Maddy summaryThis bill requires the Bureau of Prisons to develop and implement a strategy for scanning all incoming mail at federal prisons to stop fentanyl and other synthetic drugs from entering facilities. It directs the Bureau to evaluate existing scanning technology within 180 days and submit a detailed plan to Congress within 90 days, including how to provide digital copies of mail to inmates within 24 hours and physical copies within 30 days (if safe). The strategy must achieve 100% mail scanning capacity at all federal prisons, prioritize high-security facilities, and include a budget proposal for fiscal years 2024-2026. This directly affects federal prisons, inmates, and Bureau employees by changing mail processing procedures to enhance safety and reduce staffing burdens from manual mail checks.

Maddy summaryHR 4921 requires the Department of Veterans Affairs (VA) to add specific information to forms veterans use to apply for disability or pension benefits. It mandates that covered forms include three key statements: (1) veterans can choose their own medical provider for disability questionnaires, (2) veterans may submit forms anytime during their claim process, and (3) clear methods to access forms without internet use. The bill defines "covered forms" as those for Chapter 11/15 benefits and VA Form 21-0966, and directs the VA to update its "How to file a VA disability claim" website with this information. This change directly affects veterans navigating the benefits application process, aiming to improve clarity and accessibility. The policy focuses on modifying existing application materials without altering benefit eligibility or funding.
Investing in Rural America Act This bill allows Farm Credit System (FCS) institutions to provide financing and technical assistance for essential community facility projects as part of the Department of Agriculture's Community Facilities Direct Loan & Grant Program. (This program provides funding to develop essential community facilities in rural areas.) The FCS financing and technical assistance may be provided in order to make capital available to develop, build, maintain, improve, or provide other support for essential community facilities in rural communities (e.g., certain facilities that provide healthcare, community support, public safety, educational, or utility services). Under the bill, the financing provided by an FCS institution may not exceed 15% of the institution’s total assets unless the FCS institution offers at least one non-FCS lending institution an interest in the financing under reasonable terms and conditions acceptable to the borrower. The FCS institution must also report the offer to the Farm Credit Administration (FCA). The FCA must submit an annual report to Congress on the activities undertaken by FCS institutions under this bill, including through the partnerships between FCS institutions and other lending institutions. The FCA must post the report on the agency's website.
Maddy summaryHRES 503 is a procedural resolution introduced to impeach President Joe Biden, alleging he abused his power and neglected his duties by failing to enforce immigration laws and secure the southern border. The resolution claims the administration released over 2 million illegal aliens without proper processing, ended border security programs like the Migrant Protection Protocols, and contributed to a fentanyl crisis resulting in over 100,000 deaths. As an impeachment resolution, it does not enact policy changes but would, if passed by the House, send the articles of impeachment to the Senate for trial. This is a formal procedural step, not a legislative bill with direct policy effects.
Maddy summaryHRES 652 is a resolution introduced by Rep. Steube on August 11, 2023, proposing to impeach President Joe Biden for "high crimes and misdemeanors." It outlines four articles of impeachment: (1) abuse of power related to his sons' business dealings with foreign entities, (2) obstruction of justice regarding investigations into Hunter Biden's affairs, (3) fraud through false business promises leveraging Biden's name, and (4) financial involvement in drug and prostitution activities via intertwined family finances. The resolution describes these as alleged violations of federal law but does not represent a passed law or verified findings. This procedural resolution was referred to the Judiciary Committee and did not advance further.
Maddy summaryHR 5167, the Protecting Girls with Turner Syndrome Act of 2023, prohibits abortions performed specifically because of a prenatal diagnosis of Turner syndrome - a chromosomal condition affecting females (missing or partially missing X chromosome). It requires medical providers to ask pregnant patients about Turner syndrome diagnoses and inform them of the prohibition before performing an abortion based on that diagnosis. Violations could result in criminal penalties (up to 5 years imprisonment) or civil lawsuits allowing victims (including women, fathers, or grandparents) to seek damages and injunctions. The bill also mandates privacy protections for women involved in such cases and bars federal funding for violations.
Maddy summaryHR 5095, the FREEZE Act, imposes a hiring freeze at the U.S. Department of Education (DOE), prohibiting new appointments or positions starting on the bill's enactment date. It permanently cancels any excess funds in the DOE's unobligated budget balance - specifically, sums beyond what's needed to cover current employees' salaries and expenses. The bill also prohibits using federal funds to violate the hiring freeze, ensuring no new positions or salaries are funded. This directly affects the DOE's staffing and budget operations, redirecting unused funds rather than increasing spending.
Maddy summaryHR 5130, the "Finish It Act," requires the Department of Defense to use stored border wall construction materials (valued at approximately $300 million) for building permanent barriers along the U.S.-Mexico border within 30 days of the bill's enactment. It mandates that states receiving materials certify they will use them exclusively for border barriers, with penalties for unused materials (requiring repayment of the original cost) and imposes a 1% budget cut for every two days of delay in implementation. The bill also demands a detailed report from the Department of Defense within 90 days, including internal communications about storage costs and contracts with private landowners. This legislation directly affects the Department of Defense and border states, focusing on redirecting existing resources rather than creating new funding or construction.
Maddy summaryThis bill amends the Workforce Innovation and Opportunity Act to require states receiving federal workforce development funds to prioritize programs based on evidence of effectiveness. Specifically, states must describe in their plans how they will give highest priority to "high-evidence" programs (proven through multiple rigorous studies), followed by "moderate-evidence" programs, and then "low-evidence" programs. The bill defines these evidence tiers clearly, requiring states to fund interventions shown to produce positive results in well-conducted studies or credible research. This directly affects state workforce agencies managing federal grants under WIOA.
Maddy summaryHR 5073, titled the "Promoting Domestic Energy Production Act," is a tax code amendment affecting oil and gas companies. It changes how businesses calculate adjusted financial statement income by removing specific deductions related to intangible drilling and development costs from their financial reports. The bill requires companies to disregard depreciation and depletion expenses taken into account on their financial statements for these costs when computing taxable income. This applies to tax years beginning after December 31, 2022, directly impacting oil and gas producers who use these accounting methods. The bill does not create new energy policies but alters tax accounting rules for the industry.
