Maddy summaryHR 3442, the America’s CHILDREN Act of 2023, creates a pathway to permanent residency for certain college graduates who entered the U.S. as children on specific work visas. It directly affects individuals who were lawfully present as dependents of nonimmigrant visa holders (like H-4 or L-2) for at least 8 years, graduated from a U.S. college, and have lived in the U.S. for 10+ years total. Key provisions include protecting applicants from "aging out" of eligibility by basing age calculations on when their parent’s visa petition was filed (not current age), and allowing them to retain their original visa application date ("priority date") if they later switch to a different visa category. The bill aims to provide stability for young adults who grew up in the U.S. but face immigration barriers due to visa status.

Maddy summaryThis bill allows utility companies (like electricity, gas, and internet providers) and landlords to report payment history for essential services to credit bureaus, expanding credit reporting beyond traditional loans. It directly affects consumers who pay these bills regularly but may lack traditional credit history, potentially helping them build credit. Key provisions limit reporting to actual payment behavior (not usage data) and prevent utilities from reporting late payments if a consumer is on a valid payment plan. The bill also requires a government study to assess the impact of this reporting on consumers within two years.
U.S.-Israel Cooperation Expansion Act This bill provides that it is U.S. policy to (1) support bilateral training between U.S. and Israeli law enforcement for sharing best practices related to anti-terrorism, community policing, and managing mass casualties; and (2) continue to counter threats to U.S. and Israeli security and embassy protection posed by illicit cross-border tunneling and unmanned aerial systems.
Maddy summaryThe Employee Equity Investment Act of 2023 creates a new facility to provide financial support for employee-owned businesses by establishing new rules for "employee equity investment companies." These companies must invest at least 75% of their capital in employee ownership transitions, requiring independent trustees and fairness opinions for transactions to protect employee interests. The bill also modifies government procurement rules to help employee stock ownership plans and worker-owned cooperatives access set-aside contracts. The facility will expire 20 years after the first license is issued, with detailed reporting requirements for all investments.
National Law Enforcement Officers Remembrance, Support and Community Outreach Act This bill directs the Department of Justice (DOJ) to establish a National Law Enforcement Officers Remembrance, Support, and Community Outreach Program. The bill further directs DOJ to award a grant under the program to the National Law Enforcement Officers Memorial Fund for the expenses associated with community outreach, public education, and officer safety and wellness programs operated by the of the National Law Enforcement Officers Memorial Fund and National Law Enforcement Museum.
Maddy summaryHRES 363 is a resolution expressing support for recognizing National Police Week, an annual observance established by law to honor law enforcement officers who have died in the line of duty. The resolution acknowledges 556 officers killed in the line of duty during 2022 and calls for ensuring law enforcement officers have necessary equipment, training, and resources to protect both themselves and the public. It encourages the American public to observe National Police Week by honoring law enforcement personnel and recognizing their essential mission in serving communities across the United States. This resolution does not create new law but formally expresses congressional support for an existing observance.
Maddy summaryHR 3234 would allow immigration officers to immediately send back certain individuals attempting to cross the U.S.-Mexico border without proper documents or using fraud, during a 2-year period starting when the bill becomes law. These individuals would be expelled to Mexico by default, unless Mexico refuses to accept them or national security concerns arise, in which case they could be sent to their country of origin or another willing nation. The bill requires officials to refer individuals fearing persecution or torture to an asylum officer for review before expulsion, with specific exceptions for those deemed threats to national security or public safety. It does not apply to people who entered legally but later became deportable, and it includes a process for prioritizing vulnerable individuals like those with medical needs.
Maddy summaryHR 3238, the Affordable Housing Credit Improvement Act of 2023, updates the Low-Income Housing Tax Credit (LIHTC) program to increase the availability of affordable housing across the United States. The bill makes several key changes including increasing state funding formulas, modifying tenant eligibility rules to better serve vulnerable populations (such as domestic violence victims and students), and expanding credit eligibility for projects in rural and Native American communities. Specific provisions raise the credit for properties serving extremely low-income households, clarify rules around tenant income increases, and require housing providers to protect victims of domestic violence. The bill also updates terminology from "low-income" to "affordable" throughout the tax code and enhances program transparency through data sharing requirements. These changes aim to make the LIHTC program more effective at creating and preserving affordable housing units for low-income households nationwide.
Direct Capital Access Act of 2023 or the DCA Act of 2023 This bill increases the number of daily round-trip flights allowed at Ronald Reagan Washington National Airport (DCA). Specifically, this bill adds 56 new slots at DCA to allow for 28 additional daily round-trip flights. (Airlines flying to and from DCA are subject to slot and perimeter rules set by federal law and regulation. The slot rules determine the total number of flight slots that can be handled in a given time period. In addition, a statutory perimeter rule limits nonstop flights to a 1,250-mile radius unless they are granted an exemption in law.) Current law limits DCA to a maximum of 67 hourly slots for flights both within- and beyond-perimeter; a round-trip flight serving DCA requires two slots (or a slot pair). Of those slots, 40 daily slots are exempt from the perimeter rule. Under the bill's slot increase, operations at DCA may not increase by more than eight flights per hour.
Maddy summaryHR 1697, the Promoting Precision Agriculture Act of 2023, directs the Secretary of Agriculture to develop voluntary, industry-led standards for precision agriculture equipment within two years. These standards aim to improve compatibility between farm technologies like GPS systems, soil sensors, and data software, helping farmers reduce input waste (such as water, fertilizer, and fuel) and boost efficiency. The bill requires coordination with the FCC and NIST to address cybersecurity, connectivity needs, and the role of 5G/AI in farming, while mandating annual GAO assessments to track adoption and standard effectiveness. It directly affects farmers using precision tools, technology providers, and standards organizations, without imposing new regulations.
