Global Health, Empowerment and Rights Act

Maddy summaryHR 764, the Global Health, Empowerment and Rights Act, removes two barriers for foreign nongovernmental organizations (NGOs) seeking U.S. foreign assistance. It ensures these organizations cannot be denied funding solely because they provide health services (like counseling and referrals) using non-U.S. government funds, as long as those services comply with local laws. The bill also requires that foreign NGOs face the same rules on using non-U.S. funds for advocacy and lobbying as U.S. NGOs receiving similar aid. This directly affects international health-focused NGOs working in countries where U.S. aid is provided.

Preserving Patient Access to Accountable Care Act

Maddy summaryHR 786 extends Medicare incentive payments for providers participating in "eligible alternative payment models" (like bundled care programs) by adjusting key timeline and percentage references in the Social Security Act. It specifically delays the expiration of these incentives from 2026 to 2027 for certain payments (adding a 3.53% rate for 2027) and extends subsequent years' references accordingly. This bill directly affects Medicare providers using alternative payment models by preserving their access to these financial incentives for an additional year. The key mechanism is technical, updating specific years and payment percentages in Medicare law without changing the underlying program structure. The bill does not create new programs but ensures existing incentives continue for providers in 2027 and beyond.

Charitable Act

Maddy summaryHR 801, the Charitable Act, creates a new tax deduction for individuals who do not itemize deductions on their federal tax returns. It allows these taxpayers to deduct up to one-third of their standard deduction amount for charitable contributions in 2026 and 2027. The bill directly affects non-itemizing individual taxpayers by providing a limited, direct deduction for charitable giving without requiring them to itemize. The deduction is capped at 1/3 of the standard deduction amount for those tax years, effective for returns filed in 2027 and 2028.

Expressing strong disapproval of the President's announcement to withdraw the United States from the Paris Agreement.

Maddy summaryHRES 68 is a non-binding House resolution expressing strong disapproval of the President’s announcement to withdraw the U.S. from the Paris Agreement. The resolution does not create new laws or affect specific groups but formally states the House’s position against withdrawing from the international climate accord. It was introduced by 115 co-sponsors and reflects broad congressional concern about reversing U.S. climate commitments.

Performing Artist Tax Parity Act of 2025

Maddy summaryThis bill creates a new above-the-line tax deduction for performing artists (like musicians, actors, and dancers) to deduct work-related expenses directly from their gross income, rather than itemizing deductions. It sets a $100,000 income threshold (adjusted annually for inflation), phasing out the deduction by 10% for every $2,000 earned above this amount. The bill also explicitly includes commissions paid to an artist’s manager or agent as deductible expenses and raises the $200 "nominal employer" threshold for expense deductions to $500 (with inflation adjustments). These changes apply to tax years beginning after December 31, 2024.

Health Care Providers Safety Act of 2025

Maddy summaryHR 612, the Health Care Providers Safety Act of 2025, provides federal funding to help health care facilities improve safety. It authorizes the Secretary to award grants to hospitals, clinics, and other health care providers to cover costs for physical security (like structural improvements) and cyber security (such as data privacy tools and video surveillance systems). These grants directly help health care providers protect their facilities, staff, and patients from security threats. The bill creates a new funding mechanism under the Public Health Service Act, making specific security upgrades eligible for federal support.

To amend the Convention on Cultural Property Implementation Act to make certain technical corrections to facilitate the lawful trade and collecting of numismatic materials.

Maddy summaryThis bill clarifies the definition of "numismatic material" to explicitly include coins, tokens, paper money, medals, and related objects under U.S. import rules. It requires importers to provide sworn declarations confirming such items were lawfully acquired, are of a known type (as documented in published numismatic references), and are not linked to illicit excavations. Customs officers must accept this documentation alone unless they have probable cause to suspect fraud, preventing unnecessary additional requirements. The changes primarily affect collectors, dealers, and importers of numismatic items by streamlining lawful import procedures.

To amend the Internal Revenue Code of 1986 to modify the railroad track maintenance credit.

This bill increases the annual limit on the tax credit for qualified railroad track maintenance expenses (also referred to as the short line railroad tax credit) and expands eligibility for claiming the credit. Under current law, the tax credit is limited each tax year to $3,500 multiplied by the sum of the number of miles of railroad track owned or leased by the taxpayer (miles owned or leased) and the number of railroad track miles assigned to the taxpayer by a Class II or III railroad (miles assigned). This bill increases the annual limit to $6,100 multiplied by the sum of miles owned or leased and miles assigned. The $6,100 amount used in the calculation of the tax credit limit is adjusted for inflation for tax years beginning after 2025. The bill also expands eligibility for the tax credit to include gross expenses for maintaining railroad tracks owned or leased as of January 1, 2024. Under current law, the tax credit is limited to gross expenses for maintaining railroad tracks owned or leased as of January 1, 2015.

Sanction Russian Nuclear Safety Violators Act of 2025

Maddy summaryHR 475 would impose U.S. sanctions on Russian individuals or entities that have endangered the safety or operational control of Ukraine’s Zaporizhzhia Nuclear Power Plant since Russia’s 2022 invasion. Key provisions include freezing assets of targeted persons and banning their entry into the U.S. via visa restrictions. The bill includes critical exceptions for humanitarian aid (food, medicine, medical supplies) and efforts to restore Ukrainian control of the plant. These sanctions aim to address nuclear safety risks highlighted by the IAEA, without affecting legitimate humanitarian operations.
