Veterans Health Care Freedom Act

Maddy summaryHR 3176, the Veterans Health Care Freedom Act, creates a 3-year pilot program allowing eligible veterans (enrolled in VA care) to choose any provider within the VA healthcare system or approved non-VA facilities, removing prior location restrictions for VA care. Veterans can select primary and specialty care providers freely, with VA coordinating care through a designated primary provider. After the pilot, these expanded choices become permanent policy, requiring the VA to offer full provider selection without geographic or administrative barriers. The bill implements these changes using existing VA funding without new appropriations.

Gun Owner Registration Information Protection Act

Maddy summaryHR 3492, the Gun Owner Registration Information Protection Act, prohibits federal agencies from funding or supporting state databases that track lawfully owned firearms or their owners. This directly affects states maintaining such databases, requiring them to cover costs themselves if they choose to keep these systems operational. The bill allows federal funding for databases tracking lost or stolen firearms, as specified in the exception. The key policy change is blocking federal financial support for databases compiling information on legal gun ownership, without banning the databases outright.

PRIME Act

Processing Revival and Intrastate Meat Exemption Act or the PRIME Act This bill exempts from federal inspection requirements animals and meats that are slaughtered and prepared at custom animal slaughter facilities for distribution within the state. Under current law, a custom slaughter exemption applies if the meat is slaughtered exclusively for personal, household, guest, or employee uses. Specifically, the bill expands the federal inspection exemption to include the slaughter of animals or the preparation of carcasses, meat, and meat food products that are slaughtered and prepared at a custom slaughter facility in accordance with the laws of the state where the facility is located; and prepared exclusively for distribution to household consumers in the state or restaurants, hotels, boarding houses, grocery stores, or other establishments in the state that either prepare meals served directly to consumers or offer meat and food products for sale directly to consumers in the state. The bill does not preempt any state law concerning (1) the slaughter of animals or the preparation of carcasses, meat, and meat food products at a custom slaughter facility; or (2) the sale of meat or meat food products.

Providing for congressional disapproval under chapter 8 of title 5, United States Code, of the final rule of the Department of Labor relating to "Rescission of Implementing Legal Requirements Regarding the Equal Opportunity Clause's Religious Exemption Rule".

Maddy summaryHJRES 61 is a resolution seeking to block a Department of Labor rule published in March 2023. The rule would have removed legal requirements related to religious exemptions under the Equal Opportunity Clause in federal employment regulations. If passed, this resolution would prevent the rule from taking effect, maintaining the existing requirements for religious exemptions. It uses a specific congressional disapproval process under Title 5 of the U.S. Code to stop the rule without requiring presidential action.

Promoting Free and Fair Elections Act

Maddy summaryHR 3072 prohibits federal agencies from using appropriated funds to partner with nonprofits for voter registration, mobilization, or distributing voting materials on agency property or websites. It delays implementation of certain election activities under Executive Order 14019 until agencies submit reports to Congress about their voter registration plans, with exceptions for activities already covered by existing law. The bill also bans voter registration or mobilization efforts in federal work-study programs at colleges. These provisions directly affect federal agencies, their contractors, and higher education institutions receiving federal work-study funds. The law applies to fiscal years starting in 2023 and requires specific reporting to congressional committees.

TEACH Act of 2023

Maddy summaryHR 2991, the TEACH Act of 2023, modifies federal education law to tie funding to school firearm policies and create grants for defensive training. It prohibits the Department of Education from funding schools that restrict firearm possession beyond existing federal limits (Section 2(b)), and directs the Secretary to award competitive grants using ESEA funds for "defensive training programs" focused on firearm use for school safety (Section 3(a)). These programs include training on carrying, using, and storing firearms on school property to protect students from intruders (Section 3(e)(1)). The bill directly affects schools receiving federal education funds by requiring them to allow firearm possession for training or face funding restrictions, and prioritizes grant applications from entities supporting Second Amendment rights.

Responsible Borrower Protection Act of 2023

Maddy summaryHR 2928, the Responsible Borrower Protection Act of 2023, blocks the Federal Housing Finance Agency (FHFA) and mortgage enterprises (Fannie Mae and Freddie Mac) from implementing specific changes to mortgage credit fees announced in January 2023. The bill directly affects mortgage borrowers and lenders by reversing a pricing framework update that would have altered fees for single-family mortgages. It prohibits the FHFA from enforcing the January 2023 pricing changes detailed in FHFA's announcement and related lender letters. The bill clarifies that enterprises may still use risk-based pricing for mortgage fees, but the specific fee adjustments from the 2023 framework are canceled. This is a direct policy change to mortgage fee structures, not a broader reform.

Providing for congressional disapproval under chapter 8 of title 5, United States Code, of the rule submitted by the Department of Labor relating to "Adverse Effect Wage Rate Methodology for the Temporary Employment of H-2A Nonimmigrants in Non-Range Occupations in the United States".

This joint resolution nullifies a Department of Labor final rule entitled Adverse Effect Wage Rate Methodology for the Temporary Employment of H-2A Nonimmigrants in Non-Range Occupations in the United States and published on February 28, 2023. This rule makes changes to the methodology used to set adverse effect wage rates for H-2A workers (temporary agricultural workers), including by using Bureau of Labor Statistics wage surveys in certain instances. (Generally, the minimum wage for an H-2A worker is the highest of the adverse effect wage rate, the applicable minimum wage, the prevailing wage for that occupation in that area, or any agreed-upon collective bargaining wage.)
