund gun violence prevention programs. The Trust Fund creates separate accounts for violence prevention, gun violence research, hate crimes data collection and enforcement, and firearm forensics. The bill also requires an inflation adjustment to the amount of the special tax on importers, manufacturers, and dealers in firearms and the transfer tax on firearms.
State Firearms Dealer Licensing Enhancement Act This bill authorizes the Department of Justice to award grants to states and tribal governments for the development, implementation, improvement, or evaluation of firearms dealer licensing programs.
Governing Unaccredited Representatives Defrauding VA Benefits Act or the GUARD VA Benefits Act This bill imposes criminal penalties and/or fines on individuals for directly or indirectly soliciting, contracting for, charging, or receiving any unauthorized fee or compensation with respect to the preparation, presentation, or prosecution of any claim for Department of Veterans Affairs benefits. The attempted commission of such offenses is also punishable by fine or imprisonment.
Law Enforcement De-Escalation Training Act of 2022 This bill directs the Department of Justice (DOJ) to develop scenario-based training curricula (or identify existing curricula) that includes topics such as alternatives to the use of force, de-escalation tactics, and safely responding to an individual experiencing a mental, behavioral health, or suicidal crisis. The bill also directs DOJ to make grants to states for costs associated with providing the training to law enforcement officers or mental health professionals.
PREA Rights Enforcement Act of 2022 This bill allows a person to file a civil action against the United States for violations in a federal prison of established national standards for the detection, prevention, reduction, and punishment of prison rape.
Stop Hate Acts of White Supremacy Act This bill expands federal hate crime offenses to include willfully causing (or attempting to cause) bodily injury to another because of a white supremacy based motivation against any person. Additionally, the bill specifies that a hate crime offense in furtherance of a white supremacy based motivation is subject to an enhanced penalty—a prison term of any years or for life.
Stealthing Act of 2022 This bill establishes a civil action for the nonconsensual removal of a sexual protection barrier (e.g., a condom). A person may recover compensatory and punitive damages, injunctive and declaratory relief, and such other relief as a court may deem appropriate.
Consent is Key Act This bill directs the Department of Justice to increase a state's allocation of funds under the Sexual Assault Services Program if the state has in effect a law that authorizes civil damages and equitable relief against a person who engages in the nonconsensual removal of a sexual protection barrier (e.g., a condom).
