Health Care Affordability Act of 2021 This bill revises the tax credit for health care premium assistance to expand the eligibility of low-income taxpayers for such credit and  reduce the cost of health care premiums.

Honoring Our WWII Merchant Mariners Act of 2021 This bill requires the Department of Veterans Affairs to distribute a payment of $25,000 to U.S. merchant marines who engaged in qualified service during World War II. To be eligible, an individual must apply for the benefit and must not have received benefits under the Servicemen's Readjustment Act of 1944. The bill sets forth what constitutes qualified service, including time frame of service and licensing requirements.

USPS Fairness Act This bill repeals the requirement that the U.S. Postal Service annually prepay future retirement health benefits.

Emergency Water is a Human Right Act This bill creates a grant program, administered by the Department of Health and Human Services, to provide funds to states and Indian tribes to assist low-income households that pay a high proportion of household income for drinking water and wastewater services. Further, any entity receiving financial assistance under this grant program must ensure that no home energy service or public water system service is or remains disconnected or interrupted during the COVID-19 (i.e., coronavirus disease 2019) public health emergency.

This resolution mourns the death of U.S. Capitol Police Officer Brian D. Sicknick, and it honors his lifelong commitment to service and his selfless acts of heroism on January 6, 2021.

This resolution expresses the gratitude of the House of Representatives to the members of the National Guard and law enforcement agencies who were deployed to the District of Columbia to ensure a safe and secure environment for the 59th inauguration.

Raise the Wage Act of 2021 This bill increases the federal minimum wage for regular employees over a 5-year period, for tipped employees, and for newly hired employees who are less than 20 years old. The bill sets forth a schedule of annual increases in the federal minimum wage for individuals with disabilities. The Department of Labor shall no longer issue special certificates for the payment of subminimum wages to such individuals after the final wage increase under this bill for such individuals takes effect. Labor shall provide, upon request, technical assistance and information to employers to (1) help them transition their practices to comply with wage increases and other requirements under this bill for individuals with disabilities, and (2) ensure continuing employment opportunities for such individuals. The bill eliminates the separate minimum wage requirements for tipped, newly hired, and disabled employees. After a specified period, these employees shall be paid the same minimum wage as regular employees. Labor must publish any increase in the minimum wage in the Federal Register and on its website 60 days before it takes effect.

Health Care Fairness for Military Families Act of 2021 This bill modifies the extension of dependent coverage under TRICARE by allowing a dependent under the age of 26 to be covered without an additional premium. Additionally, the bill authorizes such coverage of dependents without a premium regardless of whether they are eligible to enroll in an employer sponsored plan.

This bill establishes in the legislative branch the National Commission on the Insurrectionist Attack Upon the United States Capitol. The commission shall (1) conduct an investigation that investigates relevant facts and circumstances relating to the insurrectionist attack on January 6, 2021, that ascertains, evaluates, and reports on the evidence developed by all relevant sources and that builds upon the investigations of other entities; (2) identify, review, and evaluate the lessons learned from the attacks regarding the structure, coordination, management, policies, and procedures of the federal government, and, if appropriate, state and local governments and nongovernmental entities, relative to detecting, preventing, and responding to such attacks; and (3) report to Congress and the President. The investigation may include relevant facts and circumstances relating to intelligence agencies, law enforcement agencies, the flow of assets to insurrectionist and domestic terrorist organizations, the role of congressional oversight and resource allocation, and other areas of the public and private sectors deemed relevant.

This resolution expresses the sense of the House of Representatives that the U.S. Postal Service should issue a commemorative stamp series honoring women veterans.
