Raise the Age Act of 2025

Maddy summaryThis bill would require federal firearms licensees to prohibit sales of specific high-capacity rifles and shotguns to people under 21. It targets semiautomatic centerfire rifles and shotguns capable of holding more than 5 rounds in their magazines, raising the age limit from 18 to 21 for these weapons. Exceptions apply for active military members and certain government employees authorized to carry firearms. The law directly affects gun retailers and individuals under 21 seeking to purchase these specific firearms. It modifies existing federal gun sale rules without changing age requirements for other firearms.

Paycheck Fairness Act

Maddy summaryThe Paycheck Fairness Act strengthens equal pay protections by expanding the definition of "sex" to include pregnancy, childbirth, sexual orientation, gender identity, and sex characteristics. It modifies employer defenses for pay disparities to require proof that any pay difference is job-related, not based on sex, and accounts for the entire pay gap. The bill prohibits employers from asking about salary history, enhances penalties for violations, and requires employers with 100+ employees to collect and report detailed pay data by race, sex, and job category. It also establishes training programs for employers on eliminating pay bias and creates a National Equal Pay Enforcement Task Force to coordinate enforcement efforts. This legislation directly affects employers, particularly those with 100+ employees, and aims to address pay disparities impacting women, people of color, and other underrepresented groups.

Establishing the ratification of the Equal Rights Amendment.

Maddy summaryH.J. Res. 80 would declare the Equal Rights Amendment (ERA) part of the U.S. Constitution, asserting it has been ratified by 38 states (three-fourths of the states) despite the original 1972 deadline. If passed, this resolution would formally establish the ERA as a constitutional amendment, requiring all federal and state laws to align with its gender equality protections. The bill does not create new laws but confirms the ERA's status as part of the Constitution, affecting how laws are interpreted and enforced. It is a procedural step to resolve the legal dispute over the ERA's validity after decades of debate.

Expressing the sense of the House of Representatives that every person has the basic right to emergency health care, including abortion care.

Maddy summaryHRES 238 is a non-binding House resolution expressing the House's position that every person has the basic right to emergency health care, including abortion care during medical emergencies. It does not create new laws or alter existing regulations but formally states the House's view that abortion restrictions in emergencies endanger patients' health and lives. The resolution specifically highlights how current abortion bans put pregnant people at risk during life-threatening conditions like hemorrhage or infection, disproportionately impacting Black, Indigenous, people of color, immigrants, and low-income individuals. It serves as a symbolic statement opposing policies that restrict emergency reproductive care access.

Air America Act of 2025

Maddy summaryThe Air America Act of 2025 authorizes one-time payments of $40,000 to individuals who worked for Air America or its affiliated companies for at least five years during 1950-1976, or to their surviving spouses, children, or dependents. Additional payments of $8,000 per full year beyond five years are allowed. The program is capped at $60 million total funding, with claims required within two years of final regulations. Payments are a single lump sum with no ongoing benefits, and the bill explicitly states it does not create new entitlements beyond this one-time award.

Preventing Illegal Weapons Trafficking Act of 2025

Maddy summaryHR 2105, the Preventing Illegal Weapons Trafficking Act of 2025, requires federal agencies (Attorney General, Homeland Security, and Treasury) to develop a strategy within 120 days to stop the illegal trafficking of machinegun conversion devices - parts that turn standard firearms into automatic weapons. The strategy must improve detection at ports, coordinate federal and local law enforcement (including ATF and FBI), trace devices used in crimes, train officers, and address 3D-printed devices. It also amends tax law to forfeit profits from illegal machinegun trafficking and mandates annual reports tracking crimes involving these devices and their origins (U.S. or foreign). The bill directly affects federal, state, and local law enforcement agencies responsible for weapons enforcement.

Protecting our Guests During Hostilities in Ukraine Act

Maddy summaryHR 2118, the Protecting our Guests During Hostilities in Ukraine Act, establishes "Ukrainian guest status" for individuals paroled into the U.S. under the Uniting for Ukraine program (announced April 21, 2022). This status, effective from their initial parole date, grants eligible Ukrainians work authorization and temporary legal presence. The status expires 120 days after the Secretary of State determines hostilities in Ukraine have ceased and safe return conditions exist. It may be revoked if the Secretary of Homeland Security finds an individual meets specific immigration grounds for removal under the Immigration and Nationality Act.

Recognizing the contributions of the Charles B. Rangel Graduate Fellowship Program, the Thomas R. Pickering Foreign Affairs Graduate Fellowship Program, the William D. Clarke, Sr. Diplomatic Security Fellowship, and the Donald M. Payne International Development Graduate Fellowship Program to advance America's national security, development, and diplomacy efforts.

Maddy summaryHRES 219 is a resolution recognizing four fellowship programs that support diversity in U.S. foreign affairs careers. These programs - the Charles B. Rangel Graduate Fellowship, Thomas R. Pickering Foreign Affairs Graduate Fellowship, William D. Clarke, Sr. Diplomatic Security Fellowship, and Donald M. Payne International Development Graduate Fellowship - help recruit underrepresented groups, including minority and economically disadvantaged students, for roles in diplomacy and development. The resolution emphasizes that these statutorily mandated programs strengthen national security and foreign policy by building a more diverse workforce for agencies like the State Department and USAID. It also notes these programs have historically drawn from over 500 colleges and all 50 states.

Access to Family Building Act

Maddy summaryThe Access to Family Building Act establishes legal rights for individuals seeking fertility care and health care providers offering assisted reproductive technology (ART) services. It prohibits states or localities from imposing unreasonable restrictions on ART access - such as excessive costs, health barriers, or arbitrary limitations - that don’t advance safety or health outcomes. The bill allows patients, providers, or insurers to sue to enforce these rights, while explicitly preserving state health/safety regulations that protect patient safety. It does not override existing state insurance laws or require changes to medical facility safety standards. This bill directly affects patients pursuing fertility treatment, fertility clinics, and health insurers covering ART services.

Metastatic Breast Cancer Access to Care Act

Metastatic Breast Cancer Access to Care Act This bill expedites payment of Social Security Disability Insurance (SSDI) benefits and eligibility for Medicare coverage for those with metastatic breast cancer (i.e., breast cancer that has spread to other sites in the body). Specifically, the bill eliminates the 5-month waiting period for SSDI benefits and the subsequent 24-month waiting period for Medicare coverage for individuals with metastatic breast cancer. Under current law, individuals generally must wait 5 months after the onset of disability to begin receiving SSDI benefits and an additional 24 months to become eligible for Medicare.
