Agricultural Intelligence Measures Act or the AIM Act This bill establishes the Office of Intelligence in the Department of Agriculture (USDA) under the National Intelligence Program. The office must leverage the capabilities of the intelligence community and the intelligence-related research of the National Laboratories to ensure that USDA is fully informed of threats by foreign actors to U.S. agriculture; focus on understanding foreign efforts to steal U.S. agriculture knowledge and technology, and develop or implement biological warfare attacks, cyber or clandestine operations, or other means of sabotaging and disrupting U.S. agriculture; prepare, conduct, and facilitate intelligence briefings for USDA; operate as the liaison between USDA and the intelligence community, with the authority to request intelligence collection and analysis on matters related to U.S. agriculture; collaborate with the intelligence community to downgrade intelligence assessments for broader dissemination within USDA; and facilitate the sharing of information on foreign activities related to agriculture with the intelligence community.

Modern GI Bill Act This bill authorizes individuals who are entitled to educational assistance under the Post-9/11 GI Bill to apply amounts of such assistance to repay federal student loans for up to 36 months. The bill sets a cap and annual cost-of-living increases for the amount of educational assistance that may be paid to an individual under this bill during FY2020 and the following years.

Hong Kong Safe Harbor Act This bill designates certain Hong Kong residents with priority status for refugee consideration and contains other related provisions. An individual and certain family members shall have such priority status if the individual (1) is a Hong Kong resident who suffered persecution or has a well-founded fear of persecution as a result of peaceful political activity; or (2) has been formally charged, detained, or convicted for certain peaceful actions. An individual receiving refugee status under this bill shall not be counted against various numerical limitations. When determining whether an individual shall be admitted as a refugee under this bill, an individual whose citizenship, nationality, or residency was revoked for submitting a nonfrivolous application for a U.S. immigration benefit shall be considered to have suffered persecution on account of political opinion. The general presumption that an alien is seeking immigrant status shall not apply to certain Hong Kong residents seeking asylum into the United States. (Typically, an alien seeking admission as a nonimmigrant must establish that the alien does not intend to immigrate to the United States.) This exception to the presumption shall apply to certain individuals involved in the 2019 and 2020 protests against China's encroachment into Hong Kong's autonomy (Hong Kong is a part of China but has a separate legal and economic system). An individual from Hong Kong may not be denied admission into the United States if the primary reason for the denial is a politically motivated government action against the individual's involvement in protests.

This joint resolution proposes an amendment to the Constitution to require that the Supreme Court consist of nine Justices.

This resolution honors Officers Brian Sicknick and Howard Liebengood of the U.S. Capitol Police, and it commends the bravery and service demonstrated by officers of the U.S. Capitol Police, the Metropolitan Police Department of the District of Columbia, and the other law enforcement agencies and protective entities that assisted in responding to the January 6, 2021, attack on the U.S. Capitol.

Medicare Audiologist Access and Services Act of 2021 This bill provides for Medicare coverage of certain audiologist services. Specifically, the bill expands coverage to include diagnostic and treatment services that are furnished by audiologists and that would otherwise be covered if provided by a physician, including incidental services, regardless of whether such services are provided pursuant to a referral from, or under the supervision of, a physician or other health care practitioner.

Nutrition Counseling Aiding Recovery for Eating Disorders Act of 2021 or the Nutrition CARE Act of 2021 This bill provides for Medicare coverage of medical nutrition therapy services for individuals with eating disorders. Such services must be furnished by a registered dietitian or nutrition professional pursuant to a referral from a physician, psychologist, or other authorized mental health professional.

Treat and Reduce Obesity Act of 2021 This bill expands Medicare coverage of intensive behavioral therapy for obesity. Specifically, the bill allows coverage for therapy that is provided by (1) a physician who is not a primary care physician; or (2) other health care providers (e.g., physician assistants and nurse practitioners) and approved counseling programs, if provided upon a referral from, and in coordination with, a physician or primary care practitioner. Currently, such therapy is covered only if provided by a primary care practitioner. The bill also allows coverage under Medicare's prescription drug benefit of drugs used for the treatment of obesity or for weight loss management for individuals who are overweight.

Research Investment to Spark the Economy Act of 2021 or the RISE Act of 2021 This bill authorizes the Departments of Agriculture, Commerce, Defense, Education, Energy, the Interior, Health and Human Services, and Transportation, National Aeronautics and Space Administration (NASA), National Science Foundation, and Environmental Protection Agency to provide support for research regarding COVID-19 (i.e., coronavirus disease 2019) or research disrupted by the COVID-19 pandemic. Support may be used to provide supplemental funding to extend the duration of a grant to a research institution, national laboratory, or individual that was awarded prior to the enactment of this bill, or to expand the purposes of such a grant as specified; issue awards to research the effects of the current pandemic and potential future pandemics; and provide flexibility on awards to account for facility closures or other limitations during the COVID-19 public health emergency. Agencies must provide the support as rapidly as possible. Provided funds shall remain available through FY2021.

Thin Blue Line Act This bill expands the list of statutory aggravating factors in death penalty determinations to also include killing or targeting a law enforcement officer, firefighter, or other first responder.
