Americans Giving Care to Elders (AGE) Act of 2021 This bill allows a tax credit for a portion of a taxpayer's expenses for eldercare. The credit applies to expenses to care for certain relatives or members of the taxpayer's household who have attained the age of 60 and require assistance with activities of daily living. Eldercare expense include amounts paid for: medical care, lodging away from home, adult day services, personal care, respite care, assistive technologies and devices (including remote health monitoring), environmental modifications (including home modifications), and counseling or training for a caregiver. The amount of eldercare expenses incurred during any year that may be taken into account for the credit may not exceed $6,000.

Doctors of Community Act or the DOC Act This bill reauthorizes and provides mandatory funding for graduate medical education programs operated by teaching health centers. The bill sets out funding levels through FY2033. Funding for FY2034 and beyond equals the preceding fiscal year's amount adjusted for medical inflation.
National Food Waste Reduction Act This bill requires the Department of Agriculture's Food Loss and Waste Reduction Liaison to establish a Food Waste Research Program in partnership with five regional institutions of higher education. The program must focus on food waste reduction and food recovery issues on a national, regional, and local level and support certain areas of study, such as the diversion of surplus food to those in need and the use of food waste for environmental purposes. The program must share best practices for food waste reduction with governmental entities, agriculture organizations, farmers, and other relevant entities, and must post research and resources on its website. The bill also establishes a grant program for research centers and nonprofits to support other cooperative efforts relating to food loss and waste reduction.
Improving Access to Medicare Coverage Act of 2021 This bill deems an individual receiving outpatient observation services in a hospital as an inpatient for purposes of satisfying the three-day inpatient hospital-stay requirement with respect to Medicare coverage of skilled nursing facility services.
Stop Swaps, Protect Local Jobs Act This bill applies federal prevailing wage requirements to arrangements in which states allow local agencies to exchange their state's proposed allocation of Federal-Aid Highway Program funding for state transportation funds. Under current law, when such an exchange occurs, local agencies must comply with applicable state and local requirements but generally not prevailing wage and other federal requirements.
Adopt the Greenhouse gases, Regulated Emissions, and Energy use in Transportation model Act or the Adopt GREET Act This bill requires the Environmental Protection Agency (EPA) to update the methodology used in life-cycle analyses of greenhouse gas emissions that result from the production and use of corn-based ethanol and biodiesel fuel. The EPA must update its methodology within 90 days and every five years thereafter. In the first update, the EPA must adopt the most recent Greenhouse gases, Regulated Emissions, and Energy use in Transportation model (commonly referred to as the GREET model) developed by Argonne National Laboratory.
Vet Center Improvement Act of 2021 This bill requires the Department of Veterans Affairs (VA) to evaluate productivity expectations for readjustment counselors of Vet Centers, including by obtaining feedback from counselors that must be audited annually for five years by the Government Accountability Office. The VA must also (1) develop and implement a staffing model for Vet Centers, (2) standardize descriptions of position responsibilities at Vet Centers, and (3) award grants to address food insecurity among veterans and family members of veterans who receive services through Vet Centers or other VA facilities.
Guarding Readiness Resources Act of 2021 This bill modifies the treatment of funds received by the National Guard Bureau as a reimbursement from a state or other U.S. territory (e.g., Guam) for the use of military property. Specifically, the funds must be credited to (1) the appropriation, fund, or account used in incurring the obligation; or (2) an appropriation, fund, or account currently available for the purposes of which the expenditures were made. Such funds must be treated as a reprogramming request and may only be obligated or disbursed after the National Guard Bureau submits a written request and receives authorization from Congress. The National Guard Bureau must annually submit an account of the use of funds disaggregated by appropriation and subactivity group.
National Guard and Reserve Incentive Pay Parity Act This bill requires the military department concerned to pay members of the reserve components a special bonus or incentive pay in the same monthly amount that is paid to members in the regular component of the service for performing comparable work requiring comparable skills.
Sustainable Investment Policies Act of 2021 This bill requires investment advisers to establish and follow a sustainable investment policy, including policies relating to the corporate governance practices, labor and human rights practices, and the environmental risks of the entities receiving investments.
