Maddy summaryThe STAR Act of 2025 adds a 25% tax credit for qualified semiconductor design expenses incurred by U.S. companies. It directly affects businesses conducting semiconductor design in the United States, covering both in-house costs (like wages and supplies for U.S. design work) and contracted design services. The credit excludes duplicating existing products, cosmetic design, or activities unrelated to performance or reliability improvements. This incentive expires for design expenses paid after December 31, 2036.
Maddy summaryHR 768, the Holocaust Education and Antisemitism Lessons Act, requires the U.S. Holocaust Memorial Museum Director to study how states and school districts currently teach about the Holocaust and antisemitism in K-12 schools. The study will examine curriculum requirements, teacher training, educational materials used, and assessment methods across all states and a representative sample of school districts and schools. It specifically aims to identify gaps, resources needed, and how schools address antisemitism and genocide prevention in their teaching. The Museum must submit a report to Congress within three years of the bill's enactment, detailing findings on current practices and challenges. This bill does not mandate new teaching requirements but seeks to understand existing approaches to Holocaust education.
Maddy summaryHRES 68 is a non-binding House resolution expressing strong disapproval of the President’s announcement to withdraw the U.S. from the Paris Agreement. It commends states, businesses, and citizens supporting the Agreement, urges the President to reverse the withdrawal decision, and calls for Congress to prioritize U.S. climate leadership. The resolution does not create new laws or affect specific groups but formally states the House’s position against withdrawing from the international climate accord. It was introduced by 115 co-sponsors and reflects broad congressional concern about reversing U.S. climate commitments.
Maddy summaryThis bill creates a new above-the-line tax deduction for performing artists (like musicians, actors, and dancers) to deduct work-related expenses directly from their gross income, rather than itemizing deductions. It sets a $100,000 income threshold (adjusted annually for inflation), phasing out the deduction by 10% for every $2,000 earned above this amount. The bill also explicitly includes commissions paid to an artist’s manager or agent as deductible expenses and raises the $200 "nominal employer" threshold for expense deductions to $500 (with inflation adjustments). These changes apply to tax years beginning after December 31, 2024.
Maddy summaryHR 661, the MIRACLE Medical Technology Act of 2025, establishes a formal US-Israel program to coordinate collaboration on developing and delivering healthcare products and services. It directs the Secretary of Health and Human Services to create joint initiatives - including shared research on medical devices and pharmaceuticals, regulatory alignment (like FDA-Israel regulatory data sharing), innovation hubs for startups, and telemedicine infrastructure - leveraging $8 million annually from 2026-2030. The bill directly affects US health agencies (HHS, FDA), Israeli health authorities, and medical technology companies in both countries. Key mechanisms include creating a US-Israel Health Care Collaboration Center, promoting joint manufacturing facilities for biological products, and standardizing data sharing for research. This focuses on concrete policy changes to enhance bilateral medical innovation and healthcare delivery.
Maddy summaryHR 704 would direct the U.S. Postal Service to issue a special "Manatee Semipostal Stamp" for public sale. All extra money collected from selling this stamp (above the standard postage rate) would be sent to the U.S. Fish and Wildlife Service to fund manatee conservation and habitat protection in the U.S. The stamp would be available for at least two years starting within a year of the bill's passage.
Maddy summaryThe COVER Now Act allows cities, counties, or other local governments in states that have not expanded Medicaid to provide health coverage to Medicaid-eligible residents. Local governments in non-expansion states can apply for a federal demonstration project to cover these residents, with the federal government paying 90-100% of costs over seven years (starting at 100% for the first three years). The bill prohibits states from retaliating against localities that participate, such as by shifting costs, reducing funding, or blocking healthcare provider participation. This directly affects uninsured residents in non-expansion states and local governments seeking to fill coverage gaps.
Supporting the Health of Aquatic systems through Research Knowledge and Enhanced Dialogue Act of 2025 or the SHARKED Act of 2025 This bill requires the Department of Commerce to establish a task force to address and report to Congress about critical needs with respect to shark depredation. (Shark depredation is the partial or complete removal of a hooked fish by a shark directly from a fishing line before the line is retrieved.) The duties of the task force are, among other responsibilities, to (1) develop ways to improve coordination and communication across the fisheries management and shark research communities; (2) identify research priorities and funding opportunities; (3) develop recommended management strategies to address shark depredation; and (4) coordinate the development and distribution of educational materials. The bill specifies that the task force must include representatives of each Regional Fishery Management Council, each Marine Fisheries Commission, the fish and wildlife agencies of coastal states, and the National Marine Fisheries Service. The task force must also include researchers and others with relevant expertise. The task force must report its findings to Congress within two years after the bill's enactment and every two years thereafter until the task force is terminated. The task force sunsets within seven years after the date of its establishment.
Chiropractic Medicare Coverage Modernization Act of 2025 This bill expands Medicare coverage of chiropractic services to include all services provided by chiropractors, rather than only subluxation corrections through manual manipulation of the spine.
