Medication Access and Training Expansion Act of 2021 or the MATE Act of 2021 This bill requires health care providers, as a condition of receiving or renewing a registration to prescribe potentially addictive drugs, to complete a one-time training on managing patients with substance use disorders. In addition, the Department of Health and Human Services must award grants to health professional associations and education programs for integrating substance use disorder training into relevant curricula.

Arts Education for All Act This bill expands arts education and programming for children in early education, K-12 students, and juveniles and adults in the criminal justice system. Specifically, the bill allows Child Care and Development Block Grant funding to be used for additional activities, including arts programming. Additionally, the bill addresses arts programming in elementary and secondary schools by directing each state educational agency to include information on arts programming in its state plan, including how it will integrate arts education instruction into the curriculum and increase the number of arts teachers in schools; requiring state report cards to include information on arts courses; requiring local educational agency (LEA) plans to describe how the LEA will encourage the use of arts education to improve student achievement; and allowing certain funds to be used for professional development for arts teachers. The bill directs the National Center for Education Research to carry out research on the use of arts and arts education in elementary and secondary schools, including in low-performing schools. Further, the National Center for Education Statistics must compile data on arts education. The National Assessment of Educational Progress must include a specified arts assessment. The bill requires a state's juvenile justice and delinquency plan to describe how the state will coordinate services and activities for juvenile justice and delinquency prevention with arts agencies and arts organizations. Additionally, grants for adult offender reentry demonstration projects may be used for facilitating arts education.
Reducing Waste in National Parks Act This bill directs the National Park Service to establish a program for the National Park System to reduce disposable plastic products and, if applicable, eliminate the sale and distribution of disposable plastic products. Each regional office of the National Park Service must eliminate the sale of water in disposable plastic products and the sale and distribution of other disposable plastic products after consideration of several specified factors (e.g., the costs and benefits to overall operations). Each regional office must develop a proactive visitor education strategy to address visitor expectations of water availability and explain the rationale for the program and its implementation.
Revising and Expediting Actions for the Crisis Hotline for Veterans Act or the REACH for Veterans Act This bill requires the Department of Veterans Affairs (VA) to update training and procedures for call responders of the Veterans Crisis Line. Specifically, the VA must enter into an agreement with an outside organization to review the training for crisis line call responders. The VA must update the training if any deficiencies are identified after the review. Among other requirements, the VA must develop guidelines on retraining and quality management for when a call responder has an adverse event or needs improvement, annually perform a common cause analysis for identified callers to the crisis line who died by suicide in situations where the crisis line was the last point of contact, develop enhanced guidance and procedures to respond to calls to the crisis line related to substance use and overdose risk, review the current emergency dispatch standard operating procedure of the crisis line, and solicit feedback from veterans service organizations on how to conduct outreach regarding the move to 988 as the new suicide and mental health crisis hotline. Each call responder must be subject to at least two calls per month that are silently monitored by a supervisor to check for quality of conduct. The Veterans Crisis Line, Office of Mental Health and Suicide Prevention of the VA, and National Center for Patient Safety of the VA must establish quality management processes and expectations for staff of the crisis line.
Clean Cities Act This bill requires the Department of Energy (DOE) to carry out a Clean Cities Coalition Program. Under the program, DOE must make awards to clean city coalitions or nonprofit organizations for projects and activities that reduce petroleum consumption, improve air quality, promote energy and economic security, and encourage deployment of a diverse, domestic supply of alternative fuels in the transportation sector. DOE must also ensure that there are active coalitions working in all states, the District of Columbia, and the territories. In addition, DOE must provide technical assistance and training to the coalitions, provide opportunities for communication and sharing of best practices among the coalitions, and maintain and publish a centralized database of information about the activities and accomplishments of the coalitions.
This resolution supports the designation of National Co-Op Month, commends the cooperative business model for its contributions to the economy, and expresses confidence in cooperatives to continue their successes.
Preventing Opportunities for Teen E-Cigarette and Tobacco Addiction Act or the PROTECT Act This bill requires the Centers for Disease Control and Prevention (CDC) to develop a strategy and carry out a specific initiative to prevent and reduce the use of electronic cigarettes and emerging tobacco products among youth and young adults. As part of the initiative, the CDC must conduct research and surveillance on types of products, patterns of use, health impacts, and other aspects of the use of such products by youth and young adults; evaluate prevention and intervention strategies and develop guidance for intervening and treating youth and young adults who use such products; identify effective messaging and communication efforts and implement a national public education campaign concerning the use of such products; and continue to fund grants for tobacco control programs in health departments, including efforts to prevent and reduce the use of such products by youth and young adults.
Choose Home Care Act of 2021 This bill provides for coverage of home-based extended care services under Medicare. Specifically, the bill provides for coverage of services that are furnished to Medicare beneficiaries in their homes by home health agencies, including nursing care, meals and nutritional support, home medical supplies, nonemergency medical transportation, and care coordination. Coverage includes 30 days of post-hospital care and other periods of extended illness, as determined by the Centers for Medicare & Medicaid Services (CMS). Home health agencies that provide such services may receive additional payments in accordance with a specified methodology. The CMS may make payments for covered services furnished before 2022 during any period in which there is a public health emergency.
This resolution expresses support for the recognition of U.S. Territories Day. The resolution further encourages educators to set aside time on this day to teach students about the U.S. territories, encourages specified actions by the President and the Senate, and requests the Smithsonian Institution to make certain educational materials publicly available for educators.
Preventing Youth Substance Abuse Act of 2021 This bill authorizes for FY2022-FY2026 the Opioid Affected Youth Initiative, which is administered by the Office of Juvenile Justice and Delinquency Prevention.
