Maddy summaryThe Military Spouse Hiring Act expands the Work Opportunity Tax Credit to include military spouses. Employers who hire a spouse of an active-duty military member - certified by a local agency as meeting eligibility requirements on the hiring date - can claim this tax credit. The credit reduces the employer's federal tax liability for hiring such individuals. This provision applies to new hires after the bill's enactment date.
Saving Us from Pandemic Era Resistance by Building a Unified Global Strategy Act of 2023 or the SUPER BUGS Act of 2023 This bill requires the Department of Health and Human Services (HHS) to seek to enter into arrangements with foreign countries, multilateral organizations, and other appropriate entities to facilitate the development and commercialization of qualified pandemic or epidemic products, which include drugs, biological products, and medical devices. HHS shall report to Congress a strategy for achieving this goal.
Maddy summaryHR 1200, the National Right-to-Work Act, prohibits requiring workers to join a union or pay dues as a condition of employment in both private-sector workplaces (covered by the National Labor Relations Act) and railroad industries (covered by the Railway Labor Act). The bill amends key sections of these laws to eliminate provisions that allowed union security agreements, meaning workers in unionized settings would no longer be forced to pay dues to retain their jobs. This directly affects employees in unionized workplaces across the U.S., particularly those in industries with existing union contracts that included mandatory dues. The law changes the legal framework to ensure union membership and dues payment remain voluntary for all workers.
Broadband Stock Acquisition in Local Exchanges Act or the Broadband SALE Act This bill allows an exclusion from gross income, for income tax purposes, of gain from the sale or exchange of the entire interest in a wholly-owned rural incumbent local exchange carrier. A rural incumbent local exchange carrier is a carrier that serves (1) an area where it was required to provide communications services by a specified date to any customer regardless of cost, and (2) an area other than an urbanized area with not fewer than 50,000 people and a core where there are not fewer than 1,000 people per square mile. The bill requires recapture of tax for income from the sale or exchange of stock in a carrier not held for at least one year. The bill allows an investment tax credit for 30% of expenditures to purchase, maintain, or improve property to provide voice telephone service or broadband internet access in rural empowerment zones.
Maddy summaryHR 1088, the Shirley Chisholm Congressional Gold Medal Act, authorizes a posthumous Congressional Gold Medal to honor Congresswoman Shirley Chisholm, the first African-American woman elected to Congress (1968) and the first Black candidate for a major party's presidential nomination (1972). The bill directs the Treasury Secretary to design and strike a gold medal featuring Chisholm's image, which will be presented by Congress and then permanently displayed at the Smithsonian Institution. Duplicate bronze medals may be sold to the public to cover production costs, with proceeds deposited into the U.S. Mint fund. This bill commemorates Chisholm's legacy and achievements without creating new laws or affecting any current policies.
Maddy summaryHR 972, the Outpatient Surgery Quality and Access Act of 2023, updates Medicare payment rules for outpatient surgery centers and hospital outpatient departments. It requires Medicare to publicly compare quality data for these facilities in the same geographic area on Medicare.gov, allows facilities to review data before release, and mandates that the Secretary cite specific criteria when excluding procedures from coverage. The bill also caps patient out-of-pocket costs for outpatient surgery at the hospital deductible amount and aligns annual payment updates between surgery centers and hospitals. These changes aim to improve transparency for beneficiaries and standardize payment adjustments.
Maddy summaryThe HELP Copays Act (HR 830) changes how health insurance plans calculate patient cost-sharing. It requires that payments made by third parties (like pharmacies, charities, or discount programs) toward medical costs count toward a patient's deductible, copay, or out-of-pocket limit. This directly affects insured individuals who receive financial assistance, discounts, or product vouchers for healthcare expenses. The law ensures these external payments reduce the patient's actual out-of-pocket costs more quickly, aligning with existing Affordable Care Act and Public Health Service Act requirements.
Maddy summaryHRES 128 is a symbolic House resolution honoring baseball legend Hank Aaron's career and legacy. It recognizes his historic 715th home run breaking Babe Ruth's record in 1974, his 23-year MLB career (including 23 seasons with the Braves), and his role as a civil rights symbol who overcame pervasive racism. The resolution formally acknowledges Aaron's achievements on the field - such as 755 career home runs and the 1974 record-breaking moment - as well as his off-field impact in advancing equality. It was introduced in the U.S. House of Representatives on February 14, 2023, and serves as a ceremonial tribute without creating new laws or affecting any policies.
Prohibiting IRS Financial Surveillance Act This bill prohibits the Department of the Treasury from requiring a financial institution to report the transfers into and out of a financial account. This prohibition does not apply to laws or regulations in effect on January 1, 2023.
