Access to Congressionally Mandated Reports Act This bill requires the Government Publishing Office (GPO) to establish and maintain a publicly available online portal containing copies of all congressionally mandated reports. A federal agency must submit a congressionally mandated report and specified information about the report to the GPO between 30 and 45 days after submission of the report to either chamber or to any congressional committee or subcommittee. Upon the written request of the chair of a congressional committee or subcommittee to the GPO, a report submitted to that committee or subcommittee shall not be submitted or published on the portal. Federally chartered corporations, the Government Accountability Office, and any elements of the intelligence community are excluded from the requirements of this bill. The Office of Management and Budget must issue guidance to federal agencies on the bill's requirement for agencies to submit copies of congressionally mandated reports and related information to the GPO.

Training for Realtime Writers Act of 2021 This bill establishes a grant program to recruit, train, and place real-time writers for closed captioning of television programming. Specifically, the bill requires the Department of Education to award grants to court reporting programs that possess the most substantial capacity to train real-time writers for closed captioning English and Spanish video programming. Grant recipients shall use the funds to recruit, train and assist, and place real-time writers.
This resolution denounces socialism and opposes the implementation of socialist policies in the United States.
Entrepreneurs Need Timely Replenishment (for) Eating Establishments Act or the ENTRÉE Act This bill provides FY2021 supplemental appropriations for the Restaurant Revitalization Fund and modifies requirements related to administration of the fund. The fund was established in response to COVID-19 to make grants to eligible food and beverage purveyors for covering specified costs such as payroll, operational expenses, and paid sick leave. The bill correspondingly rescinds unobligated amounts previously made available for the Economic Injury Disaster Loan Program and coronavirus state and local fiscal recovery funds. Further, the bill requires the Small Business Administration (SBA) to (1) review and process grant applications in the order in which they are received; (2) impose requirements on applicants that reduce waste, fraud, and abuse; and (3) submit and report monthly on an oversight and audit plan outlining the SBA's policies, procedures, and activities with respect to these grants.
This bill provides supplemental FY2021 appropriations to the National Guard for its response to the events at the U.S. Capitol on January 6, 2021. The bill designates the funding as emergency spending, which is exempt from discretionary spending limits.
Year-Round Fuel Choice Act of 2021 This bill amends the Clean Air Act to address the limitations on Reid vapor pressure (a measure of gasoline's volatility) that are placed on gasoline during the summer ozone season. The bill applies the Reid vapor pressure requirements that are applicable to gasoline blended with 10% ethanol (E10) to gasoline blended with more than 10% ethanol. Thus, the waiver given to E10 gasoline, which allows an increase in the Reid Vapor Pressure volatility, is extended to gasoline blended with more than 10% ethanol.
Technical Reset to Advance the Instruction of Nurses Act or the TRAIN Act This bill modifies the methodology and application of Medicare Advantage nursing and allied health education payments for hospitals. Specifically, for 2010-2019, the bill eliminates the annual cap on total payments and excludes any resulting increase from factoring into calculations for graduate medical education payments for such hospitals. (The Centers for Medicare & Medicaid Services recently issued guidance providing for the recalculation and correction of certain payments to account for the annual payment cap.)
Lincoln Home National Historic Site Boundary Modification Act This bill modifies the boundary of the Lincoln Home National Historic Site in Illinois as generally depicted on the map titled Proposed Boundary Expansion of the Lincoln Home National Historic Site and dated February 26, 2021. To improve accessibility, the Department of the Interior shall modify the following areas located within the boundary of the historic site to provide universal design and accessibility by raising the height of the street to match the height of the sidewalk with no sloped surfaces: the intersection at 8th Street and Jackson Street, and the area in front of the home of Abraham Lincoln.
Veterans Claim Transparency Act of 2021 This bill requires the Department of Veterans Affairs (VA) to provide the representative of a veteran with an opportunity to review a proposed determination regarding a claim for compensation or benefits before such determination becomes final. The VA must notify the representative in writing that a proposed determination is ready for review and may not make a final determination until the review period has ended. Under the bill, a representative has up to 48 hours to review the proposed determination.
