Community Solar Consumer Choice Act of 2023

Maddy summaryThe Community Solar Consumer Choice Act of 2023 requires electric utilities to offer community solar programs that provide equitable access for all customers, including low-income households. It establishes a federal program under the Department of Energy to increase community solar access for low-income individuals, businesses, nonprofits, and state/local governments through technical assistance, support for innovative financing models, and data sharing from national laboratories. The program aligns with existing federal efforts for low-income communities and mandates that utilities begin implementing these programs within one year, completing full compliance within two years. This policy directly affects utilities, low-income ratepayers, and community solar developers by creating new requirements and resources for expanded solar access.

Efficient Grid Interconnection Act of 2023

Efficient Grid Interconnection Act of 2023 This bill establishes requirements concerning (1) the equitable allocation of costs for electric grid upgrades; and (2) the deployment of grid enhancing technology or equipment that increases the capacity, efficiency, or reliability of a transmission facility or transmission system. Specifically, it directs the Federal Energy Regulatory Commission (FERC) to issue regulations that require public electric utilities to allocate the cost of upgrades to the electric grid, such as upgrades to interconnect renewable generation projects, among all customers that benefit from the upgrades. In determining which parties benefit, FERC must consider all material benefits of the network upgrade, including environmental benefits and those that cannot be directly quantified. In addition, FERC must issue regulations that apply to regional transmission organizations, independent system operators, or transmission planning coordinators when they are processing requests to interconnect generation projects or energy storage projects to the electric grid. The regulations must require such organizations, operators, and coordinators to study deploying technology or equipment that increases the capacity, efficiency, or reliability of a transmission facility or transmission system.

REEF Act

Maddy summaryHR 2785, the REEF Act, amends a 2020 law to change when certain payments from the Railroad Unemployment Insurance Account take effect. It retroactively applies changes to these payments as if they had been in place before the national emergency related to the COVID-19 pandemic ended. This directly affects railroad workers who receive unemployment benefits through this account, ensuring they receive payments under the revised timing. The bill's key change is making the effective date of these payment rules apply retroactively from before the pandemic emergency period.

The legislation directly affects all immigrants held in DHS custody, including children, vulnerable persons, and primary caregivers, with specific protections for these groups in detention procedures.

Keep Our PACT Act

Maddy summaryHR 2715, the Keep Our PACT Act, mandates increased federal funding for two key education programs. It requires specific annual funding levels for Title I of the Elementary and Secondary Education Act (which supports high-poverty schools) and the Individuals with Disabilities Education Act (IDEA), guaranteeing students with disabilities access to a high-quality education. The bill sets mandatory funding amounts that rise each year, with IDEA funding gradually increasing to reach 40% of the national average per-pupil expenditure for students with disabilities by fiscal year 2033. This directly affects school districts receiving Title I funds and states administering IDEA services for students with disabilities. The bill fulfills a prior commitment made under the Individuals with Disabilities Education Improvement Act of 2004.

Do No Harm Act

Maddy summaryHR 2725, the "Do No Harm Act," amends the Religious Freedom Restoration Act (RFRA) to clarify that RFRA does not apply when federal laws protect against discrimination or promote equal opportunity. It specifically exempts protections under the Civil Rights Act, Americans with Disabilities Act, workplace benefits like leave, child labor safeguards, and healthcare access from RFRA challenges. The bill also clarifies that RFRA does not block private lawsuits between individuals, applying only to cases involving government entities. This amendment ensures that existing federal civil rights and workplace protections remain enforceable under RFRA.

Latonya Reeves Freedom Act of 2023

Maddy summaryThe Latonya Reeves Freedom Act of 2023 strengthens the Americans with Disabilities Act's requirement that individuals with disabilities receive long-term services and supports in community settings rather than institutions. It defines "community-based" services to include specific housing options where individuals with disabilities can live independently with maximum control over their lives, including access to integrated housing, employment, and community participation. The bill requires states to develop transition plans to move people from institutional settings to community-based services within 12 years, with measurable annual targets for reducing institutionalization. It establishes enforcement mechanisms through the Department of Justice and Department of Health and Human Services to ensure compliance with these requirements.
